INTERIM PRE-ENGINEERED MODULAR TRAINING FACILITY REDSTONE

Redstone Arsenal Huntsville, AL

Project: INTERIM PRE-ENGINEERED MODULAR TRAINING

FACILITY REDSTONE

Amendment Number: 4

FBI RFQ Number: FCU-15-0031318 Location: Redstone Arsenal, Alabama

Amendment Date: 23 December 2015

No. Contractor Question Government Response

157.

Alabama requires that we cement bond the piers, do you want cement bonded piers per Alabama code?

Contractor is required to furnish an engineered foundation plan for each modular structure which must meet the requirements of Alabama Manufactured Housing Commission (AMHC) for modular units. The plan must also incorporate all AMHC codes related to the inclusion of ground anchoring systems and tiedown devices. This plan must be submitted for review, comment and approval from the AMHC prior to the start of installation for the modular foundation.

Please clarify Line Item # 124: We read it as; The prime bidder is required to be a licensed AL general contractor. Is that Correct?

To clarify, the offeror is not required to be licensed as a general contractor in the State of Alabama. However, the general contractor who is assembling the modular units on site and performing the associated installation of the modular units and tiedown requirements is required to be a licensed general contractor by the State of Alabama and a licensed modular installer as required by AMHC.

The offeror is required to provide a current license number for the proposed General Contractor with their quote. As such, this response shall be incorporated into the evaluation criteria as pass/fail.

159.

Taylor Electric has requested an electrical 1- Line Diagram. Will one be made available?

Contractor shall provide a 1-Line Diagram. The Government will not make one available.

160.

Note: T1-11 is highly susceptible to termite damage, especially in the Huntsville AL area. We would like to recommend at minimum a Termite ground treatment, and Termite shields.

Contractor shall provide what is stated in RFQ.

Should the contractor assume conduit and duct systems for electrical and communications raceways be installed underground or overhead from each modular unit to pole/power source?

All conduit and duct systems for electrical and communications shall be installed underground from each modular unit to pole/power source. Further, all underground electrical and communications raceways shall be encased in concrete in accordance with the following specification:

Duct Encased in Concrete: Construct underground duct lines of individual conduits encased in concrete. Depths to top of the concrete envelope must be not less than 18 inches below finished grade. Do not mix different kinds of conduit in any one duct bank. Concrete encasement surrounding the bank must be rectangular in cross-section and must provide at least 3 inches of concrete cover for ducts. Separate conduits by a minimum concrete thickness of 3 inches. Before pouring concrete, anchor duct bank assemblies to prevent the assemblies from floating during concrete pouring. Anchoring must be done by driving reinforcing rods adjacent to duct spacer assemblies and attaching the rods to the spacer assembly.

162.

The response to question #21 states that “All Green, Red, and Blue module walls and doors, both interior and exterior should carry a minimum STC rating of 45.” This is a significant cost increase from just having the Vestibule/Mantrap in each of these buildings to have STC 45 rating as originally requested. Please confirm that it is the government’s intent to have all walls and all doors in Green, Red, and Blue modules to be STC 45 rated.

All walls and vestibule/mantrap in the Green, Red, and Blue modules shall be STC 45 rated. All doors and door assemblies shall be STC 50 rated.

The response to question #149 states that “Contractor will provide “box and conduit” for data communications;

the Government will be responsible for ISP and OSP communications.” However, the new site plan, Attachment B has Note #2 which states that “Communication lines on pole are usable. Contractor will have to tie in at pole to run comm to units…” Please confirm the government will be responsible for ISP and OSP communications.

Disregard previous site plan Attachment B note. See revised Attachment B, attached with this amendment.

164.

Are bonds a new requirement? After looking through the original solicitation and amendments, we don't see that requirement.

See Amendment #3, dated 20 Dec 2015, Contractor Question #29.

Bonds are required in accordance with FAR 52.228-16 Performance and Payment Bonds -- Other than Construction (NOV 2006).

The Contractor shall furnish a performance bond (Standard Form 1418) for the protection of the Government in an amount equal to 100 percent of the original contract price and a payment bond (Standard Form 1416) in an amount equal to 100 percent of the original contract price.

The Contractor shall furnish all executed bonds, including any necessary reinsurance agreements, to the Contracting Officer, within 30 days, but in any event, before starting work.

Are you planning on allowing that State of Alabama to come to the site and perform Inspections? The building can be designed to meet all federal and state requirements, the issue is whether you will have the State of Alabama to be the approving authority. The reason for the concern is that they may have specific requirements outside of this solicitation scope that could cause you to be required to spend additional funds.

Amendment #3, dated 20 Dec 2015, Contractor Question #25 and subsequent government response “No they have no jurisdiction on RSA.” is being revised by this amendment to the following:

“Contractor is required to furnish an engineered foundation plan for each modular structure which must meet the requirements of Alabama Manufactured Housing Commission (AMHC) for modular units. The plan must also incorporate all AMHC codes related to the inclusion of ground anchoring systems and tiedown devices. This plan must be submitted for review, comment and approval from the AMHC prior to the start of installation for the modular foundation.

Regarding my request about licensing, if you don't require licensing then the foundation and installation won't be inspected by the State and you will not get a proper installation. It is very likely that the manufacturer's foundation plans will require poured footers as there are spans in the classrooms that will require structural support. ABS or plastic pads are not allowed for new buildings in the State of Alabama.

You may want to ask your technical team to contact Danny White with the State of Alabama Manufactured Housing Commission, the State agency that regulates commercial modular buildings, to discuss the requirements for foundations and installations. He will work with you to make sure that every aspect of the project is done according to code.

His number is 334-242-4036 ext. 26.

Amendment #3, dated 20 Dec 2015, Contractor Question #50 and subsequent government response “Provide what is stated in the RFQ” is being revised by this amendment to the following:

The plan must also incorporate all AMHC codes related to the inclusion of ground anchoring systems and tiedown devices. Are precast footings acceptable? SOW 1.4.2 says “CMU block footing” but the sub-bullet says pre-cast are acceptable.

Amendment #3, dated 20 Dec 2015, Contractor Question #66 and subsequent government response “Yes. CMU block placed on pre-cast footings is acceptable” is being revised by this amendment to the following:

“Contractor is required to furnish an engineered foundation plan for each modular structure which must meet the requirements of Alabama Manufactured Housing Commission (AMHC) for modular units. The plan must also incorporate all AMHC codes related to the inclusion of ground anchoring systems and tiedown devices. 1.4.2 ARCHITECTURAL DESIGN FEATURES, General Features, 24 inch by 24 inch by 8 inch thick pre-cast concrete footings are acceptable”.

• Is this a below grade footing similar to a typical concrete footer or is this an above grade pad?

• Will CMU blocks on ABS pads above grade be an acceptable alternative?

Amendment #3, dated 20 Dec 2015, Contractor Question #77 and subsequent government response “Provide what is stated in the RFQ.

See response to question 7.” is being revised by this amendment to the following:

“Contractor is required to furnish an engineered foundation plan for each modular structure which must meet the requirements of Alabama Manufactured Housing Commission (AMHC) for modular units. The plan must also incorporate all AMHC codes related to the inclusion of ground anchoring systems and tiedown devices.
