About this file

This Federal Required Certification document outlines mandatory compliance requirements for contractors entering into contracts, grants, loans, or cooperative agreements involving federal appropriated funds, as administered under 44 C.F.R. Part 18 and 31 U.S.C. Section 1352. The certification mandates that contractors certify they have not paid and will not pay federal appropriated funds to influence federal officers, Members of Congress, or congressional employees in connection with the award or modification of any federal transaction. The document specifies that contractors must complete and submit Standard Form-LLL, Disclosure Form to Report Lobbying, if any non-federal funds are used for lobbying purposes. All subrecipients and subawardees at any tier, including subcontractors and subgrantees, must include identical certification language in their award documents and certify compliance accordingly.

Submission of this certification serves as a material representation of fact and is a prerequisite for entering into the transaction. Failure to file the required certification subjects violators to civil penalties ranging from $10,000 to $100,000 per violation, and contractors acknowledge that the provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements apply to their certification. The authorized official of the contractor must sign the certification, providing their printed name, title, and date of execution. This certification requirement applies to the City of Pasadena's First Aid Materials & Supplies procurement, indicating that the contract involves federal funding or federal compliance obligations that necessitate contractor adherence to federal anti-lobbying regulations and disclosure requirements.
