2 L 3.2 Cross-Reference Matrix Would the Government approve the offer providing a Cross Reference Matrix within the Tech Volume II, that is not part of the page count. This would be a subset of the matrix in the Exec Summary, but this matrix would make it easier for the evaluator to navigate within Volume II, instead of navigating between documents.

6 Section L, Budget Estimates by Fiscal Year table

9 Can the Government please clarify why the estimates by fiscal year do not add up to the total estimate? FY23-FY29 estimates add up to $147.5 yet the table indicates a total budget of $176M.

7 Section L, Paragraph 4.8 20 Is the 5 page limit on resumes meant to be inclusive of all resumes? Or is the limit per resume or per key personnel position?

9 Section L, Paragraph 5.2 (iii) A, 2 27 Can the Government please indicate how they would like to receive Subcontractor proposals when the subcontractors submit abbreviated proposals to the Prime? Should they submit electronically via DoD SAFE, or are hard copies and DVDs required?

Subcontractor proposals should be submitted within the cost volume of the Prime Offeror proposal. However, if a subcontractor elects to submit an abbreviated proposal to the Offeror, it is the Offeror's responsibility to see that the subcontractor simultaneously submits a complete detailed proposal directly to the Contracting Officer using the proposal submission instructions provided in paragraph 2.3.

10 Sec M, 2.4.4 8 last line on page 2.4.4 ends with "Total", and appears part of the sentence is cut off Sentence should read as follows: The overall assessment of price reasonableness and cost realism will be at the Total Evaluated Price (TEP) Calculation.

CLIN 0005 is used for Performance Bonus on TO3, and used as ODC for TO1 and TO2; please confirm that is Government intent

The Basic model solicitation contains all the possible CLIN types, however the CLIN numbers will vary by Task Order depending on which CLIN types are applicable to that particular Task Order.

14 Sec L, 5.4.1 34 11 States "ceiling will be realigned from CLIN 0002 to establish project specific CLINS based on the completed MSTD Form"; is realignment exclusively from CLIN 0002 RDT&E Labor), or is there also potentially realignment from other Labor or ODC CLINS?

For TO 03 only, CLIN 0002 is used as a "Reservoir" (or bank CLIN). The ceiling is based on the pricing of the Mod B-MST * 20 units. For example: If the Mod B-MST is prices at $1M then the CLIN 0002 value will be $20M.

When a new project arises ceiling will be realigned from CLIN 0002 to establish the CLIN(s) required to support that project. For example, there is a new Project X that will require $50k in R&D labor, $50k in O&M labor, and $25k in R&D ODCs (the project details and supporting estimated cost of the project will be documented in the MSTD). When Project X is added to Task Order 0003, the MSTD will be attached in Section J and $125k will be realigned from CLIN 0002 to establish CLINS for Project X. For this example we will use the next available CLIN numbers: CLIN 0006 - $75 in R&D (3600) & CLIN 0007 - $50k in O&M (3400)

15 Sec L, 5.4.1 34 6th from bottom of page States "Provide a cost summary by major cost elements by Offeror FY 23-29…" please clarify it is needed through OFY29, given that the TEP, cost tables, etc for TOs are only estimated through

Fiscal Years should be based on the performance period identified for each Task Order.

16 Sec L, 5.4.4 37 Para starts "For task orders without baselined ODC…" Isn't TO3 the only TO without baselined ODCs? If so, recommend clarifying by stating the para applies to TO3

Exclusion of baselined ODC from TEP has been removed to avoid confusion. TEP shall be the SUM of all CLINS applicable to the Task Order.

18 Sec L, 5.4.1, 5.4.4 33, 39 5.4.4 What TEP CLIN is used to capture estimated materials costs for TO3 Scenario 1? For TO 03 only, CLIN 0002 - "Reservoir" (or bank CLIN) ceiling is based on the pricing of the Mod B-MST * 20 units. Pricing should include all required costs (labor, materials, ODC, etc…) necessary to support the Mod B-MST scenario.

19 Sec L, 5.4.1 33 Please clarify how Projects B-MST are incorporated into cost volume; it is clear Projects B-MST is not priced, but not clear how it is to be bid and shown in cost volume tables, if at all

For TO 03 only, the Project B-MST is not incorporated into the TO-03 pricing. The Project B-MST will be used for contract administration purposes only. When a new "Project" is added that is a customer project (not a modernization project), the MSTD will only need to address how and why the costs are different that the Project B-MST. (NOTE: This process is to be used as a substitute to issuing an add-work proposal request each time a new customer project and/or modernization project needs to be added to the task order)

20 Sec M, 2.3.3.1 7 Please confirm that the 32% Small Business allocation goal includes the sum of all categories of Small Business (SB, SDB, etc.) and general Small Business that is not in these special categories.

The 32% of total subcontracting dollars for Small Business is a sum of all small business and is not specific to any small business category.

If there is no applicable information then the cells were left blank. However, there may be some cells that are blank in error. If you have an inquiry on a specific, cell please submit your inquiry. Most of the items are standard materials and SDS are publically available with an internet search.

43 Bidder’s Library Within the Bidder’s Library, Sections 22 through 24 are found within the library. Was it the Government’s intent not to provide Sections 22 through 24? Please confirm.

Those sections (along with 28) were purposefully removed. This is not an error

44 Performance Bonus Achievements – TO1 / TO3, Attachment 2

The contractor must ensure cost increases > 5% do not occur, or no performance incentive is received. Presuming an offeror has breached the 5% threshold, there appears to be no incentive to achieve any other performance goal. We recommend the Government review this requirement and suggest a scale that would incentivize offerors to achieve all incentive factors simultaneously. As currently written there is no incentive for offerors to excel in either technical or management if cost is pass/fail.

The Government would like to ensure that costs are not sacrificed in an effort to achieve technical or management goals. Finalization of the Performance Bonus achievements will be negotiated prior to award.

45 Bidder Library

Since offeror’s were required to request the Bidder’s Library upon RFP release many did not receive CDs until 2 weeks after final RFP release making it difficult to prepare a viable solution to the Government’s RFP requirements as a result. Request the Government extend the proposal to a minimum of 3 weeks to allow all Offeror’s the time to review all documents within the Bidders Library and provide sufficient time for the Government to review and answer questions.

Proposal deadline has been extended. Please check for the updated proposal due date in the solicitation.

46 Could the Government provide a detailed listing of all costs included in the baselined amount?

Baselined Other Direct Costs (ODCs) in support of labor CLINs to include: travel, training, maintenance, supplies, hardware, materials, facilities, equipment, non-labor subcontract costs, and other non-labor related costs.

This level of detail cannot be provided as the costs can vary by greatly

RFP states in Cost Volume organization the requirement of providing a brief narrative explaining the necessity and purpose of each proposed resource. Interpretation of this requirement is to provide the Government an exhaustive listing by labor category and based on the sample task order requirements this could entail a list of a hundred plus individual incumbent and/or new hire individuals. Recommend this requirement be at the Offeror’s team level showing why each teammate/subcontractor was selected and proposed at the top level of the Offeror’s cost proposal.

Narrative is acceptable at the team level as long as the narrative includes a discussion of skill mix.

The performance incentive has no further penalties once a contractor has breached the 5% threshold. In that case a 50% overrun is the same as a 5% overrun. What method will the Government use to ensure sufficient cost realism from all bidders?

Price/cost reasonableness and realism determinations shall be made for all proposals.

Additionally, awarded contract and task orders may be subject to contractor performance evaluations through the Contractor Performance Assessment Reporting System (CPARS).

Can the Government define rapid? Ambiguity exists over the meaning of “rapid” in the context of the Modernization B-MST Example.

Rapid is defined as 10 minutes or less

Can the Government provide any clarifying information on the magnitude of the focus changes and the timescale over which the changes occur? Is this in magnitude of milliseconds, seconds, minutes, hours?

The magnitude is in terms as minutes. Focus changes are significant enough to impact the quality of imagery.

Performance Bonus achievements: when measuring contractor performance against achievement goals, consideration should be given to performance factors beyond the contractor’s control.

Examples include weather, Government funding delays, unplanned schedule changes by external site users, etc.

Please remove or clarify if there will be SubCLINs.

Task Orders show CLINs 0008 -0012 Performance Bonus, however Section B of the RFP CLIN 0009 is Project Reservoir and CLINs 0010 – 0012 are Deliverable CLINs, not separately priced.

Please clarify whether Offerors are to include a populated Section B within the cost proposal submission. A potential non-compliance for offerors could exist if not revised.

CLIN shall be priced at the Task Order level. No CLINs shall be priced within Section B of the Basic RFP.

Task Order 0003 shows CLIN 0002 Project Reservoir. In the Contract Documentation Volume IV, the RFP states for Offerors to populate Section B. However, Section B of the RFP CLIN 0002 is Labor – RDT&E. Within Section L CLIN 0009 is the Project Reservoir for Task Order 0003. A potential non-compliance for offerors could exist if not revised.

Pricing shall be completed according to the Section B of each Task Order

Item #16 of Section L 5.4.2 references “if proposal exceeds $750k, include information requested in Section L paragraph 4.9 which will be used for Section M evaluation of the small business participation” Assuming the reference should be Section L paragraph 4.8 Subfactor 5 – Small Business Participation. The $750k threshold language is within each sample task order requirements which indicates individual small business plan per task order. Given small business plans are at the overall contract level, recommend clarifying the small business plan requirement is to be at the overall proposal/contract level.

The Small Business Plan requirement (and Small Business Subcontracting plan) are only applicable at the Basic contract level. However, if the pricing of an individual Task Order proposal exceeds $750K, the task order shall be incorporated into the information requested in Section L paragraph 4.9 which will be used for Section M evaluation of the small business participation.

78 Performance Bonus Section L Note: Per FAR 15.404-4(b)(4)(I)(A), the combined fee amounts of CLINs 0001 – 0005 shall not exceed 15% of the contract’s estimated cost. Could the Government clarify the 15% limitation is inclusive of Prime fee on teammate labor?

Section L 5.4.1 Task Order Instructions page 136 of 187 states the cost proposal and BOE will represent the effort required to deliver one unit of a modernization Basic Mission Support Tasker (Mod B-MST) or a Project B-MST. However, the Section L instructions states "the value of CLIN 0002 (should be CLIN 0009) is based on the Mod B-MST only." Please clarify where the Project B-MST values/cost should be included within Offeror's cost volume.

To avoid confusion regarding pricing of Task Order 0003, the BOE for the Project-MST has been moved to Volume IV.

Recommend the Government provide clarification on how Offerors distinguish the two projects within the Cost Volume by CLIN within the BOE and BOM.

Basic-Mission Support Taskers (B-MST) will be used during the contract execution of TO 0003. There are two types of B-MSTs that will be used: Modernization B-MST (Mod B- MST) and a Special Project B-MST (Project B-MST). The B-MSTs are based on the Cost Proposal and Basis of Estimate (BOE) response to the modernization example scenario (Section L paragraph 5.4.1) and the special project example (Section L paragraph 6.17 ).

Both the Mod B-MST and Project B-MST will be incorporated into contact award (Section J) and will be used as a baseline to support variation in cost of new projects added during contract execution. As new projects arise the contractor will use the appropriate B-MST as
