About this file

This is a technical specification addendum for custom signage fabrication and installation for the City of Scranton, Pennsylvania, submitted in response to the West Scranton Gateway Signage rebid project. The project requires the design, fabrication, and installation of custom aluminum signage with integrated LED lighting systems. The signage must comply with the 2010 ADA Standards for Accessible Design, applicable building codes, and ASCE 7 wind design standards for a Basic Ultimate Wind Speed of 115 mph. The specification includes detailed requirements for aluminum materials (6063 T6 alloy for extrusions, 5052 H32/H22 for sheets), welding procedures per AWS standards, linear LED grazing fixtures with IP66/IP67 ratings providing minimum 400 lumens per foot at 3000K color temperature with 30,000-hour minimum lifetime, and a superior performance organic coating system using AAMA 2605 polyvinylidene fluoride. Sealed bids were due at 10:00 am on Tuesday, August 18, 2026, through the City of Scranton's e-Procurement Portal, with bid opening held in City Council Chambers on the second floor of City Hall.

The specification requires that the manufacturer demonstrate a minimum of three years of documented experience in custom signage fabrication and that all welding be performed by operators qualified under AWS D1.1/D1.1M and AWS D1.2/D1.2M standards with certifications dated no more than twelve months before the start of welding work. The sign structure must be designed under the direct supervision of a Professional Structural Engineer licensed in Pennsylvania. Fabrication tolerances are stringent, including maximum squareness deviation of 1/8 inch in diagonal measurements, maximum offset between faces of 1/16 inch, and maximum bow of 1/8 inch in 48 inches. Submitted samples demonstrating colors, materials, and finishes are required, along with shop drawings indicating dimensions, elevations, material specifications, welded connections with AWS welding symbols, electrical service connection locations, and structural design calculations signed and sealed by a qualified professional engineer.
