The Offerors pricing proposal (Volume III) shall consist of RFP Pricing Attachments 4 & 5 and supporting documentation to verify standard commercial pricing is used. Please note in accordance with Section

6.24 of the solicitation, the Government has identified Labor Categories (LCATs) (see RFP Attachment No. 3). The suggested LCATs are meant to be a guideline for vendors, by which they may propose their own categories. Category headings and responsibilities in the sections described in the Attachment, are meant only to describe the general area of work required and do not reflect the Government’s desire for a particular category.

FORMAT:

The offeror shall submit their price proposals in Microsoft Excel 2007 and the cells shall be unlocked.

The FDA should be able to view formulas and manipulate the information in the pricing volume. The Offeror shall retitle Attachment 4: Offeror’s Name_IDIQ PricingSheet and Attachment No. 5: Offeror’s Name_Task Order PricingSheet. The purpose of the Pricing.xls is to ensure consistency and transparency in the derivation of the Offeror’s proposed pricing. This requires the Offeror to show the break out of the cost elements used in the derivation of their proposed pricing wherever applicable. In other words, for each corresponding pricing worksheet contained in the Pricing.xls, the Offeror shall clearly list the CLINs or the cost elements that derive or make up the total proposed price for the specified tasks.

Font : The Font shall be Calibri no larger than 11 no smaller than 10 in both the IDIQ and Task Order Pricing Sheet.

Pagination: Every page of the pricing volume shall be numbered. There is no page limit on the pricing volume.

Rounding: All total dollar amounts provided shall be rounded to the nearest dollar. All loaded labor rates shall be rounded to the nearest cent.

Fixed Price Line Items: Indicate the total price for each fixed price task. Provide sufficient backup information (e.g. labor categories, labor rates, hours to be worked, consultant fees, travel costs etc.) to allow the FDA to conduct a meaningful analysis.

Traceability to Staffing Plan: The business proposal should provide sufficient detail to determine whether the proposed staffing solution represents the best value to FDA.

Discounts: Given the anticipated value, the government anticipates a reduction/discount to the hourly prices. If a discount of your rates is proposed, indicate the percentage but also calculate the rate rounded to two decimal places. The benefit of the proposed discount to the Government will be evaluated against the Offeror’s standard pricing provided in the Support Documentation tab of Volume

III.

Rate Changes:

FDA-SOL-12-1099989 Page 9 of 16

If your rates will change at some point during the given period, indicate the dates for which the rates apply. For example, if your rates change on December 1, complete one chart for June 1 – November 30 and another for December 1 – May 31.

IDIQ PRICING SHEET INSTRUCTIONS (Attachment No. 4)

TAB 1: Labor Rates and Level of Effort

The offeror may not change the table headings for the contract years cited in the IDIQ spreadsheet. The offeror may add rows under Column B for additional Labor Categories and explain their rationale in the assumption tab (please highlight additional LCATs in Red Font). If a suggested labor category is Not Applicable the offeror may enter “N/A”. If the offeror may also enter an equivalent Labor Category in Column C. The offeror must provide annual totals for each Labor Category for each contract year (Column K). The offeror must provide subtotals for each contract year and a five-year Total. The offeror may change the suggested Level of Effort per Labor Category as long as their rationale and benefit to the Government is described in the assumptions tab. Please note the Government is suggesting a Maximum IDIQ ceiling of $17.3M. Please note the suggested ceiling of $17.3 may be subject to change based on the contractor’s proposed level of effort in Attachment 4. In accordance with section 1.2 of the solicitation titled, “Overview of Pricing Schedules” the hourly rates for each labor category shall be fully burdened to include wages, overhead, general and administrative expenses, and/or profit. The offeror shall fill out tab two, titled, Basis of Estimate (BOE), by providing a breakdown of their fully burdened rates by Profit, General and Administrative costs, overhead costs, Facility Capital Costs, and any other allowable / allocable costs for each Labor Category identified.

Please Note: Failure to fill provide the Basis of Estimate can lead to rejection of the offeror’s proposal for being non-responsive.

The pricing schedules shall

a) serve as a list of the ceiling prices that the Government shall pay for any particular CLIN (in fixed price or Labor Hour type task orders) and

b) be used as a tool for estimating the reasonableness and realism of proposed costs.

Limitations:

c) Under fixed price or Labor Hour type task orders, the Government shall not pay a price for a CLIN in excess of the ceiling established in the Pricing Schedule.

TAB 2: Sample-BOE: This worksheet provides a sample Labor BOE to assist the Offeror with their pricing derivation. The offeror may not delete the column heading but may delete the sample. Failure to provide BOE for each Labor Category may result in rejection of the contractor’s proposal.

TAB 3 and 4: Travel and Other Direct Costs: The IDIQ pricing sheet includes tabs for Travel and Other Direct Costs. Please note that the Government anticipates minimal travel during the life of the contract.

The contractor shall estimate the amount of travel per contract year, include the number of persons, days for lodging, transportation costs, per diem costs, and provide a description explaining the need for

FDA-SOL-12-1099989 Page 11 of 16 travel. The total amount identified for each contractor year will be the ceiling amount for travel / ODCs for that Contract Year. The contractor may insert rows for additional ODCs and / or Travel expenses.

If the contractor intends to claim Other Direct Cost during the life of the contract they should be cited in the Other Direct Cost tab of the IDIQ pricing sheet. Please Note: Task Orders issued will not honor the cost of miscellaneous materials, all ODC costs must be identified in the IDIQ contract. Travel and ODC costs will be included under the IDIQ ceiling amount of $17.3M and are not additional expenses that will justify an increase in the estimated ceiling amount.

Tab 5: Assumptions: Contractor Assumptions must be documented in the Assumptions tab. Examples of acceptable assumptions includes but is not limited to:

• Providing Clarification,

• Cross Referencing to technical, staffing plan, and / or other section in contractor’s technical proposal

• Identifying changes to the original pricing sheet must be documented in the Assumptions tab.

FDA-SOL-12-1099989 Page 12 of 16

TASK ORDER PRICING SHEET INSTRUCTIONS (Attachment No. 5)

The offeror shall cite Government and Contractor-Site Labor Rates.

TAB 2&3 - Travel and Other Direct Costs: The Task Order pricing sheet includes tabs for Travel and Other Direct Costs. Please note that OIM anticipates the contractor incurring limited Travel and / or ODC expenses but provided a tab to allow the contractor flexibility in their proposed approach. Please Note the proposed travel and ODC costs for Task Order No. 1 are actual costs and the need should be reflected in the Contractor’s Task Order Technical Proposal. In addition, the amount requested should also be traceable to the proposed costs in the IDIQ Pricing Sheet and should not exceed the travel and / or ODC ceiling for each contract year.

TAB 4 – Assumptions:

Since the proposed costs for the Task Order are actual costs for work identified in the Task Order SOW (Attachment 1) the assumptions should be traceable to the contractor’s Task Order Technical Proposal.

The examples listed for the IDIQ pricing sheet apply to the Task Order as well.

SUPPORTING DOCUMENTATION

Since this requirement is a commercial acquisition the contractor shall provide Supporting Documentation via catalog pricing and / or verification of the same rates charged to industry customers for similar services. The purpose of this request is to assist the Government in determination of the proposed rates / prices to be fair, reasonable, and in line with the current market for similar services.

The supporting documentation should be in Volume III of the contractor’s proposal and separately tabbed as “Supporting Documentation”. The contractor shall provide a minimum of two examples. The Government will accept catalog pricing, invoices, copies of pricing schedules from previous purchase orders / contracts. If the contractor does not have supporting documentation due to lack of experience the Government will accept market research indicating that the proposed rates / prices are in line with current market pricing.

FDA-SOL-12-1099989 Page 13 of 16

VOLUME III PAST PERFORMANCE INSTRUCTIONS

This volume shall describe the Offeror’s success in performing comparable contracts/orders. The Past Performance Volume shall be no more than three pages, i.e., no more than one page narrative per contract/order. The Offeror shall submit directly to the Government:

• A list of three contracts/orders, similar in scope, duration, and price to the work described in the SOW. These may be, but do not need to be, the same contracts/orders described in the Relevant Experience Section of the Technical Volume. The Offeror shall adhere to the following guidelines in generating this list:

o Contracts or orders must have been completed within three years of the quote due date.

o The list may include contracts/orders on which the Offeror served as a subofferor, provided that the subcontract was similar in scope, duration, and price to this effort.

o The list should include both a contractual and technical point of contact (email addresses and phone numbers) for each of the contracts/orders.

o If a subcontract is being used as a past performance reference, contact information for the prime offeror, not the customer, should be included.

o The list should include the contract/order number, title (if appropriate), the period of performance, and the dollar value of the contract/order.

o If the contract/order is not described in Section 1 of the Technical Volume, the Offeror shall include a one page narrative the contract/order, describing the nature of the work performed and emphasizing outcomes reached.

The Offeror should also send the Past Performance Questionnaire attached to the RFP to the sources that it identifies in the Past Performance Volume. The questionnaires should be sent to the individual most knowledgeable about the Offeror’s performance on the identified order or program (e.g. the Contracting Officer's Technical Representative; the Program/Project Manager; or the Contracting Officer). Each reference must complete the questionnaire and mail a hard copy to the Contract Specialist. The Offeror may opt to allow the return of completed questionnaires to the Government via electronic mail. This is solely at the discretion of the Offeror, with the understanding that e-mail systems, servers, Internet, intranets and extranets are not considered secure. The Offeror shall ensure that all the point of contacts complete and return the questionnaires to the Government prior to the RFP close date.

Offerors are cautioned that the Government may use data provided by each offeror as well as data obtained from possible other Offeror Performance Assessment Reporting System (CPARS) Department of Defense's (DOD) Past Performance Information Retrieval System (PPIRs) in the evaluation of past performance.

FDA-SOL-12-1099989 Page 14 of 16

EVALUATION FACTORS FOR AWARD

In accordance with FAR 52.212-2 The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

Rejection of Unrealistic Offers

The Government may reject any quote that is evaluated to be unrealistic in terms of program commitments, including order terms and conditions, or unrealistically high or low cost when compared to Government estimates such that the quote is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program. Any aspect of the quote judged to be unacceptable may render the entire quote unacceptable.

Evaluation Factors for Award

Proposals will be evaluated against the following Factors and Sub factors in the relative order of importance described below.

Statement of Relative Order of Importance: Price is of less importance than technical understanding / approach, relevant experience, and management plan. Award will not be automatically made on the basis of the highest technical merit. However price may become an important factor as the degree of equality between technical quotes becomes closer.

Competitive Range: The Government reserves the right to establish a competitive range with offerors that provides the most advantageous approach to the Government. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a price and technical standpoint.

Award without Discussions: The Government reserves the right to award without discussions.

FDA-SOL-12-1099989 Page 15 of 16

Factor I: Technical Understanding and Approach

Sub-factor 1 – Response to Task Order #1 Sub-factor 2 – IDIQ Overall Technical Approach

Factor II: Relevant Experience Factor III: Management Approach

Risk Assessment: Past Performance

FACTOR I—TECHNICAL UNDERSTANDING AND APPROACH

Sub-Factor 1 – Response to Task Order #1 The government will assess the Offeror’s understanding of the task order’s scope of work; its ability to support the development of Exhibit 53/300s, ensuring compliance with established budget submission policies and guidelines; its demonstrated capability to conduct portfolio assessments and develop improvement plans; its ability to conduct Earned Value Management (EVM), i.e. monthly cost and schedule report generation; its ability to conduct Corrective Action Plan (CAP) tracking and analysis and analysis and review of Integrated Baseline Reviews (IBR) and submitted Baseline Change Events (BCE);

its ability to anticipate potential technical, programmatic, and business issues and risks and provide approaches for their resolution or mitigation; and, the appropriateness of its proposed task order management plan, staffing plan, resumes, and assignment of Key Personnel.

A highly rated proposal will present examples of situations where the Offeror provided guidance to program and investment managers regarding the elements of portfolio management described above and including the management of the cost, schedule, scope and budget performance of individual investments and portfolios.

Sub-Factor 2 – IDIQ: Overall Technical Approach The Government will assess the Offeror’s overall understanding of the challenges presented in the IDIQ Statement of Work; the technical approach to providing the services detailed in the Task Areas; and the capacity to meet the technical requirements. Special emphasis will be placed on the following: a demonstrated ability to provide guidance on legislative compliance; ability to assess the investment portfolio health and recommend improvement plans; ability to work with investment managers and stakeholders on corrective action plans, and how to manage investments using the most current mandates and reporting requirements; the ability to assist with submission of high quality reports and data requests to key stakeholders.

FACTOR II—RELEVANT EXPERIENCE

B.1 Sub-Factor 1 – Relevant Projects The Government will evaluate the extent to which the Offeror’s proposal demonstrates the success of efforts on current and previous contracts, which are relevant to the Statement of Work in terms of type, scope, complexity, and size. A highly rated proposal will (1) provide relevant experiences appropriate to the SOW task areas; (2) will clearly demonstrate the similarity to work to be performed under this effort;

(3) will demonstrate the Offeror’s ability to overcome difficulties encountered during performance with minimum impact to the program.

FDA-SOL-12-1099989 Page 16 of 16

B.1 Sub-Factor 2 – Examples of Work Performed

The Government will evaluate examples of the offerors work in the following three areas:

• Return on Investment (ROI) Document

• CPIC Best Practices

• Integrated Baseline Reviews

The work examples will be evaluated on overall quality, in terms of:

• Benefits to project

• Clarity of Information

• Ease of Implementation (best practices / re-baselines )

FACTOR III —MANAGEMENT APPROACH

The Government will evaluate the clarity and effectiveness of the Offeror’s approach to managing all aspects of contract performance and administration. The Government will evaluate the extent to which the Offeror’s proposal demonstrates defined lines of authority, whether there are mechanisms in place to mitigate risks, identify problems early, and deal with problems in a timely manner. The management plan addresses performance measures, management tools, cost, schedule, and quality control, risk mitigation, and communications.

RISK ASSESSMENT – PAST PERFORMANCE

The Government will assess the relative risks associated with each offer. Performance risks are those associated with an Offeror's likelihood of success in performing the acquisition requirements as indicated by that Offeror's record of past performance. The assessment of performance risk is not intended to be a product of a mechanical or mathematical analysis of an Offeror's performance on a list of contracts but rather the product of subjective judgment by the Government after it considers relevant information. When assessing performance risks, the Government will focus on the past performance of the Offeror as it relates to all acquisition requirements, such as the Offeror's record of performing according to specifications, including standards of good workmanship; the Offeror's record of controlling and forecasting costs; the Offeror's adherence to contract schedules, including the administrative aspects of performance; the Offeror's reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and generally, the Offeror's business-like concern for the interest of the customer.
