About this file
This document is a Statement of Work (SOW) for a Crawler Lift - Mobile Elevating Work Platform (ManLift) for the Facilities (FAC) team at the U.S. Embassy in Lisbon, Portugal. The SOW specifies detailed technical requirements for a new man-lift platform designed for indoor maintenance tasks, including precise height adjustments for activities like changing light bulbs and performing HVAC maintenance.
The technical specifications mandate a crawler lift with a working height of ≥32m, platform capacity of ≥230kg, 360° swing capability, and specific dimensional constraints to fit building elevators. Key requirements include a full electric or hybrid power system, high-profile non-mark rubber tracks, automatic leveling outriggers, and safety features such as 42" guard rails, toe boards, and lanyard attachment points. The vendor must provide a 12-month warranty, on-site training for approximately 10 students, and deliver the equipment within 90 business days of contract award. Pricing will be specified in a separate price table, with payment via electronic transfer within 30 days of invoice receipt.

M. SAM REGISTRATION
A) Background To be eligible for an award, all prospective offerors shall have a commercial and government entity (cage)/north Atlantic treaty organization (NATO) = (NCAGE) code; and register to system for award management (SAM) for their unique entity id. Refer to FAR 4.605(b) for further guidance.
Vendors have had trouble registering in SAM. One of the most common issues is inaccurate address validation. One of the first steps SAM.gov does to verify the vendors legal information is comparing their NCAGE address, and their address registered in SAM for their unique entity id. Many times, these addresses are not the same, even the smallest details can cause SAM.gov to not process the registration if the addresses do not exactly match up.
Note: it is very important that each company/entity register with their fiscal company name and address in NCAGE as well as in SAM (unique entity id) and without misspelling/typos. The information shall match and be the same on all registrations, if not, the process will take a minimum of four months.
NATO commercial and government entity (NCAGE) code: foreign entities shall obtain an NCAGE code for each to register in SAM before starting the registration process. Make sure the name and address information provided to obtain the NCAGE code matches that of your created SAM account. Allow up to three (3) business days to receive the NCAGE code.
B) SYSTEM FOR AWARD MANAGEMENT (SAM)
Offerors must register the entity in SAM at – https://SAM.gov/content/entity-registration.
Please allow plenty of time before the contract application deadline. Allow up to 10 business days after submission before registration is active in SAM.
Please enter to https://SAM.gov/content/entity-registration for further guidance.
