About this file
The document is a Federal Acquisition Regulation (FAR) clause 52.236-13 on Accident Prevention, which outlines comprehensive safety requirements for federal contractors, particularly those involved in construction, dismantling, demolition, or removal of improvements. The clause mandates that contractors provide and maintain work environments and procedures that safeguard public and government personnel, property, and equipment, avoid operational interruptions, and control contract performance costs.
Key requirements include providing safety barricades, signs, and signal lights; complying with Department of Labor safety standards (29 CFR Part 1926 and 1910); and for Department of Defense contracts, adhering to the U.S. Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). The clause empowers the Contracting Officer to notify contractors of safety noncompliance and issue stop-work orders if corrective actions are not promptly taken. For contracts involving long-duration or hazardous work, contractors must submit a written plan analyzing significant hazards and meet with Contracting Officer representatives to discuss the overall safety program.
