About this file

This document is an Amendment (SF-30) and Questions & Answers (Q&A) for Request for Quotation (RFQ) 19P05025Q0016, issued by the U.S. Embassy in Lisbon, Portugal for an Adjustable-Height Man Crawler Lift. The amendment addresses four key questions from potential offerors, including clarifications on electrical power standards (European 3-phase 400V/50Hz and single-phase 230V/50Hz), potential acceptance of alternative lift models, VAT and tariff applicability, and working height specifications. The embassy encourages offerors to submit their best proposals based on the technical specifications, noting that all offers will be considered and evaluated during the technical assessment phase, with no guarantee of accepting alternative equipment models.

The solicitation indicates that quotations are due by close of business on August 5, 2025, and the government intends to award the contract to the most responsive and technically acceptable offer at the lowest price, potentially without further discussions. The procurement is for a crawler lift to be used at the U.S. Embassy in Lisbon, with specific technical requirements. Offerors are advised that the embassy is not exempt from European VAT or U.S. tariffs and should include these charges in their quotations. The amendment provides flexibility for offerors by encouraging submission of proposals that best meet the technical specifications.

QUESTIONS & ANSWERS

RFQ 19P05025Q0016

1) What power source the US Embassy in Lisbon Portugal uses. Is it 230v 50Hz or 120v

60Hz?

European standards - 3 phase – 400 V/50Hz and single face 230 V /50 Hz.

2) Would the end user consider a crawler lift with a max working height of 101 ft 8 in?

Offerors are encouraged to make their best proposals given the technical specifications supplied. All offers will be considered and evaluated during the technical evaluation phase of the procurement process

3) Would the Embassy be exempt from any European VAT and would it also be exempt from any US tariffs imposed on the European Union?

Embassy Lisbon is not exempt. Please quote with VAT and or any other additional charges

4) We have carefully reviewed both the technical specifications required in the Statement of Work (SOW) and the LEO35Tplus data sheet. Accordingly, we have prepared a comparison table which is attached to this email for your reference.

We would like to kindly request clarification on the following:

Can the LEO35Tplus be considered an acceptable equivalent model for this procurement, considering that it meets or exceeds nearly all of the technical specifications?

Offerors are encouraged to make their best proposals given the technical specifications supplied. All offers will be considered and evaluated during the technical evaluation phase of the procurement process.
