Sheet1
| Comment # | Document | Page | Line | Comment | GOVERNMENT REPONSE |
| 1 | Basic SOW Supplemental Requirements (Basic, TO1, TO2, TO3 | Can the Government please clarify the expected format of this Phase-In Plan to be submitted with our proposal. Please clarify if this is intended to be included within the Tech Volume (to address SOW requirements) or in the Cost Volume? Please clarify any page limitation (recommend 25 pages). Recommend an additional 25 pages to Tech Vol (150 total). Please clarify the Evaluation subfactor (recommend Subfactor 6) and its weighting (recommend less important than Subfactor 4 and more important than subfactor 5). | Submission of a Phase-In plan has been added to Volume I - Executive Summary | ||
| 2 | L 3.2 Cross-Reference Matrix | Would the Government approve the offer providing a Cross Reference Matrix within the Tech Volume II, that is not part of the page count. This would be a subset of the matrix in the Exec Summary, but this matrix would make it easier for the evaluator to navigate within Volume II, instead of navigating between documents. | Cross Reference submission has moved from Volume I - Executive Summary to Volume II - Technical Volume | ||
| 3 | Exhibit A CDRLS | Block 4 AUTHORITY | Add (Tailored) to the DID references that are tailored in Block 16. | Will incorporate into final award document | |
| 4 | TO0002 SOW 3.2.2 | 6 | Conceptual design drawings are not CDRL A027. This should be A022. | Error corrected | |
| 5 | Section L | 15, 17 and 42 | Are paper/hard copies of the proposal required or just electronic copies via DOD Safe? Paragraph 2.3 on page 15 indicates only an electronic delivery while Paragraph 4.2 on page 17 mentions an original plus 2 copies and 5 CDs/DVDs and Paragraph 5.4.12 on page 42 also mentions a paper copy. | Updated to remove all references of proposal submission other than DoD SAFE. DoD SAFE will be the only acceptable means of proposal submission. | |
| 6 | Section L, Budget Estimates by Fiscal Year table | 9 | Can the Government please clarify why the estimates by fiscal year do not add up to the total estimate? FY23-FY29 estimates add up to $147.5 yet the table indicates a total budget of $176M. | Table has been updated to reflect the total requirement amount. | |
| 7 | Section L, Paragraph 4.8 | 20 | Is the 5 page limit on resumes meant to be inclusive of all resumes? Or is the limit per resume or per key personnel position? | 5 page limit is per resume | |
| 8 | Section L, Paragraph 4.8 | 20 | Will the Government permit the use of tables to address key personnel. Tables will be used sparingly. | Key Personnel Table submission requirement has been added | |
| 9 | Section L, Paragraph 5.2 (iii) A, 2 | 27 | Can the Government please indicate how they would like to receive Subcontractor proposals when the subcontractors submit abbreviated proposals to the Prime? Should they submit electronically via DoD SAFE, or are hard copies and DVDs required? | Subcontractor proposals should be submitted within the cost volume of the Prime Offeror proposal. However, if a subcontractor elects to submit an abbreviated proposal to the Offeror, it is the Offeror's responsibility to see that the subcontractor simultaneously submits a complete detailed proposal directly to the Contracting Officer using the proposal submission instructions provided in paragraph 2.3. | |
| 10 | Sec M, 2.4.4 | 8 | last line on page | 2.4.4 ends with "Total", and appears part of the sentence is cut off | Sentence should read as follows: The overall assessment of price reasonableness and cost realism will be at the Total Evaluated Price (TEP) Calculation. |
| 11 | Sec M, 2.4.4 | 8 | TEP table 2E does not indicate if TO3 20x unit multiplier should be included; if it is to be included, recommend adding note to TEP table that TO3 costs/price should include the multiplier | The TEP must be consistent with Section L paragraph 5.4.1 Task Order Pricing Instructions. | |
| 12 | Sec L, 5.4.1 | 34 | 10 | There is a "TBD" attachment referenced for an example MSTD; please state the attachment number and include attachment to TO3, if not already included | Attachment added |
| 13 | Sec L, 5.4.1 | 34 | Middle of page, CLIN Table | CLIN 0005 is used for Performance Bonus on TO3, and used as ODC for TO1 and TO2; please confirm that is Government intent | The Basic model solicitation contains all the possible CLIN types, however the CLIN numbers will vary by Task Order depending on which CLIN types are applicable to that particular Task Order. |
| 14 | Sec L, 5.4.1 | 34 | 11 | States "ceiling will be realigned from CLIN 0002 to establish project specific CLINS based on the completed MSTD Form"; is realignment exclusively from CLIN 0002 RDT&E Labor), or is there also potentially realignment from other Labor or ODC CLINS? | For TO 03 only, CLIN 0002 is used as a "Reservoir" (or bank CLIN). The ceiling is based on the pricing of the Mod B-MST * 20 units. For example: If the Mod B-MST is prices at $1M then the CLIN 0002 value will be $20M. |
When a new project arises ceiling will be realigned from CLIN 0002 to establish the CLIN(s) required to support that project. For example, there is a new Project X that will require $50k in R&D labor, $50k in O&M labor, and $25k in R&D ODCs (the project details and supporting estimated cost of the project will be documented in the MSTD). When Project X is added to Task Order 0003, the MSTD will be attached in Section J and $125k will be realigned from CLIN 0002 to establish CLINS for Project X. For this example we will use the next available CLIN numbers: CLIN 0006 - $75 in R&D (3600) & CLIN 0007 - $50k in O&M (3400)
| 15 | Sec L, 5.4.1 | 34 | 6th from bottom of page | States "Provide a cost summary by major cost elements by Offeror FY 23-29…" please clarify it is needed through OFY29, given that the TEP, cost tables, etc for TOs are only estimated through 2026 | Fiscal Years should be based on the performance period identified for each Task Order. |
| 16 | Sec L, 5.4.4 | 37 | Para starts "For task orders without baselined ODC…" Isn't TO3 the only TO without baselined ODCs? If so, recommend clarifying by stating the para applies to TO3 | A reference to Task Order 0003 has been added for clarity | |
| 17 | Sec M, 2.4.1 | 8 | first line | States "The Offeror's Cost/Price proposals will be evaluated by individual Task Order, less baselined costs…." This implies the baselined costs provided for ODCs on TO1 and TO2 are not included in TEP. Please clarify if TEP includes the Government-provided baseline costs for TO1 and TO2 ODCs | Exclusion of baselined ODC from TEP has been removed to avoid confusion. TEP shall be the SUM of all CLINS applicable to the Task Order. |
| 18 | Sec L, 5.4.1, 5.4.4 | 33, 39 | 5.4.4 | What TEP CLIN is used to capture estimated materials costs for TO3 Scenario 1? | For TO 03 only, CLIN 0002 - "Reservoir" (or bank CLIN) ceiling is based on the pricing of the Mod B-MST * 20 units. Pricing should include all required costs (labor, materials, ODC, etc…) necessary to support the Mod B-MST scenario. |
| 19 | Sec L, 5.4.1 | 33 | Please clarify how Projects B-MST are incorporated into cost volume; it is clear Projects B-MST is not priced, but not clear how it is to be bid and shown in cost volume tables, if at all | For TO 03 only, the Project B-MST is not incorporated into the TO-03 pricing. The Project B-MST will be used for contract administration purposes only. When a new "Project" is added that is a customer project (not a modernization project), the MSTD will only need to address how and why the costs are different that the Project B-MST. (NOTE: This process is to be used as a substitute to issuing an add-work proposal request each time a new customer project and/or modernization project needs to be added to the task order) | |
| 20 | Sec M, 2.3.3.1 | 7 | Please confirm that the 32% Small Business allocation goal includes the sum of all categories of Small Business (SB, SDB, etc.) and general Small Business that is not in these special categories. | The 32% of total subcontracting dollars for Small Business is a sum of all small business and is not specific to any small business category. | |

| 23 | FA9451-22-R-1000 | 20 | 4.8 | Will the Government please clarify that proposed Key Personnel Letters of Intent are only required for contingent hires of the Offeror (Prime) or the Subcontractor, and current employees of either do not require an LOI with Offeror (Prime) submission? | Letters of Intent are only required for contingent hires. | |
| 24 | FA9451-22-R-1000 | N/A | N/A | Will the Government please provide RFP documents with correct section numbering in Sections L, M and the SOWs to ensure proper evaluation tracking? | If there are errors in the section numbering please provide the specific error so the Government may address. | |

| 25 | FA9451-22-R-1000 | 33 | 5.4.1 | Will the Government please explain how to price Phase-In for Task Order 0003, since the price for TO 0003 is based on the Unit Price build-up for the Mod B-MST multiplied by 20? | Phase-In period should be priced on the effort required to establish the entire Task Order SOW. This is the case for each of the task orders (not just TO 0003) | |
| 26 | FA9451-22-R-1000 | 31, 32 | 5.4.1 | Will the Government please clarify how the Performance Bonus CLINS should be priced, given that they are not part of the Total Evaluated Price? | The Performance Bonus CLINS should not be priced with proposal submission. The available performance bonus amount will be negotiated prior to award and shall not be included in the Total Evaluated Price (TEP). | |
| 27 | FA9451-22-R-1000 | 25-43 | Entire Volume III Instructions | Will the Government please confirm that the Section L Instructions of FA9451-22-R-1000 should supersede any Instructions in the Task Order RFPs (FA9451-22-F-1001, FA9451-22-F-1002, FA9451-22-F-1003)? | If there is conflicting information between Section L instructions and the attached Task Orders please make the Government aware so it can be de-conflicted | |

| 42 | Bidder’s Library Section 27 | Within the Excel file for RASTER HAZMAT MASTER INVENTORY, several cells for MSDS/SDS are left blank. Was it the Government’s intention to leave these cells blank, or is there missing information to be provided by the Government? | If there is no applicable information then the cells were left blank. However, there may be some cells that are blank in error. If you have an inquiry on a specific, cell please submit your inquiry. Most of the items are standard materials and SDS are publically available with an internet search. |
| 43 | Bidder’s Library | Within the Bidder’s Library, Sections 22 through 24 are found within the library. Was it the Government’s intent not to provide Sections 22 through 24? Please confirm. | Those sections (along with 28) were purposefully removed. This is not an error |
| 44 | Performance Bonus Achievements – TO1 / TO3, Attachment 2 | The contractor must ensure cost increases > 5% do not occur, or no performance incentive is received. Presuming an offeror has breached the 5% threshold, there appears to be no incentive to achieve any other performance goal. We recommend the Government review this requirement and suggest a scale that would incentivize offerors to achieve all incentive factors simultaneously. As currently written there is no incentive for offerors to excel in either technical or management if cost is pass/fail. | The Government would like to ensure that costs are not sacrificed in an effort to achieve technical or management goals. Finalization of the Performance Bonus achievements will be negotiated prior to award. |
| 45 | Bidder Library | Since offeror’s were required to request the Bidder’s Library upon RFP release many did not receive CDs until 2 weeks after final RFP release making it difficult to prepare a viable solution to the Government’s RFP requirements as a result. Request the Government extend the proposal to a minimum of 3 weeks to allow all Offeror’s the time to review all documents within the Bidders Library and provide sufficient time for the Government to review and answer questions. | Proposal deadline has been extended. Please check for the updated proposal due date in the solicitation. |
| 46 | Could the Government provide a detailed listing of all costs included in the baselined amount? | Baselined Other Direct Costs (ODCs) in support of labor CLINs to include: travel, training, maintenance, supplies, hardware, materials, facilities, equipment, non-labor subcontract costs, and other non-labor related costs. |
This level of detail cannot be provided as the costs can vary by greatly
| 47 | Section L Volume Organization (iii)(D) Page 131 of 187 | RFP states in Cost Volume organization the requirement of providing a brief narrative explaining the necessity and purpose of each proposed resource. Interpretation of this requirement is to provide the Government an exhaustive listing by labor category and based on the sample task order requirements this could entail a list of a hundred plus individual incumbent and/or new hire individuals. Recommend this requirement be at the Offeror’s team level showing why each teammate/subcontractor was selected and proposed at the top level of the Offeror’s cost proposal. | Narrative is acceptable at the team level as long as the narrative includes a discussion of skill mix. |
| 48 | Section L, p.113, Section 2.1.1 | Per the RFP questions will be accepted up to 31 May 2022. As the Government receives questions throughout the proposal prior to 31 May 2022 we recommend the Government incrementally provide answers to all bidders on a timely basis. | Government plans to address and post Q&A as quickly as possible. This may result in several updates to the RFP and subsequent Q&As. Offerors will need to be diligent about keep abreast of all changes and updates. |
49 Section L, p.113, Section 2.1.1 Does the Government intend to publish answers to questions submitted by all bidders regardless of whether questions were answered by the incorporation of changes within the Final RFP and/or subsequent Amendments to the solicitation? The Government intents to publish all questions and answers even when incorporated in the RFP or attachments as a means to assist Offerors with tracking updates/changes.
| 50 | The performance incentive has no further penalties once a contractor has breached the 5% threshold. In that case a 50% overrun is the same as a 5% overrun. What method will the Government use to ensure sufficient cost realism from all bidders? | Price/cost reasonableness and realism determinations shall be made for all proposals. Additionally, awarded contract and task orders may be subject to contractor performance evaluations through the Contractor Performance Assessment Reporting System (CPARS). | |
| 51 | Section L, p. 136, Modernization & Upgrade Scenario, B-MST Example | Can the Government define rapid? Ambiguity exists over the meaning of “rapid” in the context of the Modernization B-MST Example. | Rapid is defined as 10 minutes or less |
| Can the Government provide any clarifying information on the magnitude of the focus changes and the timescale over which the changes occur? Is this in magnitude of milliseconds, seconds, minutes, hours? | The magnitude is in terms as minutes. Focus changes are significant enough to impact the quality of imagery. | ||
| 52 | TO1, p.55 , TO3, p.51, Attachment 2, B. | Performance Bonus achievements: when measuring contractor performance against achievement goals, consideration should be given to performance factors beyond the contractor’s control. Examples include weather, Government funding delays, unplanned schedule changes by external site users, etc. | Clause has been updated to consider other delays outside of the contractors control. |
| Will the Government take into consideration factors such as the above examples that are beyond the contractor’s control when evaluating contractor’s performance? | Clause has been updated to consider other delays outside of the contractors control. | ||
| 53 | Section L 5.4.14, Total Evaluated Price (TEP) Page 43 of 50 (RFP Page 146 of 187) | Section L 5.4.14 TEP table represents the total price that the Government will evaluate for each CLIN by Task Order which is inclusive of the Phase-In CLIN 0001. Given there is an incumbent where a “phase in” period may not apply upon award of the ASTRO effort recommend removal of the Phase-In CLIN 0001 within the Total Evaluated Price evaluation. | TEP has been revised to remove Phase-In CLINS. |
| 54 | Section L 5.4.14, Total Evaluated Price (TEP) Page 43 of 50 (RFP Page 146 of 187) | Section L 5.4.14 TEP table represents the total price that the Government will evaluate for each CLIN by Task Order which is inclusive of the Phase-In CLIN 0001. Given there is an incumbent where a “phase in” period may not apply upon award of the ASTRO effort, we recommend the Government provide all bidders a plug dollar figure of the Phase-In CLIN 0001 to be included within the Total Evaluated Price evaluation. | Phase-In must be priced for contract execution but has been removed from TEP. |
| 55 | Section L 5.4.14, Total Evaluated Price (TEP) Page 43 of 50 (RFP Page 146 of 187) | Section L 5.4.14 TEP table represents the total price that the Government will evaluate for each CLIN by Task Order which is inclusive of the Phase-In CLIN 0001. However, there is no requirement to price Phase Out CLIN 0013. Please clarify if a Phase Out is applicable to be priced. | These Task Orders are currently not structure to run to completion of the Basic contract period of performance and therefore Phase-out is not being priced |
| 56 | Section L 5.4.14, Total Evaluated Price (TEP) Page 43 of 50 (RFP Page 146 of 187) | Is Phase Out CLIN 0013 applicable to each Task Order, or only applicable to the overall contract? Please clarify. | The Basic contract includes terms and conditions for Phase-out as future Task Orders are anticipated to be active at the end of the period of performance of the Basic contract |
| 57 | Section L 5.4.14, Total Evaluated Price (TEP) Page 43 of 50 (RFP Page 146 of 187) | Section L 5.4.14 TEP table represents the total price that the Government will evaluate for each CLIN by Task Order which is inclusive of the Phase-In CLIN 0001. However, there is no requirement to price Phase Out CLIN 0013. Recommend providing all bidders with a plug dollar figure for both Phase In and Phase Out to be included within the Total Evaluated Price (TEP). | TEP has been revised to remove Phase-In CLINS. |
Phase-out is not applicable to the initial Task Orders but may be applicable to future task orders
| 58 | Section L 5.4.2 Cost Summary by Cost Elements (For Each Task Order) Page 140 of 187 | RFP States Offeror’s to provide a summary by cost element and fee for each CLIN using the format in sample tables 5.4.2. The Summary must include (2) Labor Summary for each CLIN and SubCLIN by categories, rates, and hours. However, Section B CLIN structure and task order instructions do not have SubCLINs. Please remove or clarify if there will be SubCLINs. | Recommend we remove references to SubCLINS |
| 59 | Section L Task Order Pricing Instructions, Pages 30-34 of 50 (RFP Pages 133 – 137 0f 187) | Task Orders show CLINs 0008 -0012 Performance Bonus, however Section B of the RFP CLIN 0009 is Project Reservoir and CLINs 0010 – 0012 are Deliverable CLINs, not separately priced. Please clarify whether Offerors are to include a populated Section B within the cost proposal submission. A potential non-compliance for offerors could exist if not revised. | CLIN shall be priced at the Task Order level. No CLINs shall be priced within Section B of the Basic RFP. |
| 60 | Section L Task Order Pricing Instructions, Pages 30-34 of 50 (RFP Pages 133 – 137 0f 187) | The RFP states the Performance Bonus will be executed IAW clause PRS-B001, Performance Bonus Structure Clause, and attachment TBD, Performance Bonus Achievements. Could the Government please provide the attachment TBD? | Missing attachment added |
61 Section L 5.4.2 Cost Summary by Cost Elements (for each Task Order) #13 Forecast of monthly and cumulative dollar commitments for the proposed contract period. RFP Page 141 of 187 Section L 5.4.2 is the only location within the RFP that addresses the requirement for the pricing to be forecasted monthly and cumulative, all other references are for annual totals. Request the Government please remove the requirement for monthly forecasting as TO1 and TO2 are sample TOs not executable at contract award. Monthly requirement removed. Requirement is not for annual and cumulative.
62 Section L 5.4.2 Cost Summary by Cost Elements (for each Task Order) #13 Forecast of monthly and cumulative dollar commitments for the proposed contract period. RFP Page 141 of 187 Section L 5.4.2 is the only location within the RFP that addresses the requirement for the pricing to be forecasted monthly and cumulative, all other references are for annual totals. Does the Government intend to provide all bidders with a pricing template to accommodate the monthly forecasting requirement? Monthly requirement removed. Requirement is not for annual and cumulative.
63 Section L 5.3 Estimating Methodology (Include in Section 2), Page 29 of 50 (RFP Pages 132 of 187) Within the Cost Volume Organization Section 5.3 Estimating Methodology (Include in Section 2) for each task order the RFP requires description for Estimating System, Purchasing System, Accounting System(s). Given the business systems are overarching for the bid and not Task Order specific, recommend Cost Volume organization have the business system descriptions to be included in the main section of the Volume III – Cost/Price narrative within (iii) Additional pages containing (G) Estimating Methodology and sub sections and remove the language requiring it within each Task Order Cost Narratives. Summary descriptions of estimating, purchasing, and accounting systems; and changes to estimating, accounting practices, or Cost Accounting Standards (CAS) Disclosure Statement has been moved to Section L 5.2(ii)(G)
64 Section L Task Order Pricing Instructions, Pages 30-34 of 50 (RFP Pages 133 – 137 0f 187) Task Orders show CLINs 0008 -0012 Performance Bonus. In the Contract Documentation Volume IV, the RFP states for Offerors to populate Section B. However, Section B of the RFP CLIN 0009 is Project Reservoir and CLINs 0010 – 0012 are Deliverable CLINs. A potential non-compliance for offerors could exist if not revised. Pricing shall be completed according to the Section B of each Task Order
65 Section L Task Order Pricing Instructions, Pages 30-34 of 50 (RFP Pages 133 – 137 0f 187) Task Order 0003 shows CLINs 0003 -0005 Performance Bonus. In the Contract Documentation Volume IV, the RFP states for Offerors to populate Section B. However, Section B of the RFP CLIN 0003 and 0004 as labor CLINs and CLINs 0005 is an ODC CLIN and the Performance Bonus CLIN is 0008. A potential non-compliance for offerors could exist if not revised. Pricing shall be completed according to the Section B of each Task Order
| 66 | Section L Task Order Pricing Instructions, Pages 30-34 of 50 (RFP Pages 133 – 137 0f 187) | Task Order 0003 shows CLIN 0002 Project Reservoir. In the Contract Documentation Volume IV, the RFP states for Offerors to populate Section B. However, Section B of the RFP CLIN 0002 is Labor – RDT&E. Within Section L CLIN 0009 is the Project Reservoir for Task Order 0003. A potential non-compliance for offerors could exist if not revised. | Pricing shall be completed according to the Section B of each Task Order |
| 67 | Section L Task Order Pricing Instructions, Pages 30-34 of 50 (RFP Pages 133 – 137 of 187) | Task Order 0003 shows CLIN 0002 “Project Reservoir is in support of the effort required to deliver one unit of a Modernization Basic Mission Support Tasker (Mod B-MST). Section B Project Reservoir states the Projects B-MST is for baseline reference of future project Mission Support Tasker Details (MSTDs) during contract execution only and is not to be incorporated into the proposed price.” Could the Government clarify that the Offeror’s are to only provide a price of 1 unit or 1 unit x 20 within the Project Reservoir CLIN? | The price should be 1 unit * 20 |
68 Section L 5.2 Volume Organization (iii) (B) Costs/Price, RFP page 130 of 187 RFP states “In table format, distinguishing labor, travel, and other costs, the table shall include the estimated cost and fixed fee per CLIN, the total estimated cost per year, and the grand total including all CLINs.” However, throughout the individual task order instructions the CLINs noted for Offeror’s to price CLINs that do not coincide with Section B. Could the Government clarify the appropriate CLINs by element within Section B for Offerors to price by Task Order? A potential non-compliance for offerors could exist if not revised. Offerors need to refer to Section B of each Task Order for CLIN applicable to that Task Order.
| 69 | Section B, RFP Page 5 & 6 of 187 | Within Section B CLIN 0008 Performance Bonus has a heading of Project Reservoir – CPFF and CLIN 0009 Project Reservoir has a heading of Performance Bonus. Should the heading/titles for each CLIN be reversed within Section B? | Corrected |

We recommend the Total Compensation Plan at the Prime level only. | Section L, 5.4.13 (page 145/187) included the following details: "Note: As per FAR 22.1103, compensation plans shall be provided for prime and associate organizations when their contract or subcontract is expected to exceed $750k and the services to be provided will require a meaningful number of professional employees" |
71 Section L 5.2 Volume Organization, (iii) Additional Pages Containing: (F) Total Compensation Plan, Page 131 of 187 and Section 5.4.13 Professional Employee Compensation Plan, page 145 of 187 Reference to the Total Compensation Plan within Section L is included within the Cost Volume III instructions, however, within the description of the requirement the RFP states the TCP is to be included in the Volume IV – Contract Documentation Volume. Please clarify and confirm the placement within the Offeror’s proposal submission is indeed to be within the Contract Documentation Volume IV and not the Cost Volume III. Section L, 5.4.13 states the following: "The professional employee compensation plan required by FAR 52.222-46 shall be submitted as a part of Volume IV".
| 72 | Section B, 2 – 8 of 187 | If the Government requires Section B to be included within Offeror’s Contract Documentation Volume IV, recommend the requirement to be at the Prime level only. | Pricing of Section B should be completed at the Task Order level. Requirements for subcontractor cost proposals are fully explained within Section L Volume III |
| 73 | Final RFP has FAR Clause 252.243-7002 Requests for Equitable Adjustment (Dec 2012). Could the Government clarify whether the ASTRO RFP incorporates Service Contract Act/Wage Determination type labor? | The clause will remain per the clause prescription however the applicability is dependent on the Offeror labor categories | |
| 74 | Section L 5.4.13 Professional Employee Compensation Plan (TCP) Page 145 of 187 | Section L 5.4.13 Professional Employee Compensation Plan states shall be submitted as a part of Volume IV – Contract Documentation Volume, which does not state the same requirement within Volume IV. Please confirm where offerors should provide the Professional Employee Compensation Plan. | Total Compensation Plan submission has been added to Volume IV |
| 75 | Section L 5.4.13 Professional Employee Compensation Plan (TCP) Page 145 of 187 | Section L 5.4.13 Professional Employee Compensation Plan states compensation plan shall be submitted as a part of Volume IV – Contract Documentation Volume. Section L 5.4.13 is shown in Section 2 5.4 Other Information of each task order narrative with a threshold of $750k or greater. Is it the intent of the Government to have Offerors to provide individual Total Compensation Plans for each individual task order. Please clarify the requirement. We recommend a Total Compensation Plan at the contract level only. | Only one Total Compensation Plan need to be submitted as part of Volume IV. The submitted compensation plan must capture all the professional employee categories used in the pricing of each Task Order. |
| 76 | Section L 5.4.2 Cost Summary by Cost Elements (for each task order) Page 137 of 187 #16 | Item #16 of Section L 5.4.2 references “if proposal exceeds $750k, include information requested in Section L paragraph 4.9 which will be used for Section M evaluation of the small business participation” However, Section L paragraph 4.9 does not exist. | 77 | Section L 5.4.2 Cost Summary by Cost Elements (for each task order) Page 137 of 187 #16 | Item #16 of Section L 5.4.2 references “if proposal exceeds $750k, include information requested in Section L paragraph 4.9 which will be used for Section M evaluation of the small business participation” Assuming the reference should be Section L paragraph 4.8 Subfactor 5 – Small Business Participation. The $750k threshold language is within each sample task order requirements which indicates individual small business plan per task order. Given small business plans are at the overall contract level, recommend clarifying the small business plan requirement is to be at the overall proposal/contract level. | The Small Business Plan requirement (and Small Business Subcontracting plan) are only applicable at the Basic contract level. However, if the pricing of an individual Task Order proposal exceeds $750K, the task order shall be incorporated into the information requested in Section L paragraph 4.9 which will be used for Section M evaluation of the small business participation. |

Can the Government please clarify. Do all of these terms refer to the same effort? | Basic-Mission Support Taskers (B-MST) will be used during the contract execution of TO 0003. There are two types of B-MSTs that will be used: Modernization B-MST (Mod B-MST) and a Special Project B-MST (Project B-MST). The B-MSTs are based on the Cost Proposal and Basis of Estimate (BOE) response to the modernization example scenario (Section L paragraph 5.4.1) and the special project example (Section L paragraph 6.17 ). |
Both the Mod B-MST and Project B-MST will be incorporated into contact award (Section J) and will be used as a baseline to support variation in cost of new projects added during contract execution. As new projects arise the contractor will use the appropriate B-MST as a baseline to complete the specific project MSTDs. An example MSTD is provided as an attachment to Task Order 0003.

84 Section L 5.4.1 Task Order Instructions page 136 of 187 Section L 5.4.1 Task Order Instructions page 136 of 187 states the cost proposal and BOE will represent the effort required to deliver one unit of a modernization Basic Mission Support Tasker (Mod B-MST) or a Project B-MST. However, the Section L instructions states "the value of CLIN 0002 (should be CLIN 0009) is based on the Mod B-MST only." Please clarify where the Project B-MST values/cost should be included within Offeror's cost volume. To avoid confusion regarding pricing of Task Order 0003, the BOE for the Project-MST has been moved to Volume IV.
The value of Task Order 0003 CLIN 0002 is based on the Mod B-MST only 85 Section L 5.4.1 Task Order Instructions page 136 of 187 Task Order 0003 instructions state “Projects B-MST is for baseline reference of future project Mission Support Tasker Details (MSTDs) during contract execution only and is not to be incorporated into the proposed price.” However, there is a statement within the RFP where no cost/price is to be included in any other volume within the proposal except Volume III Cost/Price. Recommend the Government provide clarification on how Offerors distinguish the two projects within the Cost Volume by CLIN within the BOE and BOM. To avoid confusion regarding pricing of Task Order 0003, the BOE for the Project-MST has been moved to Volume IV.
The Project B-MST is for use during contract execution only. It is not used in the pricing of Task order 0003 86 Section L 5.4.1 Task Order Instructions pages 134 and 137 of 187 Please confirm that there is no Performance Incentive for TO 0002 TO 0002 does not include Bonus Performance Incentives
