About this file
This is a Federal Required Certification document applicable to the City of Pasadena's Advanced Metering Infrastructure (AMI) System and Installation Services contract opportunity in California. The certification addresses lobbying compliance requirements under 44 C.F.R. Part 18 and Appendix A, mandating that contractors certify no federal appropriated funds have been or will be used to influence federal or congressional officials in connection with the contract award. Contractors must include identical certification language in all subaward documents and require subrecipients to certify and disclose accordingly. The certification serves as a material representation of fact upon which the transaction is based, and submission is a prerequisite imposed by section 1352, title 31, U.S. Code.
Contractors failing to submit the required certification face civil penalties ranging from $10,000 to $100,000 per violation. The contractor's authorized official must sign and date the certification, affirming the truthfulness and accuracy of all statements and disclosures. The document explicitly notifies contractors that the provisions of 31 U.S.C. Chapter 38, Administrative Remedies for False Claims and Statements, apply to the certification and any related disclosures, establishing legal consequences for misrepresentation.
