About this file
This document is a Vendor Questions and Answers document from the Federal Aviation Administration (FAA) related to a market survey for VOR (VHF Omnidirectional Range) system replacements. Key details include: the FAA plans to replace more than 600 VORs, with replacement percentages dependent on vendor manufacturing capabilities and FAA resources. The FAA will retain authority over acquisition methods, installation, and maintenance services. The procurement will be subject to the Buy American Act, specifically the FAA Buy American Preference clause found at AMS 3.6.4-5, though the specific methodology for auditing Buy American requirements is still being determined. The document clarifies that when vendors are asked about operational system deployments, this only applies to the specific model being presented to the government.

Vendor Questions and FAA Responses
Q: In Section 8.f asks “the number of operational systems that are currently deployed. As applicable, please provide quantities each for USA deployments and foreign deployments.” Can the Government confirm this applies only to the model being presented to the Government?
A: Correct.
Q: Does the FAA anticipate the system integrator being the ultimate decision authority on the acquisition method, installer and maintainer of the systems?
A: The anticipation is that the FAA will be the authority on the acquisition method, installation, and maintenance services.
Q: Please provide the aggregated figures of VOR installed based in the NAS and an estimate (range) of the percentage of VOR to be replaced per year. Please comment on potential consolidation of figures as part of VOR rationalization.
A: More than 600 VORs will need replacement; the percentage will depend upon several factors, e.g., the Vendor’s manufacturing capability, and FAA resources.
Q: We understand this procurement will be subject to Buy America. Please confirm or provide reasons why it will not be.
A: Any future procurement that comes out of this Market Survey will be subject to the Buy American Act, specifically the FAA Buy American Preference clause found at AMS 3.6.4-5.
Q: Please confirm and provide the methodology the FAA plans to audit the Buy America throughout the program.
A: How the FAA plans to audit Buy American requirements throughout the program is still being determined.
