Nonclinical Information Management System (NIMS) Labor Category Descriptions
Program Manager
Serves as the contractor's single contract manager, and shall be the contractor's authorized interface with the Government Contracting Officer (CO), the contract level Contracting Officer's Representative (COR), government management personnel and customer agency representatives. Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates. Shall be responsible for the overall contract performance and shall not serve in any other capacity under this contract. Specialized experience includes: project development from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity. General experience includes increasing responsibilities in information systems design and/or management.
Project Manager
Serves as the project manager for a large, complex task order (or a group of task orders affecting the same common/standard/migration system) and shall assist the Program Manager in working with the Government Contracting Officer (CO), the contract-level Contracting Officer's Representative (COR), the task order-level COR(s), government management personnel and customer agency representatives.
Responsible for the overall management of the specific task order(s) and insuring that the technical solutions and schedules in the task order are implemented in a timely manner. Performs enterprise wide horizontal integration planning and interfaces to other functional systems. Specialized experience includes: project development from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multi-task contracts and/or Sub-contracts of various types and complexity. General experience includes increasing responsibilities in information systems design and/or management.
Senior Training Specialist
Conducts the research necessary to develop and revise training courses and prepares appropriate training catalogs. Develops all instructor materials (course outline, background material, and training aids). Develops all student materials (course manuals, workbooks, handouts, completion certificates, and course critique forms).
Training Specialist
Conducts the research necessary to develop and revise training courses. Develops and revises these courses and prepares appropriate training catalogs. Software Developer
Provide support to develop Web based applications. Provide support in developing the site concept, interface design, and architecture of the web-site. Provide support for the implementation of interfaces to applications.
Help Desk Specialist
Provides complete help desk services via phone, email, virtual, and in-person. Triage user request according to specified procedures, and serve as the primary point of contact to address all help tickets.
Software Systems Engineer
Provides identification/fixing of problems within existing software, design/implementation of new systems and enhancement of existing applications. Participates in analysis, design and new construction of applications. Responsible for understanding the needs of the customers and the realities of commercially available IT products, and creating requirements that will allow implementation by the development team and COTS products. Must have solid technical background with a focus on software and systems.
Quality Assurance Manager
Establishes and maintains a process for evaluating software and associated documentation. Determines the resources required for quality control. Maintains the level of quality throughout the software life cycle. Conducts formal and informal reviews at pre-determined points throughout the development life cycle. Provides daily supervision and direction to support staff.
Quality Assurance Analyst
Provides technical and administrative direction for personnel performing software development tasks, including the review of work products for correctness, adherence to the design concept and to user standards, review of program documentation to assure government standards/requirements are adhered to, and for progress in accordance with schedules. Coordinates with the Project Manager and/or Quality Assurance Manager to ensure problem solution and user satisfaction. Make recommendations, if needed, for approval of major systems installations. Prepares milestone status reports and deliveries/presentations on the system concept to colleagues, subordinates, and end user representatives.
Quality Assurance Specialist
Develops and implements quality control methodologies to ensure compliance with quality assurance standards, guidelines, and procedures in a large computer-based organization. Develops and defines major and minor characteristics of quality including quality metrics and scoring parameters and determines requisite quality control resources for an actual TO. Establishes and maintains a process for evaluating hardware, software, and associated documentation and/or assists in the evaluation.
Conducts and/or participates in formal and informal reviews at pre-determined points throughout the development life cycle.
Data Standardization Specialist
Conducts extraction, normalization (nomenclature, units, taxonomy), updating to search indexing, curation, and loading of data from PDF and non-standard xpt data sources into the NIMS data repository. The loaded studies will be able to be visualized, searched, and analyzed by the NIMS system as appropriate by existing visualization. A quality assurance plan will be created and followed as well.
Standardizes and loads animal efficacy, animal model, safety pharmacology, reproductive toxicology studies including the includes the extraction, normalization, curation, indexing, and loading of data from PDF and non-standard xpt data sources into the NIMS data repository.
Senior Computer Security Systems Specialist
Analyzes and defines security requirements. Designs, develops, engineers, and implements solutions.
Gathers and organizes technical information about the organization's mission goals and needs, existing security products, and ongoing programs. Performs risk analyses which also includes risk assessment.
Provides daily supervision and direction to staff.

Data Security Specialist
Provide support to plan, coordinate, and implement the organization's information security. Provide support for facilitating and helping identify current security infrastructure and define future programs, design and implementation of fire-wall and other related security issues on LANs/WANs. A working knowledge of several of the following areas is required: understanding of business security practices and procedures; knowledge of current security tools available; hardware/software firewalls and there implementation; different communication protocols.
Toxicologist
Acts as subject matter expert for developing appropriate and valid data visualizations. Guides standardization efforts so that toxicology data is normalized, curated, indexed, and loaded into the NIMS data repository in scientifically valid ways.
Technical Writer
Assists in collecting and organizing information required for preparation of user's manuals, training materials, installation guides, proposals, and reports. Edits functional descriptions, system specifications, user's manuals, special reports, or any other customer deliverables and documents.
