About this file

This is a Federal Certification Regarding Lobbying form (31 CFR Part 21) applicable to the City of Scranton's West Scranton Gateway Signage - Rebid project in Pennsylvania. The certification document establishes the legal requirements and representations that contractors must make regarding the use of federal appropriated funds in connection with federal contracts, grants, loans, and cooperative agreements. The form requires contractors to certify that no federal appropriated funds have been or will be paid to influence officers or employees of any agency, members of Congress, or congressional employees in relation to the award of federal contracts or modifications thereof. Sealed bids for the West Scranton Gateway Signage project are due online through the City's e-Procurement Portal by 10:00 am on Tuesday, August 18, 2026, with the bid opening to follow in City Council Chambers on the 2nd Floor of City Hall.

The certification requires contractors to disclose any non-federal funds used for lobbying purposes by completing Standard Form-LLL and to include identical certification language in all subawards at all tiers, including subcontracts and subgrants. Failure to file the required certification subjects contractors to civil penalties of not less than $10,000 and not more than $100,000 for each failure. The certification is material to the transaction and contractors must affirm the truthfulness and accuracy of all statements, understanding that provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements apply. Prospective bidders must register on the City's e-Procurement Portal, follow the project to receive addenda notifications, and submit all required documentation through the portal prior to the deadline.
