This is a Federal Required Certification document related to a Chemical Water Treatment Services contract for the City of Pasadena, Water & Power Department's Glenarm Power Plant located in Pasadena, California. The certification addresses federal lobbying requirements under 44 C.F.R. Part 18 and applies to contractors seeking to provide chemical consulting services to effectively manage and optimize water treatment processes at the municipal power plant facility.

The document requires contractors to certify that no federal appropriated funds have been or will be paid to influence federal officers, members of Congress, or congressional employees in connection with the contract award. Contractors must also disclose any non-federal funds used for lobbying purposes by submitting Standard Form-LLL. The certification must be included in all subaward documents at all tiers, and all subrecipients must certify and disclose accordingly. The contractor's authorized official must sign the certification, and submission constitutes a material representation of fact. The provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements apply to this certification.
