Section J, Attachment 5 Sample CPFF Task Order
JLDSS Phase II Program Support SOW Contract FA9451-18-R-0002
30 May 18
STATEMENT OF WORK
Joint Laser Deconfliction Safety System (JLDSS) Phase II Program Support
SAMPLE TASK ORDER
Professional Technical Support Services (PTSS) to the
Joint Directed Energy Transition Office (DE-JTO)
1.0 SCOPE. This effort shall be conducted pursuant to the provisions of the Professional Technical Support Services (PTSS) contract Performance Work Statement (PWS) incorporated as Section J, Attachment 1 of the basic contract. The objective of this Task Order is to provide Joint Laser Deconfliction Safety System (JLDSS) Phase II Program Support to the Joint Directed Energy Transition Office (DE-JTO.)
2.0 BACKGROUND:
2.1 Serco Inc. conducted a Capabilities-Based Assessment (CBA) of Satellite Safety for Future Operational Laser Weapon Systems in 2011-2014. The DE- JTO was the sponsor and the Joint Functional Component Command for Space (JFCC SPACE) was the project manager. Follow-on activities to develop plans and provide analysis for operational solutions based on the CBA were completed in 2015. Activities included development of Concepts of Operations, Interface Documents, Communications Infrastructure Requirements, and an Initial Requirements Document. Serco also supported the transition of the DE-JTO project #11-S&A-0423 (“Development of an Initial Capabilities Document for an Operational Satellite Predictive Avoidance Requirement”) to an operational Joint Laser Deconfliction Safety System (JLDSS).
The scope of work also included facilitating the transition of the Probabilistic Risk Assessment (PRA) Tool out of the Air Force Research Laboratory to the user community as part of the updated policy in the new Department of Defense Instruction (DODI) 3100.11.
2.2 Continued efforts are required to support JLDSS Phase II. The objective of the JLDSS Phase II effort is to provide a robust, platform agnostic, decentralized laser deconfliction and safety system that can be integrated with existing fire control systems fielded with laser systems as part of future laser systems or systems with Combat System Integration (CSI). To this effect, the contractor shall provide support by means of numerical validations of JLDSS Phase II software (and its predecessor, the Deconfliction Safety Software, or DSS), as required by the Laser Clearinghouse Accreditation Process. The contractor shall also assess verification and validation processes of JLDSS Phase II specific to each DEW laser system end-to-end authorization process prior to testing above the horizon. The contractor shall provide assistance with Deconfliction Plans and Capability Validation Plans and review requirements and design documents for JLDSS Phase II or DSS, as applicable.
3.0 SCOPE: The following is applicable to this task order:
3.1 The contractor shall furnish all personnel, services, supervision and all other items necessary to accomplish the performance requirements stated herein. The overall task order scope is listed in paragraph 2.7 of the basic PWS.

3.2 Technical Approach for JLDSS Phase II Numerical Validation and V&V Support:
The contractor shall perform the following:
3.2.1 Contractor shall facilitate development of the operational JLDSS. Technical support will include performing technical analysis and studies as required to analyze design implications on the Laser Clearinghouse (LCH) process, conducting analysis and numerical validations of the Decentralized Deconfliction Processing (DDP) and other functions of the JLDSS, assessing interoperability with the LCH, studying operations concept impacts as required, performing security assessments of the JLDSS DDP solution as needed, assessing developmental testing and other Verification and Validation (V&V) results, and conducting an operational readiness assessment of
JLDSS.
3.2.2 Contractor shall assess test plans and results of the verification and validation of the hardware/software of JLDSS Phase II specific to each Directed Energy Weapon (DEW) system end-to-end authorization process prior to testing above the horizon (as needed).
3.2.3 Contractor shall perform other related technical tasks as directed by NSWCDD and the DE-JTO, including writing papers or making presentations to raise awareness of laser deconfliction capabilities and issues.
3.3 JLDSS Phase II Deconfliction Plans and Capability Validation Plan Development:
The contractor shall perform the following:
3.3.1 Contractor shall provide assistance with Deconfliction Plans and Capability
Validation Plans. These documents are required by ODIN and HELIOS, and will be required by any other laser system in the future.
3.3.2 Contractor shall provide support for the development of Keep Out Cone Analysis if JLDSS is deployed with a laser.
3.4 Requirements and Design Documents Review: Contractor shall review requirements and design documents for JLDSS Phase II, as applicable. This may involve the review of any documents required to get DSS authorized for ODIN, HELIOS, or other laser weapons systems, and also includes the JLDSS Phase II Predecessor, DSS.
3.5 Duration: 12 months
4.0 DELIVERABLES: Contract data requirements list (CDRLs) listed in Section J, Exhibit A of the basic contract apply to this order.
• Monthly Status Report (CDRL A001)
• Analysis Reports (CDRL A003)
• Verification and Validation Evaluation Assessment (CDRL A003)
• Presentation Materials (CDRL A004)
