About this file
This document is a Questions and Answers (Q&A) file for Solicitation FA9401-25-P-0034 for Corrosion Control Facility Filter Replacements at Kirtland Air Force Base. The Q&A covers eight key questions addressing critical aspects of the filter replacement project, including personal protective equipment (PPE) requirements, hazardous waste handling, and filter specifications. Notably, the filters contain Hexavalent Chromium, and the replacement involves Stage 1 filters, which include CPA blankets, hangar door filters, and downdraft table filters.
The Q&A provides specific details about the project, such as required PPE (Tyvek Coveralls, 8-mil Nitrile rubber gloves, and 3M 6000 Series full face respirator), confirmation that the government will provide cardboard boxes for filter disposal, and clarification that the replacement is for a single facility. The document emphasizes safety protocols, including the use of proper protective equipment, and notes that suitable filter substitutes are acceptable. The filter change is part of an annual maintenance process in a regulated area, with strict guidelines for worker safety and hazardous material handling.

SOLICIATION FA9401-25-P-0034
CORROSION CONTROL FACILITY FILTERS
KIRTLAND, AFB
12JUN2025
QUESTION AND ANSWER:
(1)
Q: “Operator Safety equipment/PPE: It is my understanding that the base personnel have performed these filter changes in the past. What PPE have they been required to use when performing this work?
A: I have attached a copy of our bio survey that covers the required PPE while performing the filter change out. Tyvek Coveralls, 8-mil Nitrile rubber gloves, and 3M 6000 Series full face respirator.
(2)
Q: “Does the paint overspray on the filters contain Hexavalent Chromium?”
A: Yes, according to our most recent Bio survey, the filters will contain Chromium (VI).
(3)
Q: “The SOW states the following: REMOVAL AND INSTALLATION SERVICES: Vendor shall provide supervision, personnel, maintenance equipment, transportation, tools, and labor necessary to remove the old Stage 1 filters and install the new Stage 1 filters noted above as prescribed in this SOW. Interpret the stage 1 filters being the 29 CPA blanket filters only. Would this be a correct interpretation?”
A: Stage 1 is the only stage we are replacing. Stage 1 consists of the CPA blankets, the hangar door filters and the downdraft table filters.
(4)
Q: “The SOW states the following: Disposal of all old filters containing hazardous waste will be the responsibility of the government. What will the government provide us to put the old filters in?”
A: We will request cardboard boxes from Haz waste. Once we have a date for the filter replacement, we will coordinate with Haz waste for a pickup date.
(5)
Q: “The SOW states the following: Brand name or equal suitable substitutes are acceptable. If quoting a substitute, shouldn’t the government require test data and cut sheets on the substitutes to ensure the substitutes are in fact equal to the filters listed in the SOW?”
A: All the suitable substitutes are virtually the same and manufactured by the same company, they are just sold by different venders.
(6)
Q: Are there multiple facilities or one single facility these filters are being installed in?
A: The filter replacement is for one facility.
(7)
Q: Will there be a site visit?
A: No, a site visit is not being offered.
(continued…)
(8)
Q: Can we get pictures of the filter?
A: Pictures of the required filters can be searched by part number on www.paintboothsupply.com. Pictures of the old filters are not available.
