About this file
This is a Market Survey Announcement from the Federal Aviation Administration (FAA) seeking information on Very High Frequency (VHF) Omnidirectional Radio Range (VOR) Systems. The FAA aims to modernize legacy VOR Systems due to obsolescence and parts availability issues, and recently approved a new performance specification. They are requesting input from vendors offering Conventional (CVOR) and Doppler (DVOR) Systems, focusing on how products compare to the FAA-E-37012 specification and their interoperability with existing FAA systems like Tactical Air Navigation (TACAN) and Distance Measuring Equipment (DME).
Interested companies must electronically submit responses by November 17, 2025, at 5:00 p.m. ET to Richard.J.Simons@faa.gov. The survey requires detailed information including a requirements matrix, unmet requirement risks, system specifications, rough order of magnitude (ROM) costs, installation costs, current deployments, component manufacturing locations, annual production capabilities, ancillary components, system safety details, installation site compatibility, and power requirements. The FAA will use these responses for market research and to potentially develop future procurement strategies, with possible set-asides for Socially and Economically Disadvantaged Businesses, Service-Disabled Veteran Owned Small Businesses, or Small Businesses.

Market Survey Announcement For Very High Frequency (VHF) Omnidirectional Radio Range (VOR)
Systems/Amendment 1
1. Introduction The Federal Aviation Administration (FAA) is conducting this Market Survey in accordance with the FAA Acquisition Management System (AMS) Section 3.2.1.2.1. The FAA is interested in gathering information regarding available Very High Frequency (VHF) Omnidirectional Radio Range (VOR) Systems to validate the FAA acquisition strategy for future procurements.
2. Purpose The FAA would like to gather input from industry regarding the information provided in Section 4 below.
Interested entities should respond with information to confirm evidence of qualifications and capabilities.
3. Background The FAA is interested in modernizing legacy VOR Systems to address sustainment issues due to obsolescence and parts availability. The FAA recently approved a new performance specification for VOR Systems. This specification was posted to https://sam.gov on August 7, 2025, under FAA DVT Sustainment Program Contract Opportunity, Update #19.
4. Description of the Scope
The FAA requests input from vendors that currently offer fully developed Conventional (CVOR) and Doppler (DVOR) Systems. The responses should address how the products compare to the FAA-E- 37012, VOR System performance specification, dated June 24, 2025. The responses should also address the interoperability of the VOR Systems with existing collocated FAA systems, such as, the Tactical Air Navigation (TACAN) Antenna/Distance Measuring Equipment (DME) FA-9996 (Second Gen TACAN/DME), the DME FA-10391 (Third Gen DME), the DME FA-30600 (Indra single transmitter DME), the DME FA-30601 (Indra dual transmitter DME), and others.
The scope will also include the potential replacement or modifications required of the functionality and physical connections of the new VOR to the Facility Central Processing Unit (FCPU), Remote Status Control Equipment (RSCE), and connection to the Remote Monitoring and Logging System (RMLS).
The response will include any ancillary parts. Ancillary parts are, for example, counterpoises, transmit antennas, and monitor antennas that are needed for the VOR to function.
5. Nature of Competition This survey will support market research obtained from multiple sources and will be used for planning purposes only. The acquisition strategy for the procurement has not been determined at this time. The FAA intends to review all responses submitted to establish the acquisition strategy. Responses to this market survey will be used to develop the Source List if a Screening Information Request (SIR) for this requirement is issued. Responses may also be used to determine if there is adequate competition to set the requirement aside for Socially and Economically Disadvantaged Businesses (SEDB)/Service- Disabled Veteran Owned Small Business (SDVOSB) concerns, Small Business concerns, unrestricted competition, and/or justification of a single source.
6. Standard Language
a. This announcement is not a SIR or Request for Proposals of any kind.
b. The FAA is neither seeking nor accepting unsolicited proposals.
c. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey.
d. Any cost associated with the market survey submittal is solely at the interested vendor’s expense.
