SCOPE OF WORK

Federal Bureau of Investigation Interim Training Center Redstone Arsenal, Alabama

1.1 PURPOSE

The purpose of this acquisition is to secure additional training capacity and capabilities required by the FBI to perform its national security, criminal investigative, and criminal justice services missions.

1.2 BACKGROUND

The FBI’s Training Division (TD) is experiencing a demand for training capacity that exceeds current capacity due to high levels of new agent and intelligence analyst hiring that will continue for the next several years and growing requirements for in-service, workforce development, and career-path training opportunities. Additionally, on-going and future renovations of FBI Academy facilities are impacting the availability of classrooms and conference rooms used for training. The establishment of an interim training center using pre-engineered modular units is considered the most effective and efficient solution to providing near-term training capacity relief until additional permanent facilities can be constructed.

The design and configuration of the interim training center and classrooms will allow for the delivery of training in several pedagogies (traditional, computer-based, seminar, and small group). Classroom design will emphasize flexibility in seating configurations to allow for maximum use and will be equipped, by the Government, with appropriate multi-media and audio-visual systems. Management and staff offices will also be provided.

Redstone Arsenal (RSA) is a United States Army post adjacent to the city of Huntsville in Madison County, Alabama, United State. The US Army is making available to the FBI a parcel of land at RSA (Reference Attachments A and B) that recently sited pre-engineered modular unit installations and is presently unoccupied. The site, commonly identified as Building 3334, is bounded by Patton Road to the east, Wells Road to the south and Mauler Road to the west. The site includes paved parking for approximately 200 vehicles, eight (8) graded gravel trailer pads, additional gravel parking areas, and utilities at each pad site. A previous RSA tenant sited 8 pre-engineered modular units (approximately 82’x70’ each) on the site that provided nearly 46,000 SF of space. The site also includes a small permanent building (3334) that is currently assigned to another Redstone tenant and is not part of this project. Contractor shall avoid disruption to tenant’s operations at the aforementioned building during contractor’s use of the site, especially for delivery and installation of buildings and utilities. The site perimeter is fenced. Domestic water is available at the site (Reference Attachment B for location and size of domestic water service) RSA Department of Public Works advises the site utility drawings included in this RFQ are the most recent versions available.

A notional site plan has been prepared by the FBI as guidance to developing quotations. (Reference Attachment C)

1.2.1 AGENCY MISSION

The mission of the FBI is to protect and defend the United States against terrorist and foreign intelligence threats, to uphold and enforce the criminal laws of the United States, and to provide leadership and criminal justice services to federal, state, municipal, and international agencies and partners. To carry out this mission, the FBI uses, collects, and share intelligence to counter threats to national security and to bring to justice those who violate the law.

Performance of the FBI’s mission requires a highly trained workforce comprised of Special Agents, Intelligence Analysts, and professional staff. Training is also provided to FBI partners, including representatives of other federal, state, municipal, and international law enforcement and other agencies participating in joint task forces, formal and informal working groups, and other collaborative initiatives. Training ranges from basic and advanced investigative techniques to specialized topics, from career-path development to leadership preparation. The FBI is committed to providing training and development opportunities to employees over the course of their entire career with the FBI.

This project will support the mission of the FBI by providing the training capability and capacity needed to meet current and future demand for in-service and advanced training for Special Agents, Intelligence Analysts, professional support staff and others who require special knowledge to perform the Bureau’s national security and criminal investigative missions.
