Question and Answer 2 19 November 2019

Question 1:

Our intent is to station an on-site employee at Kirtland AFB, in addition we are proposing significant portions of the modeling and simulation (M&S) task to be performed at our APL’s facility in Laurel Maryland. JHU/APL is an Air Force Research Laboratory (AFRL) pre-approved contractor site and is currently performing work for AFRL under the LEAMR/LIMA effort, Contract No. FA9451-15-D-0051.

Is this arrangement compliant with the PACIFIER BAA Call 0002?

Answer 1:

Since the test, modeling and assessment tasks are closely coupled we’d strongly prefer the majority (SOO Para 6.0) of the work be executed at AFRL facilities (>50%) to ensure the proper amount of collaboration between the contractors who are awarded in these three areas.

Question 2:

Section 8.0 states a 57 month technical effort with an additional 3 months allotted for the final report and closeout, however, the table in Section 7.0 suggests a Period of Performance (PoP) end date in fiscal year (FY) 24. Can we assume that FY25 also falls within the overall PoP?

Answer 2:

FA9451-18S-0003 Call 0002 section 8.0 states that the award is intended to have a 57 month technical effort, with an additional three (3) months allotted for the final report preparation and administrative closeout actions, with a total contract period of performance of 60 months. Depending on the award date it is possible that the total period of performance could end in the beginning of the first part of fiscal year 25.
