3.0 PROPOSAL DUE DATE AND TIME: PROPOSALS SHOULD BE SUBMITTED AGAINST
THIS CALL. Proposals are due no later than (NLT) 12:00 p.m. Mountain Standard Time (MST) 18 Nov 2019. Proposals received after the due date and time shall be governed by the provisions of Federal Acquisition Regulation (FAR) 52.215-1(c)(3) Instructions to Offerors – Competitive Acquisitions (JAN 2017).
4.0 APPLICABILITY OF BASELINE BROAD AGENCY ANNOUNCEMENT: All requirements of Broad Agency Announcement (BAA) FA9451-18-S-0003 (herein referred to as the “baseline BAA”), apply unless specifically amended and addressed in this Call. The baseline BAA contains information applicable to all Calls issued under the BAA. The baseline BAA provides information on the overall program, proposal preparation and submission requirements, proposal review and evaluation criteria, award administration, agency contacts, etc. Offerors are advised to review the baseline BAA thoroughly when preparing proposals in response to this Call. For complete information regarding the baseline BAA, refer to FA9451-18-S-0003 on FedBizOpps (FBO) at http://www.fbo.gov.
5.0 CALL AMENDMENTS: Offerors should monitor FedBizOps (http://www.fbo.gov) for any additional notices to this Call that may permit extensions to the proposal submission date or otherwise modify this announcement.
6.0 REQUIREMENTS DESCRIPTION:
This Call is issued under Technical Area #2 of the baseline BAA, FA9451-18-S-0003.The technical objectives for this effort are provided in the Laser Vulnerability Assessments Statement of Objectives (SOO) included as Attachment 1 to this Call.

The above funding profile is an estimate only and not a contractual obligation for funding. The anticipated contract is a completion type contract that may be altered to complete the technical proposed approached. All funding is subject to change due to Government discretion and availability. All potential offerors should be aware that due to unanticipated budget fluctuations, funding in any or all areas may change with little or no notice.
8.0 PERIOD OF PERFORMANCE: It is intended for this effort to be a 45 month technical effort with an additional 3 months allotted for final report preparation and administrative closeout actions.
9.0 DELIVERABLES: The following Contract Data Requirements Lists (CDRLs) are applicable to this effort. The CDRLs, DD Form 1423, A001-A011, are included as Attachment 1 to the baseline BAA, FA9451-18-S-0003.

10.0 OTHER RELEVANT INFORMATION:
10.1 Security Requirements: The program security classification for this effort is TOP SECRET SCI, see attached DRAFT Security Classification Specification, DD Form 254. Prior to any contact award, the Contractor will be required to implement the security program required to accomplish this effort. The Contractor shall have and maintain personnel staffing with sufficient security clearance levels to be allowed access to the data necessary to execute the effort. If a Contractor location is proposed to accomplish any of the work identified in this Call, the Contractor shall provide and maintain secure facilities necessary to process the data generated under this effort and have and maintain the ability to handle and store unclassified, proprietary, and classified information to perform this activity. The Contractor shall ensure appropriate security protection methods are in place commensurate with the security level of the material provided and generated during performance of this effort. A Department of Defense (DoD) Contract Security Classification Specification, DD Form 254, will be required during performance of the contract. A draft DD Form 254 is included as Attachment 5 to this Call.
General Operations Security (OPSEC) procedures, policies and awareness are required in an effort to reduce program vulnerability from successful adversary collection and exploitation of critical information. OPSEC will be applied throughout the life cycle of the resultant contract. The list of Critical Program Information (CPI) will be provided upon request by AFRL/RDMS Information Protection office (Primary POC: Ms. Cyndee Varela. While working on the Government installation, OPSEC guidance will be provided by the RDMS Information Protection office.
10.2 Government Furnished Property (GFP): Scheduled GFP is not anticipated for this Call. However, any GFP requested for this effort shall be proposed in accordance with the baseline BAA.
10.3 Base Support: Base Support (including necessary space and equipment at Kirtland AFB, NM, Air Force Research Laboratory (AFRL) is available for offerors and shall be proposed in accordance with the LVR-M Supplemental Requirements included as Attachment 2 to this Call.
10.4 Work Location/Travel: Laser development will be completed primarily on Kirtland AFB, NM. M&S and laser testing would preferably be completed on Kirtland AFB, NM but may be completed at other pre-approved contractor, sub-contractor facilities, or other remote locations when appropriate. Participation in meetings, tests, and other efforts at other locations may be required. Division-wide efforts may require collaboration between the separate AFRL Laser Division branches and programs. Contractors can expect to interact with members from across multiple technical disciplines within the Laser Division.
Any non-local contractor or sub-contractor may be required to attend technical interchange meetings, conferences, presentations, and demonstrations, where and when appropriate. These interchange meetings will primarily be held at Kirtland AFB. However, other locations may be more appropriate depending on meeting subject matter. Unless specifically addressed in a contract, the AF will not use appropriated, non-appropriated or gifted funds to pay for attendance by contractors at any conference. All conference travel requires approval in accordance with current guidelines. All travel must be proposed in accordance with the LVR-M Supplemental Requirements (included as Attachment 2 to this Call).
10.5 Section K – Representations and Certifications: The Section K - Representations and Certifications, provided as Attachment 4 to this Call, shall be completed and submitted as a part of the Business Section of the proposal.
10.6 Organizational Conflict of Interest: In accordance with FAR 9.5, Organizational and Consultant Conflicts of Interest, the Contracting Officer has analyzed the planned acquisition and determined that no known actual or potential Organizational Conflict of Interest (OCI) situations exist with respect to this Call. Offerors shall perform their own OCI analysis (to include potential OCI situations associated with any teammates or subcontractors). Offerors shall describe the methodology used to identify any actual or potential OCI issues. If the offeror identifies any actual or potential OCIs, the offeror shall provide an OCI mitigation plan. The contractor’s mitigation plan will be determined acceptable solely at the discretion of the Contracting Officer. If the Contracting Officer unilaterally determines any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies deemed necessary.
10.7 Type of Contract: The Air Force reserves the right to award the contract type under the FAR that is best suited to the nature of research proposed. It is anticipated that any awards based on this Call will generally be cost reimbursable (which require successful offerors to have an accounting system considered adequate for tracking costs applicable to the contract). No opportunities for assistance instruments, including grants, cooperative agreements, or technology investment agreements exist under this Call.
10.8 Technical Proposal: The Technical Proposal shall not exceed 15 pages and shall be submitted in accordance with the requirements specified in the baseline BAA, FA9451-18-S-0002.
10.9 Cost Section: The Cost Section shall be submitted in accordance with the Cost Proposal Instructions provided as Attachment 3. Adequate Price Competition (APC) is anticipated; however, the Contracting Officer reserves the right to make the final determination prior to contract award. Should the Contracting Officer determine APC does not exist; certified cost and pricing data will be required in accordance with FAR 15.403-4 Requiring Certified Cost or Pricing Data. The Cost Section has no page limitations.
10.10 Proposal Review and Evaluation Process: Proposals will be evaluated utilizing a peer or scientific review process and shall be evaluated against the following criteria (listed in descending order of importance):
· Technical Merit
· Importance to AFRL/RDL Programs
· Cost/Price: Cost/Price is a substantial factor, but third order of priority. The cost evaluation includes the realism of the proposed cost. If an offeror proposes the use of GFP and that GFP provides the offeror an unfair competitive advantage, then FAR 45.202 requires rental equivalent be applied to the Cost Factor for evaluation purposes only.
10.11 Categorization and Selection Process: Based on the evaluation, proposals will be categorized as Highly Recommended, Selectable or Not Selectable (see definitions below):
· Highly Recommended: Well-conceived scientifically and technically sound proposal pertinent to accomplish goals and objectives. Proposals are recommended for acceptance if sufficient funding is available, and normally are displaced only by other Highly Recommended proposals.
· Selectable: Scientifically or technically sound proposals that may require additional development. Proposals are recommended for acceptance if sufficient funding is available, but at a lower priority than Highly Recommended proposals. To ensure a diversity of approaches, a Selectable proposal may be prioritized over a Highly Recommended proposal if the Selectable proposal presents a unique approach unlike any of the Highly Recommended proposals.
· Not Selectable: Proposal is not technically sound or does not meet agency needs. Even if sufficient funding existed, the proposal should not be funded.
The Government reserves the right to award some, all or none of the proposals. When the Government elects to award only part of a proposal, the selected part may be categorized as Highly Recommended or Selectable, even though the proposal as a whole may not merit such a categorization.
Selection for award will be based on technical merit, importance to AFRL/RDL programs and funding availability.
Prior to award of a potentially successful offer, the Contracting Officer will make a determination regarding price reasonableness.
11.0 INTENT TO PROPOSE: It is recommended for potential offerors to advise the primary contracting point of contact if they intend to submit a proposal in response to the Call. Such notification is merely a courtesy and is not a commitment by the offeror to submit a proposal.
12.0 PROPOSAL SUBMISSION: All proposals shall be submitted in accordance with the baseline BAA, FA9451-18-S-0003. Proposals shall be submitted to the primary contracting point of contact at the address listed below. Hand-delivered proposals, or proposals sent via facsimile or any other electronic means will NOT be accepted.

13.0 WORK AUTHORIZATION: Submission of proposal(s) is not an authorization to commence work or to incur any costs to perform the work described above. Work is not to be implemented until appropriate contractual actions are taken. Any work performed or expense incurred prior to that time (including bid and proposal costs) will be at the offeror’s own risk.
