About this file

This is Amendment No. 1 to a grant agreement between the Florida Department of Environmental Protection (FDEP) and Citrus County for the Sugarmill Woods Golf Course Reuse Project. The project, located in the City of Homosassa within Citrus County, involves the construction of approximately 22,000 feet of transmission mains, a 1.0 million gallon storage tank, a 1.0 million gallons per day pump station, a 0.5 million gallons per day booster station, and associated electrical and control systems to supply reclaimed water from Citrus County's Southwest Regional Water Reclamation Facility to the Sugarmill Woods and Citrus National golf courses. The amendment extends the original agreement expiration date from the initial term to December 31, 2026, to provide additional time for project completion. The project encompasses four primary tasks: Preconstruction Activities (design, permitting, surveys, and engineering evaluations), Bidding and Contractor Selection (bid package preparation and contractor solicitation), Project Management (field engineering, construction observation, and coordination), and Construction (installation of all infrastructure components). The Grantee may submit payment requests no more frequently than monthly for most tasks, with final documentation including design copies, permits, bid packages, and engineer certifications required by the respective task end dates.

The total project funding is $4,918,000, consisting of $3,918,000 from State funds under Line Item 1650B of the 2022-2023 General Appropriations Act (allocated to the Statewide Water Quality Restoration Projects program, Appropriation Category 149946) and $1,000,000 in additional state funding from Line Item 1705A of the 2023-2024 General Appropriations Act (Appropriation Category 140047), with a reimbursement period beginning July 1, 2023. The budget allocates $186,050 for Preconstruction Activities, $10,000 for Bidding and Contractor Selection, $60,000 for Project Management, and $4,661,950 for Construction. All tasks have a start date of July 1, 2022, and end date of June 30, 2026. The agreement includes special audit requirements under both federal (2 CFR Part 200, Subpart F) and state (Section 215.97, Florida Statutes) regulations, with recipients expending $750,000 or more in federal or state awards in a fiscal year required to obtain single or program-specific audits. Additionally, if Citrus County qualifies as a nonprofit organization, documentation regarding state fund allocation for board member and officer remuneration must be provided to FDEP and posted on the County's website. Record retention requirements mandate that the Grantee maintain supporting documentation for five years from the audit report date.
