About this file
This is a Request for Proposals (RFP) issued by the City of Pasadena Water & Power Department for Chemical Water Treatment Services at the Glenarm Power Plant located in Pasadena, California. The City seeks qualified chemical consultants to manage and optimize water treatment processes across the facility's five natural gas-fueled combustion turbines, which collectively produce approximately 197 megawatts of electricity. The scope of work encompasses chemical treatment for multiple systems including circulating cooling water, closed loop cooling water, once-through steam generator (OTSG) feedwater, chilled water systems, and gas turbine evaporator cooler makeup, with emphasis on scale prevention, corrosion inhibition, biocide treatment, and microbiological control. Proposers must demonstrate five or more years of experience with similar power plant installations and provide detailed technical approaches addressing chemical feed programs, monitoring schedules, training plans, emergency procedures, and water conservation strategies. The deadline for submitting questions is December 29, 2025 at 4:00 PM, with proposals due January 15, 2026 at 2:00 PM through the City's eProcurement Portal. The initial contract term is three years with two optional one-year renewal periods subject to the City Manager's approval.
Proposers must submit separate technical and price proposals with the technical portion limited to 50 pages maximum. The price proposal should include all costs for personnel, materials, chemical supplies, reagents, delivery, emergency response, training, and laboratory services using a lump-sum format or detailed unit pricing. The City will evaluate proposals based on qualifications and experience (50 points), cost proposal using a ratio method (30 points), references (10 points), with additional five-point preferences for local Pasadena businesses and California-certified small or micro-businesses. Proposers must include all required forms including Equal Employment Opportunity (AA-1), Declaration of Non-Collusion (for contracts $75,000 or more), Conflict of Interest disclosures, Taxpayer Protection Act forms, and proof of relevant experience with similar projects. The Living Wage Ordinance applies if the contract exceeds $25,000, and the City requires comprehensive insurance coverage as specified in the RFP. Consultants must maintain bi-weekly on-site visits, provide 24-hour emergency response capability, conduct independent water testing, submit written reports with recommendations, and ensure all chemicals meet EPA, Safe Drinking Water Act, and OSHA requirements. Contract approval authority depends on total value, with City Manager approval required for contracts exceeding $75,000 and City Council approval for contracts exceeding $250,000.

The City of Pasadena Water & Power Department (PWP) operates the Glenarm Power Plant, which consists of five natural-gas fueled combustion turbines (GT1, GT2, GT3, GT4 and GT5). GT1 and GT2 are 1974 era Curtiss-Wright simple cycle gas turbines. GT3, GT4 and GT5 are modern GE LM6000 gas turbines. GT3 & GT4 are simple cycle units and GT5 is a combined cycle unit equipped with a Shin Nippon Steam Turbine and once-through steam generator (OTSG). All combined, these units can produce about approximately 197 megawatts of electricity.
