Line ItemRFP Reference (i.e. contract, PWS, Section L, Section M)QuestionAnswer
14.3.4 of Attachment 7 - Section LAs part of A. Summary it says "Describe the nature or portion of the work on the proposed effort that was performed by the offeror and any proposed subcontractor, partner, and/or joint venture

partner(s). Additionally, please estimate the percentage of the total proposed effort to be performed by each member."

Question: Should this really say "Describe the nature or portion of the work on the referenced effort that was performed by the offeror and any proposed subcontractor, partner, and/or joint venture partner(s). Additionally, please estimate the percentage of the total proposed effort that was

performed by each member."4.3.4-A The section should read "Describe the nature or portion of the work on the proposed effort that will be performed by the offeror and any proposed subcontractor, partner, and/or joint venture partner(s). Additionally, please estimate the percentage of the total proposed effort to be performed by each member. Limit this information to one (1) page." The intent of this paragraph is to help determine the level of work proposed that will be performed by the prime and each subcontractor, partner or joint venture. See paragraph 4.3.4-C(1) for instructions on the summary of past performance efforts.
2Section 4.3.1 & Section 4.3.4-C of Attachment 7 - Section L4.3.1 states, the prime contractor and critical subcontractors or partners may submit up to 3 past performance references each. 4.3.4-C states, if a teaming arrangement is contemplated, past performance information on previous partner arrangements are required. If this is a first time joint effort each party must provide a list of past and present, recent, and relevant references.

Questions:

a) If all parties in the teaming arrangement submitted past performance under the requirements of section 4.3.1, must they submit additional references under Section 4.3.4-C?

b) If additional references are required, how many? c) What constitutes “past” referencesParagraph 4.3.1 provides an overall limitation on the number of references allowable in the past performance volume. Paragraph 4.3.4-C provides instructions on how to develop the Past Performance Volume.
