FDA-SOL-1098040
Answers to Questions Posed
1. Is there currently an incumbent working with FDA on the focus areas outlined in the RFP? If so, who? Who are the current contractors providing similar services to CDER and ORA, respectively? What are the expiration dates of their contracts? Who are the incumbents for this and similar initiatives mentioned in the Background information provided in the SOL document? Is the incumbent from Cohort 1 allowed to bid on this RFP?
Answer: While FDA has issued several contracts in the past to do work of a similar nature, this IDIQ is a new requirement.
2. There is a discrepancy with the RFP and the solicitation on FedBizOps, when is the proposal due?
Answer: The proposal is due on or before August 22, 2012 at 12:00 p.m.
3. It is our understanding that this solicitation is set aside for small businesses. Please provide the information about the size standard. “Small business set-aside” (FAR 52.212-5) – Is there a further “size standard” that applies, or is the FDA simply requiring 3rd party certification of small business status? Also, if there is a small business limitation, does this limit us from brining in a larger player as a subcontractor, and if so, what are those limitations? Is there a requirement for the percentage of work to be executed by the small business in the prime or team lead role? Section 2: Management Approach: “If the offeror plans to form Contractor Teaming Arrangement(s) to provide an integrated solution to meet the Government’s requirements, the offeror shall submit copies of the Contractor Teaming Arrangement(s).” Is the government open to a traditional prime/sub relationship to provide an integrated solution to meet stated requirements?
"Limitation on Subcontracting" - Please explain what limitations apply in this specific RFP? Would we be restricted from using individual sub-contractors ? Would we be restricted from using a large consulting firm as a subcontractor? (FAR 52.219-14) Restrictions on subcontracting –As a small business, many of our trainers/facilitators and coaches are independent subcontractors. We don’t presently believe we can contractually restrict subcontractors from working directly for the Government. Is this point negotiable?
Answer: FDA has selected the NAICS code of 541611 for this procurement. The size standard is $14M. FDA relies on www.CCR.gov and self certifications regarding size.
The FDA is open to traditional prime/sub relationship to provide an integrated solution so long as the prime contractor is in compliance with FAR 52.219-14. Compliance with FAR 52.219-14 is not negotiable.
4. Please advise which Office within FDA will provide technical oversight of this IDIQ vehicle. Is there a single COTR/PO to monitor the entire IDIQ activities and will different Task Order Officers be assigned to individual Task Orders? Please clarify.
Answer: For each task order that is awarded, the office where the task order will be performed will provide technical oversight. For each Task Order issued, the COR will be named in the Request for Task Order Proposal documents.
5. In Section 5.0 of the solicitation document, it listed only 4 labor categories: Program manager, Senior Consultant/Trainer/Facilitator, Consultant/Trainer/Facilitator II, and Consultant/Trainer/Facilitator I. However, we perceive there will be many other types of labor categories that will be needed to meet the requirements of the 5 Task Areas. Therefore, it will be helpful if the Government can provide additional labor categories for this procurement.
Answer: In Section 7.4, FDA states that if the offeror believes that the labor categories listed are insufficient for the work contemplated, that the offeror may propose additional labor categories.
6. The Government indicates it wants both Government site rates and Contractor site rates. Will the Government provide office space and computers for on-site Government contractor staff? What is the anticipated LOE for these on-site Government contractor staff?
Answer: FDA has requested both Government-site and Contractor site rates since work is anticipated to be performed at both sites. FDA does not contemplate providing office space or computers for the sole use of the contractor. FDA does contemplate providing space for large group meetings, small group meetings and one-on-one meetings with FDA employees. FDA has provided a LOE for the FDA-stated labor categories for evaluation purposes for both Government site and Contractor site. If the offeror chooses to propose additional labor categories for evaluation purposes, no hours are permitted to be entered. For the pricing of Task Order 1 and Task Order 2, the offeror is expected to propose the LOE for all sites.
7. Page 20 of the RFP Section 6.18 stated there will be an initial personnel security briefing followed with annual briefings for the contractor employees, subcontractors, and consultants. Will these briefings be billable to the contract?
Answer: Yes.
8. On Page 24 of the Under Technical Understanding section, please clarify that the resumes for key personnel can be included in the Appendix of the proposal and not embedded into the narrative section of the Technical Proposal? Are resumes, table of contents and cover page included in the 30 page limitation?
Answer: Resumes can be included in the appendix. Resumes, tables of contents and cover pages are not included in the 30 page limitation.
9. On Page 25 of the Past Performance section, please clarify whether there will be any limit of the number of past performances to be included in the proposal.
Answer: FDA is interested in seeing a maximum of three (3) past performances.
10. We understand the due date of Questions is 8/10/12, and it is not clear when the Questions and answers will be released by the Government. While the proposal submission date is set for 8/22/12 at 12 noon, there may not be sufficient time for the bidders to absorb the Questions and Answers for finalizing both the Technical Proposal and Business Proposal. Will the Government consider extending the proposal due date for one additional week?
Answer: No, FDA will not extend the proposal deadline.
11. For budgeting purpose, please provide the estimated level of effort of both Task Order 1 and Task Order 2.
Answer: FDA has purposefully not provided an estimated level of effort, and expects the offeror to propose the level of effort required to accomplish the work in the task.
12. The FDA desires to leverage methodologies currently in place. Are FDA employees who participated in the design and implementation of these methodologies available resources?
Answer: FDA employees who participated in the design and implementation may be available resources after the award of the IDIQ. FDA does not guarantee any resources. Offeror should be prepared to develop and implement each task without assistance (outside of logistical assistance) from FDA personnel.
13. The FDA has engaged consultants to support the Center’s strategic planning, leadership development and organizational strategies; and implemented specific methodologies. Are the methods and materials of these consultants proprietary information? Are the materials and methods available to other contractors?
Answer: The methods as described in the SOW are publically available. FDA has supplied all materials where FDA has rights. Some limited material exists that may have some restrictions of its availability due to being either proprietary and/or copyrighted and has not been supplied.
14. The FDA has an interest to leverage previously developed materials. Are companies having the expertise and capability to bring complimentary or new methods that achieve FDA’s strategic and operational objectives evaluated differently than those companies having specific capability of the methodologists listed in the RFP?
Answer: All proposals received will be evaluated in accordance with the evaluation factors listed in the IDIQ base document.
15. Has the FDA conducted benchmarking studies prior to selections of the stated methodologies? If so, what companies were included in the benchmarking studies?
Answer: The methodology and tools currently in use were selected based on market research, stakeholder interviews, literature review and methods/tools best suited for a public sector (i.e., government) environment.
16. Is the strategic plan developed from the 2006 initiative available for review?
Answer: Please refer to the FDA website for FDA’s Strategic Plan.

17. Do coaching requirement under Task Order 1 and Task Order 2 require certification?
Answer: No, the coaching requirements do not necessarily require certification of staff enrolled in the program.
18. Under Task Order 1, please clarify the following:
· Please provide guidance whether the Government prefers to have a single facilitator or a team of facilitators to deliver the four 1-day learning sessions.
· For budgeting purpose, please clarify whether those selected the small group coaching will not be included in the individual coaching.
· For budgeting purpose, please provide the specific 360-degree instrument that the Government plans to use and the maximum number of raters per manager/supervisor.
· For budgeting purpose, please provide the intended coaching period and the total number of coaching hours to be offered to individual participants.
· Will the Government require evaluating the process and effectiveness of the coaching process?
Answer: FDA expects the offeror to propose whether or not a single facilitator or a team of facilitators will be used to deliver the 1-day sessions. FDA does not understand the question being posed about the small group coaching being included/not included in the individual coaching. FDA expects the offeror to propose the 360 instrument to be used, along with the maximum number of raters per manager/supervisor. According to the Task Orders, the coaching period is one (1) year with 2 coaching sessions per month lasting between 60-90 minutes per session. The Government will require evaluation of the process and effectiveness of the coaching process.
19. Under Task Order 2, please clarify the following:
· Please clarify why there are two 1-day learning session for Task order 2 and 4 1-day learning sessions for Task Order 1.
· Are the learning sessions of both Task Orders using the same curriculum, reading materials, and case studies examples? Please clarify.
· Please provide the duration and number of hours of coaching for each participant required under this Task Order?
· Will the government require evaluating the process and effectiveness of the coaching process?
Answer: There are two 1-day learning sessions for Task Order 2 and 4 1-day learning sessions for Task Order 1 because the cohort group for Task Order 2 has already had training; Task Order 2 is a continuation of the training already begun. The cohort group for Task Order 1 has had no training. FDA expects that the same curriculum will be used for both cohort groups, except that the cohort group for Task Order 2 will not receive training for modules “Making and Managing Commitments” and “Managing Change and Transitions.” According to the scope of work, one-on-one leadership coaching occurs twice a month, lasts from 60 to 90 minutes each session. The Government will require evaluation of the process and effectiveness of the coaching process.
20. The Pricing Worksheet has characteristics more often seen in procurements where cost analysis, rather than price analysis, is anticipated, and seems highly unusual for a Best Value, competitive procurement. Specifically, FDA has requested offerors to provide Direct Labor rates, as well as Fringe, Overhead, G&A, Profit/Fee, and FCOM/COM, in order to sum to the Fully Burdened Hourly Labor Rate. Will the Contracting Officer consider eliminating the requirement to provide, for each labor category, anything other than the Fully Burdened Hourly Labor Rate and the Estimated Annual Hours? If so will you issue a new pricing template? If not, will you provide a passcode for the template we have as we are unable to enter data in any of the cells, as they are all passcode protected?
Answer: FDA will not eliminate the requirement to provide the fully burdened hourly labor rate and the estimated annual hours. The worksheet FDA provided is "smart". Once the vendor provides certain information, (e.g. direct labor rate, the percentages for the build-up), there are embedded formulas, which are locked, that auto-calculate and fill the remaining columns. This ensures that the price build up is done correctly. You can open the spreadsheet and fill out the cells that you need to fill out - e.g. direct labor rate, percentages for the burdened labor rate build-ups, the number of hours proposed for each labor category for Task Orders 1 and 2 - without a password. You would need a password to overwrite any formulas embedded in the cells. However, since those formulas are embedded into the spreadsheet to ensure accurate calculations, FDA locked the formulas to ensure that they would not be overwritten.
21. Will the offer be considered responsive for an offeror to only provide the Fully Burdened Hourly Labor Rate and Estimated Annual Hours for each labor category?
Answer: No. To be responsive, the offeror must provide all requested information in order to have a responsive offer.
22. Are we required to submit Attachment 152191-SOL-001-003.docx – Past Performance Questionnaire(s) as part of our response to this RFQ? If so, how many, to whom, by whom, and when are we to submit?
Answer: Please submit a maximum of three (3) Past Performance Questionnaires by the proposal deadline.
23. RFQ Paragraph 5.0, Labor Schedule, identifies four specific labor categories to be used. Paragraph 7.4, Pricing Instructions, states, "Offerors may propose additional labor categories if the proposed FDA labor categories are not deemed adequate by the offeror." The Pricing Worksheet reflects this statement. Is it mandatory that offerors use these four specific labor categories, or are offerors free not use these categories and to identify its own set of unique labor categories that it believes will address the FDA's requirements for the tasks to be performed, so long as the offeror fully describes each category and the capability provided in each?
Answer: Use of the four provided labor categories is mandatory for evaluation purposes.
24. In addition to writing an approach to executing the two Task Orders, do you want the bidders to write their approach to doing Strategic Planning, Organization Development/Change Management, Facilitating Knowledge Transfer and Program Management Support within the 30 page limit?
Answer: The offeror should provide enough information to persuade FDA that it has the capabilities to perform the overall requested services contemplated in the IDIQ.
25. On page 5 under description of Labor Categories, is a Bachelors degree required for the labor category of Consultant/Trainer/Facilitator II?
Answer: Yes.
26. Task Order 1. Learning Sessions. Is the 360 intended to be part of the Understanding and Strengthening Emotional Intelligence Competencies curriculum?
Answer: Yes.
27. Task Order 1. Learning Sessions. Are the three new curriculum areas to be addressed in the Learning Sessions: Understanding and Strengthening Emotional Intelligence Competencies, Discovering and Intentionally Deploying Leadership Strengths, and Resilient Leadership?
Answer: Yes.
28. Task Order 1. Learning Sessions. Please explicitly clarify what “above curriculum” will be covered in four one-day sessions. The RFQ says “The first four curriculums identified above will be reviewed during the morning sessions and Resilient Leadership (fifth curriculum listed above) will be the focus of all afternoon sessions throughout the year.” Yet, Resilient Leadership is listed as the fourth area.
Task Order 2. Learning Sessions. Please explicitly clarify what “above curriculum” will be covered in two one-day sessions. The RFQ says “The first two curriculums identified above will be reviewed during the morning sessions and Resilient Leadership (third curriculum listed above) will be the focus of all afternoon sessions throughout the year.”
Answer: Task Order 1 has the following elements:
1. Making and Managing Commitments –
2. Managing Change and Transitions -
3. Understanding and Strengthening Emotional Intelligence Competencies –
4. Discovering and Intentionally Deploying Leadership Strengths –
5. Resilient Leadership -
Task order 2 has the following elements (as the first two have already been completed by current staff enrolled in this program):
3. Understanding and Strengthening Emotional Intelligence Competencies –
4. Discovering and Intentionally Deploying Leadership Strengths –
5. Resilient Leadership
The concepts Resilient Leadership are woven into in Session 1 through 3, but very specifically discussed and taught in the last training module.
29. Task Order 1. Learning Sessions. How many morning sessions are anticipated throughout the year? How many afternoon sessions are anticipated throughout the year?
Task Order 2. Learning Sessions. How many morning sessions are anticipated throughout the year? How many afternoon sessions are anticipated throughout the year?
Answer: Each Task Order contains a deliverable denoting how many days are required for Learning Sessions. FDA is unable to anticipate the number of morning sessions/afternoon sessions that will occur throughout the year beyond Task Order 1 and Task Order 2.
30. Task Order 1. Small Group Coaching. How many small groups are anticipated?
Task Order 2. Small Group Coaching. How many small groups are anticipated?
Answer: The number of small groups will vary depending on the number of persons in the cohort. In Task Orders 1 and 2, small groups will contain no more than eight (8) members. Each task order lists the number of members in the entire cohort.
31. Task Order 1. Deliverables Table. What changes are anticipated for Modules One and Two?
Answer: Enhancements to fine tune the training materials may occur based on the employee feedback forms/survey at the conclusion of the training.
32. Task Order 1. Deliverables Table. When are Training Materials for Module Five to be completed?
Answer: Please refer to the delivery schedule that states all training materials to be completed one month after award.
33. Task Order 1. Place of Performance. Please clarify the travel provision--no long distance travel will be paid? No local travel will be paid?
Should travel be included in the dollar amount we enter on the price sheet or should we simply state travel will be billed at GSA rates? Pricing: How will you want us to represent pricing on Materials? Travel? Section 6.15 states, “No travel is anticipated in performing any tasks placed via any orders on this IDIQ.” If this contract is awarded to someone out of state, how would travel be handled? Also the RFP states that there may be multiple locations, if so, how will travel be handled?
Answer: A table for travel-related expenses has been added to the pricing worksheet for Task Orders 1 and 2 so that travel may be proposed. FDA Contracting Officer approval is required for any travel contemplated. For any approved travel incurred, FDA requires the submission of legible receipts for the reimbursement of travel. Travel reimbursement will be for the actual costs of travel only. GSA rates are not germane to this procurement, since this is not a GSA schedule buy.
34. In order to fully develop the modules in a cohesive fashion and to scope the project, will the FDA consider providing the full speaker notes and more detailed information for the leadership presentations that have already been built (Making and Managing Commitments and Managing Change and Transitions)?
Task Order 2. Background. Please provide course materials for the introduction and Unit 1 training on Resilient Leadership-Reactivity.
Answer: FDA does not have access to full speaker notes or detailed information for the modules previously presented. FDA has supplied all training information that is not copyright protected.
35. Task Order 2. Scope of Work. How many coachees are anticipated per coach?
Answer: While FDA personnel will designate their first and second choices for coaches, the contractor shall make the final determination as to how many people a coach will mentor.
36. Task Order 2. Learning Sessions. Are the three new curriculum areas to be addressed in the Learning Sessions: Understanding and Strengthening Emotional Intelligence Competencies, Discovering and Intentionally Deploying Leadership Strengths, and Resilient Leadership?
Answer: The three curriculum areas to be addressed are:
· Understanding and Strengthening Emotional Intelligence Competencies –
· Discovering and Intentionally Deploying Leadership Strengths –
· Resilient Leadership
37. Please clarify if the Task Orders are to be independently awarded.
Answer: FDA anticipates a single award IDIQ, which will result in Task Order 1, Task Order 2 being awarded to the awardee of the IDIQ. All future Request For Task Order Proposals (RFTOP) will offered to the awardee of the IDIQ.
38. Does the government plan to use the same training materials for both Task Orders? Training materials for Task Order 1 appear to be due Two months after award, yet all Training Materials for Task Order 2 are to be complete 4 weeks after award.
Answer: FDA anticipates that the same training materials (except for modules 1 and 2) will be the same for Task Orders 1 and 2. Training materials are due one month after award so that the COR may review and approve the materials to be presented to the cohort groups.
39. The RFP scope includes these categories
· Strategic Planning
· Organizational Development and Change Management
· Executive Coaching and Leadership Development
· Facilitating Knowledge Transfer Among Key Stakeholders
· Program Management Support Necessary to Administer the Contract
Task Order 1 and 2 are for training. Training does not appear to be in the above categories. In addition to describing our approach to the above five categories should our proposal also describe our approach to the two task orders?
Answer: Task Orders 1 and 2 are considered “Executive Coaching and Leadership Development.” Please review the evaluation factors as to the relevance of Task Orders 1 and 2.
40. The task orders refer to COHORT 2 and COHORT 3. What does this mean?
Answer: According to Merriam Webster, a cohort is defined as a group of individuals having a statistical factor (as age or class membership) in common <a cohort of premedical students>. http://www.merriam-webster.com/dictionary/cohort
41. The current locked model does not allow adding fields for the proposing of discounts, even though they are requested.
Answer: The labor rates proposed should be the offeror’s best and final pricing and include all applicable discounts.
42. In ‘Tab 5: Task Order 2', there appears to be formula errors.
Answer: Please see the updated pricing sheet.
43. Will the Government submit an unlocked version of the pricing spreadsheet, or can we recreate a similar model and submit it which will be deemed to be technically acceptable as part of my submission?
Answer: FDA will not submit an unlocked version of the pricing spreadsheet. Offeror cannot create similar models. Use of non-FDA supplied pricing worksheets is not technically acceptable.
44. Does the FDA have site licenses for StrengthsFinder 2.0?
Answer: The FDA does not have site licenses for the new LDP Cohort # 3.
45. Does the FDA have internal certified coaches?
Answer: No, the FDA does not have internal certified coaches.
46. Key Personnel: How many Key Personnel resumes (per category and in total) will you want us to submit in support of our proposal?
Answer: Key personnel will be determined at the Task Order level. At the Task Order level, designate as many key personnel as is necessary. Key personnel are contractor personnel who play an instrumental role in the success of the task, without which the Task Order work would be placed in jeopardy.
47. Key Personnel: Your request specifies the need for experienced personnel with experience requirements of 10, 12 and 15 years of Government or private-public partnerships. Is it acceptable to substitute corporate/private sector work experience for a combination of public and private sector work?
Answer: Yes, it is acceptable to substitute corporate/private sector work experience for a combination of public and private sector work.
48. Is it permissible to substitute alternative models/frameworks that cover parallel material, for example in the areas of emotional intelligence, strength-based leadership, change management, etc. than the specific theories itemized in FDA SOL 1098040 (specific IP/frameworks indicated: Bowen’s systems theory, Deming theory (PDCA), Deming cycle, Visionary Leadership Triangle TM method, etc., etc.)? Instructional Design: How open is the group to innovative interventions between training sessions such as (peer-learning formats, e-Learning and performance management tools)?
Answer: The models/frameworks and specific theories already in place are required to fully implement current ongoing initiatives within the FDA to maintain continuity of training of staff. However, other performance management tools and innovative interventions and their applicability to the FDA strategic plan and relevance to tools/methods already underway may be presented for future consideration.
49. Metrics / Section 4.3 - Please give examples of the types of metrics you will want to track (e.g. # of coaching sessions had, status on budget, etc., leadership goals, etc.)?
Answer: The offeror may propose metrics deemed to be most relevant and meaningful to determine effectiveness of the leadership training.
50. Number of Sessions / Staffing Plan: What is the number of anticipated training sessions for Task orders 1 and 2 (will help forecast staffing needs)?
Answer: The number of training sessions is clearly stated in the respective Task Orders.
51. Instructional Design: What is the intended format of the training - 1 day for each of the 5 themes on separate days or can they be joint together? Is there flexibility on number of days for each theme or is it limited to 1 day per theme?
Answer: The intended format is 1 day each for each of the five training modules, conducted intermittently throughout the year and not concurrently.
52. Acceptance requirements (Sec 6.8 and Sec 6.16 referencing FAR 52.212.4.a) – how does FDA anticipate evaluating acceptance of services such as coaching, trainings, etc.? Would this be based on an objective evaluation of whether the service was performed, or a subjective evaluation of quality?
Answer: The FDA will evaluate acceptance of services based on objective evaluation of the training materials, feedback surveys from participants both in the training modules and coaching sessions and an evaluation of quality of service provided.
53. “Unlimited rights to all components, documentation, and other deliverables . . .“ (Sec 6.13 and FAR 52.227-14). How is this applied to existing materials and/or third-party materials that are not create from scratch for FDA and that typically are licensed for the specific project, not for unlimited rights?
Answer: FDA does not customarily receive rights to basic materials, but only to specific adaptations made for FDA audiences.
54. Indemnification by Contractor – Please clarify the Indemnification by Contractor clause; it seems that the Contractor is required to indemnify Government for any IP infringement, but the Government is dictating what materials will be used. Is this correct? And if so, is it correct to presume that any materials the FDA identifies and requires will be the FDA’s responsibility to secure IP rights? (Sec 6.16 – FAR 52.212-4(h))
Answer: FDA has outlined the concepts that have been used in past efforts, since continuity of the concepts is important to FDA. FDA expects that any materials acquired by the contractor to advance the training/concepts will be acquired lawfully. FDA expects that the contractor will indemnify the Government for any IP infingements relating to any materials procured for FDA use.
55. Termination for convenience – (Sec 6.15 – FAR 52.212-4(l)). Will the FDA provide a cancellation policy for review and mutual approval as part of the contractual process?
Answer: No cancellation policy will be made a part of the resulting IDIQ award document.
56. Pricing: We anticipate bringing in a subcontractor who has negotiated a Mobis weekly team rate (not by individual labor category, not daily); these rates would be passed through as negotiated, how can we best represent this in the individual labor category and hourly format required by the Pricing Model?
Answer: Offerors are required to use the FDA-provided pricing worksheets; no modifications will be made to the worksheets to accommodate subcontractors. The offeror should make every effort to fully explain the pricing proposed so that FDA has a clear understanding of the offeror’s pricing methodology.
57. Security Requirements: What, if any, security requirements from Chart A (or other) are required in support of this proposal?
Answer: No security requirements are required at the proposal level.
58. Labor Schedule & Staffing Plan: How do the labor schedule and the staffing plan differ? What information are you looking for in one, vs. the other? Do you have an example of how you want to see the data shown?
Answer: The labor schedule is a full array of labor categories that will be available during the life of the IDIQ contract. A staffing plan is proposed by the offeror at the task order level as to how the contractor proposes to staff the task order. While all labor categories in the labor schedule are available to the contractor, a task order staffing plan will rarely contain all labor categories. A table will suffice as to how the labor categories/staffing plan are shown.
59. As part of the current contract, were formal needs assessments completed to inform the design of the Office of Compliance Leadership Development Program? Will the FDA consider making these available to potential vendors?
Answer: Formal needs assessments were not completed.
60. Will the FDA please clarify the total number of individual coaching sessions that are expected over a year?
Answer: FDA cannot provide any information beyond what is given in Task Orders 1 and 2. No information is currently known about what types of task orders will be issued beyond Task Orders 1 and 2.
61. Will the FDA clarify if the coaching for Cohort 2 has begun? If so, will the FDA consider allowing the current coaches to continue with their clients?
Answer: Coaching for Cohort 2 has begun. The coaches selected by the individual cohort members will depend upon the offeror who receives award of the underlying IDIQ contract.
62. We understand that all sessions will be conducted at FDA facilities. Can you please clarify if the vendor is expected to design and develop additional material on the Government site or is this expected to be completed on Contractor site?
Answer: Where material is designed and developed is at the sole discretion of the contractor. However, FDA will not provide any Government-owned facilities or equipment (outside of meeting rooms where training is conducted, small group sessions are held or where FDA employees are individually coached) to the contractor.
63. Will the evaluation data from the first leadership development program be available to vendors to ensure cohorts 2 and 3 are optimally designed?
Answer: No. Cohorts # 2 and # 3 were optimized based on informal internal data from a small pilot cohort # 1.
64. This is to be a “single award.” Does that mean that one company will be awarded the contract and that company must be able to support multiple task orders in different locations? If so, is it allowable to subcontract?
Answer: One company will be awarded the IDIQ contract and that company must be able to support multiple task orders, potentially in different locations in the Washington, D.C. metro area. Subcontracting is allowed provided that the Contractor complies with the “Limitations on Subcontracting” clause incorporated into the contract.
