Please provide us with information on what the KEY PAD Room is and what is required for it. What is the SWE closet and what is it used for?

The keypad room will host equipment and racks to operate Hirsh keypads installed to control access on exterior and interior doors.

The SWE – Secure Work Environment – closet will host equipment and racks for top secret communications and LAN.

10. Do you want a Key pad room in every building? Yes.

11.

Page 7 of 48: Blue Administrative Module #1 and Module#2, states that they require a Conference room and Break area/kitchenette however it is not shown on the room requirements on Page 18 or 48 called "1.4.3 Module Room Requirements". They are shown on "Attachment G", If they are required, what type of equipment do you want in The break /kitchenette?, example mill work? sink?

Each kitchenette should be furnished with a 60”x30” base cabinet, w/doors and shelves and drawer; 60”x24” wall mounted cupboards, w/doors and shelves; and laminated countertop w/backsplash and sink cut-out. Task light underneath cupboards. Stainless steel sink with faucet. Government will provide refrigerator, microwave, tables, chairs. There is no millwork or cabinetry requirement for conference rooms.

12.

Page 9 of 48: Exteriors, Why are you 1 hour rating the building exteriors, with the 20 separation between the structures this is not required.

Due to the possible variation in sizes of modules and the site configuration, it is in the best interest of the Government to have the 1 hour rating.

13.

"1.4.3 Module Room Requirements". Page 18 of 48, shows that every building has LAN closet, Secure LAN closet, and a Telecommunications closet, can some or all of these rooms be combined? If not can we go from one into another? for example go into LAN then into Secure LAN. Do ALL of these rooms require dedicated HVAC systems? Example, Minisplit for each with no air from other rooms?

Each room shall be separate.

Each room shall have dedicated HVAC System.

14.

As per Com-check the insulation package will have to be increased. R-30 / R-13 and R-30.

Use R-30 for the floors.

15.

Pg. 3 of 7 states that we are to use 5/8 CDX plywood roof sheathing w/ dens deck can we use 7/16 FR( fire rated) decking instead

16. Can the bottom of the T-grid be at 7’-10” [nominal 8’-0]? Provide what is stated in the RFQ

17. Office cubicles- request four circuits to each drop. I think the mean to say a circuit for every four cubicles?

The requirement is for 4 circuits for each power drop down pole.

18.

Pg. 8 of 17: Pull strings with printed measurements and 1200# breaking strength? What does this mean? Empty conduits- provide the 2” conduit [sounds big] from AV to above the work stations is this correct? We need to know what defines a workstation so as to have quantities.

Wall box dimming control, can we change the lights in those room to LED for easier and less expensive dimming?

19.

Pg. 8 of 17: Empty Conduits How many locations are we to budget for? Are these conduits for SIPERNET? or are they for AV cables?

It appears to us that all of the stub up conduits are to have continuing conduits added from Telecom/ AV. Are the non-secure or secure conduits to be labeled on the side of the conduits? The Classrooms, seminar rooms and teaming rooms are to have wall outlets and not the drops is this correct? The question is can you quantify the number of the specialty drops that are to be surface mounted?

Provide what is stated in the RFQ.

Conduits are to be labeled on the side.

It is the Contractor’s responsibility to quantify the number of drops based on the requirements of the RFQ.

20.

22.

1. Page 8 & 9 of 48 General Features: There is conflict that arises from the use of the statement "single point of connection". This implies that the Contractor is not making final utility connection but rather just harnessing them to one location per building, We do not believe that was your intent. Can you clearly state that the Contractor has 100% responsibility to Design, Install, Permit and connect Domestic Water, Fire Water, Sewer and Electricity. Also that the contractor will be responsible to coordinate all utility work with the base utility providers.

The intent is that there is only one connection per utility to each building not multiple connections such as 2 sewer connections or 2 different water supply connections per building.

23.

Page 12 of 48 Electrical: The statement that regarding Taylor Electric that states "there is no charge for new service connection", Please clarify, We assume that this statement is relating to Impact fees. Is the contractor responsible for the cost of New poles and/or transformers?

Are there separate meters required for each building? Is the contract responsible to design and install a complete electrical service for the entire site?

Taylor Electric will connect the jumper from the existing power lines to the contractor’s site power connection at no cost. The contractor is responsible for all site electrical service to the complex.

24.

Page 14 of 48 Permits and FEES. The statement that "RSA will provide main water and sewer final connection". Where do they make these connections? At each building, (5) or is it one sewer and water connection for the entire site that RSA will provide?

One connection per utility.

25.

Are you planning on allowing that State of Alabama to come to the site and perform Inspections? The building can be designed to meet all federal and state requirements, the issue is whether you will have the State of Alabama to be the approving authority. The reason for the concern is that they may have specific requirements outside of this solicitation scope that could cause you to be required to spend additional funds.

No they have no jurisdiction on RSA.

26. What level of adherence to ICD 705-1 will the Orange SCIF Bldg require?

Secure Work Area with open storage

27.

Will furniture placement in the Orange Bldg be known for placement of conduit and other specific requirements for NIPR-SIPR Net?

Yes

28.

Will the 150 day performance window after NTP commence after design acceptance by the government?

Yes

29. Are payment and performance bonds required? Yes

30.

Attachment B (Sheet C-2) shows sewer services that were existing or were installed for the 2010 project. Is it the intent of the government that the contractor is to assume re-use those sewer services?

See markups on Attachment B

31.

(General Features – Page 9 of Solicitation) Will the government locate the existing water and sewer services?

Yes. Per DPW there is NO water site. Bidder will have to connect to water line North of site. For sewer the connection will be the man hole See markups on Attachment B, included with this amendment.

32.

(Page 11 of Solicitation) Are fire sprinklers required in each new modular building? If so, can DPW provide the location for the fire water main tap?

Fire Sprinklers are NOT required.

33.

Page 12 of the solicitation includes the electrical scope of work. The SOW says that Taylor Electric will install the new electrical services at no charge. Please define the demarcation point for contractor provided work and Taylor Electric’s service.

See response to question 23.

34.

Page 6 of 48 top paragraph states: “The actual number of modular classroom and office units will be determined through responses to this solicitation.” How are you going to do that as it is Lump sum Job bid for all 5 units.

Provide what is stated in the Bid schedule. See “Price Proposal Breakdown” attached to this amendment.

35.

Page 18 of 48: In the table for modular room requirements you show a SWE closet for the Orange module. However it is not shown on Attachment F. I do not see where it is defined. What is it?

The “server room” shown on Attachment F is the SWE closet referred to on page 18 of 48. SWE is an FBI acronym for Secure Work Environment. The SWE closet will host equipment and racks for communications and LAN.

36.

Page 24 of 48, Manuals. Are the Project Work Equipment Manuals the same as the O&M Manuals? It is not clear to me.

Yes, Project Work Equipment Manuals are the same as Operations and Maintenance (O&M) Manuals.

37.

Page 9 of 48. Last bullet before Exteriors. Remove the bullet as it relates to furniture.

See response to question 126.

38.

Page 10 of 48, top bullet and 4th bullet down. The top bullet should have the word siding removed as siding is covered under the siding bullet on the previous page. There is also possible conflict with the 4th bullet as the top bullet call for 7/16” smart panel fascia and in bullet 4 it calls for ¾’ for combustible fascia.

Top Bullet is for Fascia only.

4th Bullet is only applicable where combustible materials are required to be enclosed.

39.

2nd to last bullet under exteriors. What type of skirting are you wanting, metal, T1-11 or just anything?

Provide what is stated in RFQ.

40.

Page 13 of 48 last bullet under Permits and fees. Is this site a Priority or not?

Per ADEM this is NOT a priority site.

Regarding my request about licensing, if you don't require licensing then the foundation and installation won't be inspected by the State and you will not get a proper installation. It is very likely that the manufacturer's foundation plans will require poured footers as there are spans in the classrooms that will require structural support. ABS or plastic pads are not allowed for new buildings in the State of Alabama.

You may want to ask your technical team to contact Danny White with the State of Alabama Manufactured Housing Commission, the State agency that regulates commercial modular buildings, to discuss the requirements for foundations and installations. He will work with you to make sure that every aspect of the project is done according to code. His number is 334-242-4036 ext. 26.

Provide what is stated in the RFQ

51.

1. 1.4.2

a. Is the Government requesting below grade, poured concrete foundation pads?

b. “Contractor shall be responsible for making temporary and final connections to all site utilities as well as providing metering of all utilities”. This statement is in conflict with page 12 of 48, ELECTRICAL, which states “….Taylor Electric is the approved base contractor to install new services; there is no charge for new service connections.” Who is responsible for electrical connections to the modular buildings and providing and connecting main distribution panels for each building?

a. Provide what is stated in the RFQ.

b. See response to question 23.

Page 11 of 48 – Fire Suppression and Fire Alarm Systems Does the Government require a fire sprinkler system? Should a sprinkler system be provided as a priced option to the Government?

See response to question 32.

53.

Page 13 of 48 – Permits and Fees: How many days has the Government allocated for receipt of permits within the scope of the requested 150 day construction schedule? Since the modular building provider has no control over how long permits may take, will the construction schedule of 150 days start upon receipt of permits?

It is the bidder’s responsibility to determine this. See response to question 28

54.

Page 14 of 48: “The proposed site for the Interim Training Center is/is not a priority construction site.” Is this a priority construction site?

See response to question 40.

55.

What is the Government’s proposed payment schedule for this project? The Government will furnish payment in accordance with FAR Clause 52.212-4 “Contract Terms and Conditions–Commercial Items” (MAY 2015). The Government intends to make payment on a module by module basis following delivery to the project site and acceptance by the Government. Contractor provided price proposal must be broken down on a module by module basis (See attached “Price Proposal Breakdown” form). Upon inspection and installation the government reserves its right to withhold partial payment commensurate with the level of outstanding punchlist items as determined by the Government. Final payment will be made following completion of inspection and acceptance by the Government in accordance with 52.246-2 Inspection of Supplies – Fixed- Price (AUG 1996).

56.

Does the Government want STC rated interior doors in rooms with STC rated walls?

Yes

57. Are the modular frames to be outrigger or perimeter type? Perimeter.

58.

Does the Government have a specific number of restroom fixtures ie., toilets, urinals, sinks per building?

Provide what is required by applicable building code for this application.

We respectfully request that the Government extend the bid due date for this solicitation due to the short period of time between answers to bid questions and the current bid response date.

See Amendment #2, dated 16 December 2015, published on Fed Biz Opps. Date has been extended to 7 January 2016.

60.

Will you delay the quote due date? The short time makes it difficult to put a quality bid together.

See Amendment #2, dated 16 December 2015, published on Fed Biz Opps. Date has been extended to 7 January 2016.

61.

Page 23 of the Combined Solicitation/Synopsis says normal work hours are from 0700 to 17:30 Monday through Thursday? Can additional hours be worked?

Thursday is a typo; it should be Friday. Additional hours will be considered by the Government on a case-by-case basis.

62.

Are any permits from the City of Huntsville or Madison County required? SOW 1.3 says we must comply with authorities which have jurisdiction.

No, they have no jurisdiction on RSA.

63.

SOW 1.4.2 - ARCHITECTURAL DESIGN FEATURES - Permits and Fees says “A Construction General Permit must be obtained for work from RSA.” What is required to obtain this permit?

It is the contractor’s responsibility to find out what is required.

64.

Are fire sprinklers required? SOW 1.4.2 includes fire protection but says “if necessary.”

No see response to question 32.

65. Will power and water be metered at the site level or building level? See response to question 2.

66.

Are precast footings acceptable? SOW 1.4.2 says “CMU block footing” but the sub-bullet says pre-cast are acceptable.

Yes. CMU block placed on pre-cast footings is acceptable.

67. Can the construction site be locked after hours? No.

68. Who is the fire monitoring service through? Provide what is stated in RFQ.

69.

We respectfully request the bid due date be extended to January 8th so as to allow for enough time to address the new floorplan designs and technical specification requirements.

Under Basis for Award on page 45 of 48, the solicitation reads, “Award will be made based on the offeror(s) who can successfully meet the required technical specifications (as evidenced by responses to the attached Offeror Technical Specification Description Response Form—See Attachment J).”

Additionally in paragraph one on page 46 of 48 reads as follows, “Offers will be evaluated first for technical acceptability. Any Offer found technically unacceptable will be eliminated from competition with no further consideration. No other proposal information will be evaluated for Offerors eliminated from competition on the basis of technical unacceptability.”

Due to this high level of consideration for the Technical Specifications prior to consideration of other evaluation factors, we respectfully request an extension to the bid due date to allow for enough time to review and respond to the new requirements that may be included in this RFQ.

See Amendment #2, dated 16 December 2015, published on Fed Biz Opps. Date has been extended to 7 January 2016.

The verbiage in the RFQ remains as it is written

70.

We ask that the definition of “Recent” as it pertains to this solicitation be modified to include projects within the past (5) years?

The verbiage in the RFQ remains as it is written

71.

Confirm all utility connections back to the source are the responsibility of the contractor including to the current electrical transformer on site.

The Kane Security screens are specified as level 4, Kane is telling us they should be Level 5. They also want to know if the screens are to be operable?

Kane/Exeter Screen Level 5 is required. Screens are to be fixed and NOT operable.

73.

The RFP references the building pads to be approximately 82’x70’ each. However, the size requirements for the different classrooms differ greatly when number of occupants and SF per occupant are multiplied (ie: 50-seat traditional classroom = 1,110 SF; 50-seat computer classroom = 1,510 SF). The extra SF of these rooms will increase some of the facilities to larger footprints to meet the criteria. Is this intended, or should each bidder assume an 82’x70’ footprint per facility?

See revised Section 1.4.3, attached to this amendment, for room requirements for all modules.

74.

When looking at the Blue Module buildings, there are some discrepancies between 1.4.3 Module Room Requirements, 1.3.1 Specific Requirements and Attachments G & H. The 1.4.3 table does not show the buildings having a Conference Room, Secure Video Conference Room, Break Room, or Storage Area. There are no specific room sizes or occupant load and square footage per occupant given in any of the documents for these rooms. Please provide an approximate square footage for each room and any other information you may have for them.

See revised Section 1.4.3, attached to this amendment, for room requirements for all modules.

Modular structural metal framing shall be steel frame 12” Jr. I beam and cross members at 48 inch O.C.”

• This requirement seems arbitrary. Can the manufacturer propose different construction methods that meet the structural load requirements for the building?

79.

“Floor: Live load: 150 psf”

• This is very high floor load for classrooms and office space. Is this floor load required throughout each building?

80.

“Insulation: Floor R-19; Exterior walls, R-13; Ceiling, R-30 ; Partition walls, R-11 sound attenuating batting”

• Per 2012 IECC, some of the insulation values listed will need to be higher which will also increase the respective member size. Please confirm we are to meet the energy code requirements.

See response to question 14.

81.

“Exteriors: Siding: T1-11 grooved, manufacturer’s standard color to be selected by the Government. Siding, Fascia: Smartpanel 7/16” treated engineered textured wood siding with vertical grooves, 8” O.C.”.

• Is this exterior finish the desired look or can the manufacturer propose a more durable finish?

82.

Windows

• No windows are shown on the conceptual layouts. Can you provide any insight into what quantity you are expecting for estimating the number of windows and security screening?

Number of windows is dependent on Applicable Building code as determined by the contractor.

Exterior Wall/Roof/Floor Framing

• There is no requirement for materials or sizes for the building structure. Will either wood or metal framing be acceptable for the exterior walls, floor and roof structure?

84.

“Roof: ¼” slope with 20p.s.f. snow load, transverse, truss IBC at 24” O.C. 5/8” CDX plywood with 45 mil black EPDM/Densdeck roof material”

• UFC has Redstone Arsenal listed for a 10psf snow load. Is the 20psf snow load requirement desired or was this intended to be a live load requirement?

85.

“Aluminum gutters – gutters, gutter covers (similar to “Gutter Helmet”), downspouts and underground drainage piping out to roadway or storm drain”

• This requirement reads to extend rainwater from the buildings using underground pipes to a roadway or storm drain system.

With the building pads being used previously, this seems like an odd request. Is this requirement accurate? If so, are any such underground storm drain pipes existing from the previous buildings that were on these pads or do we need to figure adding this for each building location?

See response to question 6.

86.

“Interiors, Partition walls: 2”x4”, 5/8” vinyl coated gypsum, manufacturer’s standard colors to be selected by the Government”

• The interior partitions are to be 2”x4” wood framing. Correct?

• Are colors other than a typical white for the vinyl covered gypsum anticipated to be desired by the Government?

“Fire Suppression and Fire Alarm Systems Design, install, and test a fire suppression system (sprinklers), if required, that complies with NFPA 13, Standard for the Installation of Sprinkler Systems and is stamped by a licensed Professional Engineer in the State of Alabama”

• UFC code for permanent facilities would require a sprinkler system for buildings over 5,000 SF. If these buildings fall under “UFC 1-201-01, Non-Permanent DOD Facilities in Support of Military Operations,” they would be dictated by IBC 2012 and would not need a sprinkler system until 9,000 SF (depending on their use and construction type). The 82’x70’ footprint will be right in between these requirements. In our experience, the local authority on different bases will supersede these requirements. Has the base fire marshal or other local authority having jurisdiction dictated that a sprinkler system is or is not required for these facilities? If not, which requirement do we assume the buildings will fall under?

See response to question 32.

“Special Features – Orange Module only, Perimeter wall construction.

A layer of TVM Ultra NT radiant barrier r-foil, part # 1800 48 125s www.tvim.com) (or foil backed drywall) shall be installed on the first layer of interior wallboard and tack stapled in place, with an overlap 2- 3” on seams”

• The requirement for RF Shielding is designated by the CTTA upon completion of the initial TEMPEST Countermeasure review which is typically given once the Construction Security Plan is submitted and approved. Does RF mitigation need to be addressed in this structure? If so, is RF mitigation required for floors, ceilings, and doors as well?

• Similar to RF Shielded doors, the price and lead time are very high for RF Shielded waveguides for conduit and ductwork wall penetrations. Will these be required?

Yes

99.

“Shall be constructed using either metal studs that are 3 ⅝ inch-wide, 16 gauge metal, mounted a maximum of 16 inches on center.”

• There doesn’t appear to be an option on “either” in that statement. Is a wood framed exterior wall permitted for the Orange Module building or are metal studs required?

The third bullet under Perimeter wall construction should read:

“Shall be constructed using metal studs that are 3 5/8 inch-wide, 16 gauge metal, mounted a maximum of 16 inches on center”

100.

“Perimeter Penetrations Criteria – Utilities shall enter the Orange module at a single point”

• Please clarify. All locations appear to have existing connection points at different locations near the building footprint perimeter. Are we to consolidate to a single location for the Orange Module? What requirements are there for this single location?

The intent is that there is only one connection per utility to each building not multiple connections such as 2 sewer connections or 2 different water supply connections per building.

102.

“All vents and ducts shall be protected to meet the acoustic requirements of the Orange module (minimum of STC 45)”

• Please clarify. This requirement is usually intended for locations where ductwork goes through partitions separating secure areas from non-secure areas. Being that the entire Orange Module is a secure facility, it is assumed that this requirement would not be needed. If required, please clarify what areas or an example of where this is required.

Open-storage requires all walls, ducts, and doors to meet STC 45 rating.

“All vents and ducts that penetrate the exterior of the Orange module and exceed 96 square inches shall be protected with permanently affixed man bars or grills”

• The wall hung HVAC units are a couple hundred pounds with fasteners around the unit holding the unit in place. Previous SCIF projects have allowed exceptions to the man bar requirement for the supply and return openings on these units being that the security is seemingly redundant and the bars are potentially detrimental to air-flow. Will the man bar requirement be needed for the openings on wall mounted units or are these openings exempt from the requirement?

Ductwork 96 square inches or larger shall require man bars with inspection port on protected side.

104.

Skirting

• Will a CMU stem wall foundation with continuous footer below be required around the perimeter of the SCIF for security?

• Will 9ga mesh on the bottom of the floor/frame assembly be needed to supplement any skirting requirements?

• Will access control, CCTV or other security features be needed for the skirting or crawl space?

105.

“Interior wall construction – Wall construction is the same as perimeter walls without the requirement for mesh”

• Are all interior walls intended to have 3 layers of 5/8” gypsum and an STC-45 sound rating?

• Are all interior walls to have R-Foil or other RF shielding?

• Are all doors to comply with STC and/or RF shielding as well?
