About this file
Exhibit E is a technical specification document for the City of Pasadena Water & Power Department's chemical water treatment services procurement at the Glenarm Power Plant in Pasadena, California. The exhibit establishes operating parameters and design data for three generating units (GT-3, GT-4, and GT-5) that must be used for cost calculations. The units operated an average of 892, 719, and 2,860 running hours per year, respectively, based on 2017-2019 historical data. The condenser and cooling tower design specifications detail critical infrastructure parameters, including condenser surface areas ranging from 17,844 square feet for units GT-3 and GT-4 to larger specifications for unit GT-5, with varying tube materials (copper for GT-3 and GT-4; titanium alloy for GT-5) and tube configurations. Cooling water quantity for units GT-3 and GT-4 is specified at 11,614 gallons per minute with an entering water temperature of 80 degrees.
Bidders must complete all cost calculation forms provided in Exhibits B and C using the operating parameters and design data specified in Exhibits A and E. For chemical products not required in the proposed water treatment program, bidders must indicate "NOT REQUIRED" and provide written justification. Pricing must reflect the cost per unit for the quantity and container size that the power plant would reasonably purchase to maintain a maximum 90-day inventory. This specification ensures competitive bids are based on consistent operational assumptions and actual anticipated procurement volumes rather than theoretical minimums or alternative inventory strategies.

EXHIBIT E Page 2 of 2 The data and operating parameters in Exhibits A and E must be used for the chemical water treatment services cost calculations required on the forms provided in Exhibits B and C. All of the blanks must be completed on the forms provided. If certain chemical products are not required in your water treatment program, type “NOT REQUIRED” in the applicable space and explain why such particular products are not required. The price that is to be quoted for each chemical product must be the price that you charge for the quantity and container size that the power plant would reasonably be expected to buy for a maximum 90 day inventory.

FORMULAS FOR COOLING TOWER WATER PARAMETERS
Number of Concentrations =
Make-up Water (gpm) / Rate of Blowdown (gpm)
or Circulating Water (Calcium Hardness) / Make-up Water (Calcium Hardness)
Make-up Water (gpm) =
Rate of Evaporation (gpm) + Rate of Blowdown (gpm)
Rate of Evaporation (gpm) =
Circulating Water Flow Rate (gpm) x Cooling Range (<F) x 0.0008
Rate of Blowdown (gpm) =
Rate of Evaporation (gpm) / Number of Concentrations - 1
Rate of Drift Loss, which is approximately 0.02 % of the Circulating Water Flow rate, is not considered in the above formulas.
