SUMMARY OF CHANGES

Block 14 (Description of Amendment/Modification):

The purpose of this amendment is as follows:

1. This Amendment incorporates: Questions/Answers (QA) Round 3b.

Questions/Answers (QA) Round 3b are incorporated into the RFP; refer to Section J of this Amendment. A full RFP revision will NOT be issued.

2. The proposal due date/time is changed from 19 July 2022 to 26 July 2022 at 4:00 pm MDT.

3. As of this Amendment, the current version of documents is as follows; blue font represents new/update information with this Amendment.

As detailed in Amendment 1 (A00001), Amendment 2 (A00002) and restated with this Amendment 3 (A00003), the Government may decide to incorporate an additional CDRL (anticipated topic: AMOS users’ handbook and update on an annual basis). If the Government decides to do so, an Amendment will be issued with the additional CDRL. Likewise, the proposal due date will be re-assessed if it needs to be extended. If the CDRL is added, it will be incorporated into the overarching base IDIQ and is anticipated to be incorporated into Task Order 3.

5. All other terms, conditions and provisions remain unchanged and in effect.

Round 3b Questions and Answers:

Question / Comment numbering is a continuation from Round 3a Questions / Answers issued with Amend 2 - A00002.

#15 Question/Comment:

Section 6.3 Deliveries or Performance. The Government has defined the Technical Period start date as Date of Award (DOA). The Government has also defined the Phase-In Period as DOA.

Can the Government please confirm this is correct? If so, the Technical Period and Phase-In period start at the same time. Aside from an incumbent, how would an offeror be able to phase-in and start technical at the same time?

#15 Government Response:

a. Reference Section L para 3.4 (page 22 of 59): Offerors must provide a Phase In plan….(read the full, Section L citation for full guidance).

b. Reference Section L para 5.4.1 (Task Order Pricing Instructions – TO1, TO2, TO3) (page 38- 41, of 59): Phase In shall be priced for contract execution, but will not be included in the Total Evaluated Price (TEP). Also, reference Section L para 5.4.14 (TEP) (page 51 of 59) TEP shall not include any Phase In CLIN amounts.

c. Reference Section L para 6.3 (page 52-53, of 59). And, to add clarity:

BASE IDIQ:

The Base IDIQ award is seven (7) years total – this is 6 years 9 months technical performance (Tech POP) and an additional 3 months for final report/final deliverables.

Seven (7) years is based on contract start.

The Base IDIQ award ordering period is five (5) years from contract start.

Contract start is the contract effective date. Refer to the contract effective date for when performance is to begin. Contract award date and effective date can differ (effective date can be same or after the contract signed date). Refer to the SF26 contract award – block 3 contract effective date; block 20b contract signed date (by the Gvnt CO) – for the base IDIQ full details (when awarded). Refer to the DD1155 block 3 (date of order) for Task Orders (when awarded and Gvnt CO signed).

TASK ORDERS

IAW Section L para 6.3 Sec F Deliveries or Performance (page 52-53 of 59), assume a DOA of 1 April 2023, and for full Task Order POP information.

Date of Award (DOA) – the contract start date (aka contract effective date – see note of explanation/clarification above) – when contract performance begins.

Task Order 001 is 36 total months: 33 technical months (Tech POP) and an additional / final 3 months for final report/final deliverables.

If Task Order 001 requires a Phase In

Task Order 001 Phase in: up to 90 days - begin / start on DOA (contract effective date/contract start date). (Phase In allotted up to 3 months / 90 days IAW Section L para 3.4 page 22 of 59):

The Ktr shall identify in their Phase In Plan when they are able to fully start Tech POP performance (ie at calendar day 30, calendar day 45, calendar day 90 of Phase in).

Task Order 001 Tech POP (33 technical months) begins as identified in the Phase in Plan when Tech POP can fully start (and then the additional / final 3 months after the Tech POP, for final report/final deliverables).

If Task Order 001 does NOT require a Phase In:

Tech POP (33 technical months) begins on the DOA (contract effective date/contract start date) (and then the additional / final 3 months after the Tech POP for final report/final deliverables).

Task Order 002 is 36 total months: 33 technical months (Tech POP) and an additional / final 3 months for final report/final deliverables.

Apply the same methodology as detailed above, if a Phase In is required or if a Phase In is NOT required.

Task Order 003 is 24 total months: 21 technical months (Tech POP) and an additional / final 3 months for final report/final deliverables.

Apply the same methodology as detailed above, if a Phase In is required or if a Phase In is NOT required.

#16 Question/Comment CDRL A011, A012, A016, A024. Can the Government please clarify when “authorization to proceed” is considered by the Government? Is this at Date of Award, or at the end of the 90-day phase-in period?

#16 Government Response:

"Authorization to proceed" is outdated terminology. "Authorization to Proceed" - wherever cited in a CDRL is updated to read "contract effective date". New CDRLs will NOT be issued with this RFP Amendment. The phrasing update will be made to the CDRLs in the resulting awards (base IDIQ and Task Order(s)).

If an offeror feels a specific CDRL deliverable should be tied to the Tech POP start date (vice the contract start date/contract effective date), due to Phase In plan timeline considerations, indicate in response for the Gvnt to review. For example, clearly indicate that CDRL A012 the draft ISP plan (due to the Gvnt within 90 days of ‘authorization to proceed’) will be delivered within 90 days of Tech POP start (see Q15 above reference Tech POPs and Phase In timing, if a Phase In is required).

#17 Question/Comment In Q and A round 1, the Government advised that the Cross Reference submission has moved from Volume I - Executive Summary to Volume II - Technical Volume. However, in RFP Rev 2, L 3.2 still includes a Cross-Reference Matrix for Volume 1.

#17 Government Response:

Gvnt response: Correction made. Yes, Q/A Round 1 dated 31 May 2022 (Row 4 of Q/A) moved the Cross Reference submission from Vol I Ex Summary to Vol II Tech. Section L para 3.2 (page 21 of 59) is removed/struck through. Vol II Tech Section L para 4.3 (page 25 of 59) was already added and contains Cross Reference Matrix information. Section L Rev 3 dated 30 June 2022 (and issued with A00002) made the correction.

#18 Question/Comment Government's response to Q7 [Amend 2] states "offeror (prime's) responsibility to ensure the subcontractor submits a complete proposal and IAW submission (Section L) guidance and timelines, to include the subcontractor adhere to all name redactions". Is the Government’s direction to assure that the subcontractor does not include the "Prime Offerors" name in their proposal, or do you want to have subcontractor's names also excluded?

#18 Government Response:

Yes. Please ensure the Prime’s name is directly cited only as detailed Section L 1.3.g and 2.2.

"Offeror company name shall only be identified on cover pages and documents submitted within Vol IV. Do not include Offeror names anywhere else with the proposal."

And, as Amend 2 (A00002) Question/Comment #9 elaborated:

Offeror name information in regards to Volume III Cost Price and DCMA/DCAA info with company information.

A00002 Q9 Gvnt Response: Gvnt response: Section L instructions remain unchanged, with the following clarification: the Government understands DCMA/DCAA information will have company specific names; provide DCMA/DCAA information (ie DCMA FPRR, DCMA/DCAA letters) with Volume III Cost Price.

#19 Question/Comment Should Offeror's name be redacted from the RFP required organizational charts in the Vol I Executive Summary? If so, do we list "Prime Contractor" in the chart instead of our name?

#19 Government Response:

Yes. Please use “Prime Contractor” or “Prime” when unable to directly cite the company name.

Ensure the Prime’s name is directly cited only as detailed Section L (and refer to full answer in #18 above in regards to A00002 Question 9).
