Statement of Work

Aircrew Facility:

Building 917 Network Install

Kirtland AFB, NM

6 August 2025

377th MSG/SC

2051 Wyoming Blvd SE

Kirtland AFB, New Mexico 87117

1. PURPOSE

1.1 Scope

This Statement of Work (SOW) provides for the establishing of network connectivity to the wider Department of Defense (DoD) telecommunications network for one building. This will require the installation of 4” conduit, the running of 12 Strand Single Mode Fiber Optic cabling using multicell fabric innerduct and performing splicing of cables within cases where necessary to provide building 917 the necessary strand/pair cabling for each type.

Modifications to this SOW will be as authorized by the Contracting Officer. Authorized modifications shall be integrated into the project by the contractor. Change Orders must be approved by the Contracting Officer prior to implementing any changes or additions.

1.2 Objective

The objective of this SOW is to document the requirements to construct, install, and test the infrastructure necessary to bring DoD owned buildings into the wider Kirtland telecommunications network.

2. Requirements

2.1 Requirements

Provide NIPRNet access in building 917. This includes installing a new 12 strand fiber cable to connect building 917 to building 1044, CAT 6 premise wiring to two locations in the building. A detailed site survey will be required for a more accurate solution and estimate.

2.2 Places of Performance

The place of performance shall be at buildings 917 and ITN 1004 located on Kirtland AFB, New Mexico.

2.3 Performance Period

The Government desires delivery of all work to be accomplished within 45 calendar days, to include holidays, of contract award. Any request or justification for change shall be made to the Contracting Officer in writing and must be approved by the Contracting Officer.

2.4 Schedule

The contractor shall provide a preliminary Integrated Management Schedule (IMS) at time of contract proposal each individual site. The overall schedule shall not exceed 45 days. Contractor shall provide a Government approved final schedule within 14 working days prior to on-site work.

3. Project Execution

3.1 Site Coordination

The contractor shall coordinate with 377 MSG/SCXP and identified site POCs a minimum of ten

(10) business days prior to arrival on site.

3.2 Government Delays

In the event that a government-caused delay requires the contractor to incur schedule delays or additional costs, the contractor must document and submit these changes to the Contracting Officer for their review and consideration prior to any change in schedule.

3.3 Routine Working Hours

Standard working hours are from 7:00 a.m. to 4:00 p.m. Monday through Friday excluding Federal Holidays and the day after Thanksgiving. The Government reserves the right to change this schedule based on any functions or events that are planned at this facility. Contractor requested deviations to this schedule will be considered if it is in the best interest of the government as determined by the Contracting Officer. If the Contractor desires on working hours other than 7:00 am to 4:00 pm, Monday through Friday, he/she must submit to the Contracting Officer a work schedule at least five (5) Five working days prior. The schedule shall note the activities planned, the planned hours of work, and the reason for the additional hours so that the project inspectors can plan their work schedule. The Contractor shall minimize the length of schedule changes that place a burden on the Government.

Cutovers and any other service-affecting actions must be pre-approved by the Government and scheduled during maintenance windows (Approved Service Interruption – ASI).

3.4 Contractor Supervision

The contractor shall be responsible for supervision of all contract personnel and performance of all contractor-related functions.

3.5 Security Clearance

All contracted personnel shall comply with established security procedures for entering an installation and its facilities, including special security procedures for entry to restricted or controlled areas. The contractor shall obtain necessary badges or documents required for entry to restricted or controlled areas, if applicable, to meet the requirements of this SOW. The contractor shall coordinate with the site POC to obtain and return temporary badges and vehicle registrations. Contractors working under this SOW, as a minimum, shall have a favorable National Agency Check. However, if the proposed solution requires a need for access to Government system(s) requiring a higher security level, the contractor shall ensure personnel have the proper security requirements at no additional cost to the Government.

3.6 Safety

No personnel presenting potential threats to the health, safety, security, general wellbeing, or operational mission of the installation and its population shall be employed by the contractor during the execution of this SOW. Compliance with AFI 91-202, Air Force Mishap Prevention Program is mandatory. The contractor must develop a site-specific Safety and Health Plan.

3.7 Implementation

The contractor shall have ultimate responsibility for the successful deployment and cutover to the new infrastructure. Any work deemed non-compliant shall immediately be re-worked at the contractor’s expense. This task shall include all necessary work required to connect to the existing infrastructure providing a fully functional network solution.

The contractor shall plan and manage daily operations and activities associated with providing this requirement to ensure necessary processes and activities are performed to provide an effective and acceptable system. The contractor will employ effective management tools and methods to assure control of cost, schedule, and performance.

The contractor shall conduct, support, or participate in program management and technical reviews, meetings, and conferences, as required, to ensure effective and efficient SOW execution.

The contractor shall be responsible for preventing any unscheduled outages (i.e. cutting or disabling any in-service cables or equipment.). The contractor shall coordinate scheduled outages with Customer POC at least 24 hours in advance of the outage if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities).

The contractor shall ensure protection of government property to prevent damage during the period of time the property is under the control or in possession of the Contractor. The Contractor shall ensure that any damages incurred during the execution of this SOW shall be repaired at the contractor’s expense.

3.8 Conformance to Standards

All equipment and system solutions shall conform to the applicable industry standards and mil specs as identified in attached Kirtland Air Force Base Comm Division Specs document. Also, if any standards aren't identified, but are applicable the contractor, shall conform to those as well.

3.9 System Turn Over

The contractor shall assist the Government in completing the AFTO Form 747 (if required), Communications and Information Systems Acceptance Certificate. Configuration Management information shall be provided to AFLCMC/HBZBH and the site as part of this SOW as PDF files. The contractor shall provide as-built documentation including, but not limited to:

a) The as-built documentation shall also include cable and power drawings/specifications, floor plans, and engineering specifications generated in support of the installation of the system.

b) The documentation shall include drawings that depict the overall installed system configuration and network topology.

c) Documentation shall also include an equipment listing with serial/model numbers and manufacturer specifications.

d) The Contractor shall provide an inventory of any newly installed equipment, identification of test results, site-specific “as-built” engineering drawings, and a summary of any open items.

e) Completed test results.

All newly installed/reconfigured equipment and material (i.e., cabinets, racks, termination blocks, patching, cables, etc.) shall be permanently identified through stenciling or tags.

Handwritten tags are not permitted. Red-lined drawings are unacceptable. All network topologies in the Air Force are considered both sensitive and proprietary.

3.11 Performance of Services During Crisis

Performance of Services During Crisis Declared by the National Command Authority or Overseas Combatant Commander. Services covered by this task are determined to be non-mission essential for performance during crises according to DoDI 3020.37. However, in the event of a crisis, or a significant emergency is declared, the Contracting Officer will contact the contractor to notify them of the situation and any possible changes to responsibilities. Upon notification, the contractor shall perform special event services due to contingencies, natural disasters, including facility operation on an extended basis up to 24 hour per day, etc, as required. In the event of verbal notification, written confirmation of such notification will be provided within 5 calendar days. If addition costs are incurred under this paragraph the contractor shall have up to 30 calendar days to request equitable contract price adjustment.

4. Technical Requirements

Require the addition of 4” ducts and running of Single Mode Fiber Optic cabling using multicell fabric innerduct to building 917 from building 1004.

Install 4x4x4 handhole (HH) on west side of building 917. Install 190 ft of 2-way schedule 40 PVC duct from MH C-0006 new HH. Install 20 ft of 2-way duct from new HH into building 917 storage communication room. Install 250 ft of 12 strand SM FOC from building 1004 to Building 917 communication room. Interior CAT 6 wiring must be four pair, 24 American Wire Gauge (AWG), solid copper conductor, CAT 6, Underwriters Laboratories (UL) tested and certified. Cables must be terminated in a 110 style, 48 port, 19-inch, cabinet mounted, CAT 6 patch panel located in the appropriate TR. If cable trays are used, conduits must be extended to and terminated at the cable tray; empty conduit must have pull strings installed. The cable tray/raceway must run above the ceiling, using an independent support structure, and using the most direct route between points. "J" hooks may be used with prior approval from 377 MSG/SC for distribution of wiring. FOC entering the building must terminate in the PTR in a 19” cabinet floor mounted FOC or on a wall mounted patch panel with LC connectors or matching connectors to existing. Install wall locking cabinet in 917 communications room for FODP, CAT 6 PP and network Government Furnished Government Installed (GFGI) switch. Cabinets housing equipment must be seismically braced, IAW local Seismic Standard 4, and have a minimum of 3 feet of clearance along all sides to facilitate equipment installation and maintenance. Cabinets that are placed side by side must maintain the clearance as outlined above, around the row of cabinets. Type 630B-8 wall plate or equivalent, containing a CAT 6 jack must be provided to support a wall mounted telephone in the PTR, other TRs, and all electrical/mechanical rooms. This wall plate must be mounted 60" above the finished floor. New cabinets must have a Power Distribution Unit (PDU) with the following attributes/capabilities:

provide a minimum of 20A to the rack equipment and have a minimum of TEN NEMA L5-20R output receptacles. If designer chooses a horizontal PDU, PDU should be a maximum 1 RU. A dedicated four-gang 115V, 60 Hertz power outlets on separate Ampere (A) circuit with isolated ground must be installed on each wall and placed within equipment cabinets for use to power telecommunication devices. Additionally, a minimum of two-gang, 220-240 VAC 30-Amp power outlet circuit with isolated ground for use in powering uninterruptable power supply (UPS) must also be provided. Depending on customer UPS requirements, additional outlets may be required. Each cable must be dedicated to one device or outlet only and must be terminated on the TR patch panel in accordance with T-568B. Terminate FOC on new 12-port FODP in building 917 and existing FODP in building 1044. Each cable must be dedicated to one device or outlet only. Premise wiring supporting the following networks should utilize the color code identified in Figure 3. *Note- uncommon color wiring may have extensive lead times, purchasing parties should plan accordingly.

Locations for manholes, ducts, and buildings involved can be found in Figures 1 and 2, located at the bottom of this SOW, along with distance estimates where needed, and Comm Spec Guide.

5. TESTING REQUIREMENTS

5.1 General Testing Requirements

The contractor shall perform testing and inspections of all systems solutions to ensure the technical adequacy and accuracy of all work, including reports and other documents required in support of that work. Test all fiber optic cable IAW TIA/EIA 568C using a qualified certification tester. Testing equipment must have passed calibration within five calendar years prior to date of testing.

5.1.1 Test Results

Test results shall be reviewed upon test completion, and a Microsoft compatible soft-copy test result to be provided to the 377 MSG/SC. Project acceptance will be contingent on “pass” results of testing. Where deficiencies of any type are discovered upon testing, the contractor must make all necessary repairs, including replacement, if necessary, at no cost to the government. Test results shall be included with the as-built documentation.

5.1.2 Site Acceptance/Project Completion

Site acceptance and project completion shall be considered as accepted/completed per the Services Summary in this SOW and the successful testing of the installation. Only a Government MFT member shall authorize site acceptance (receipt of a Contractor provided site acceptance form) showing the site agrees that all testing and implementation was successful. Site acceptance is required prior to invoicing.

The Contracting Officer Representative will be the final signatory on the site acceptance form.

The contractor shall notify the Government upon completion of all delivery order tasks. The Government reserves the right to refuse final acceptance until all discrepancies have been resolved to the satisfaction of the Government. The contractor shall prepare a project discrepancy list, report detected issues during meetings, and track all discrepancies until resolved. The Government will review and monitor all discrepancies and deliverables. The discrepancy list shall include any problem(s) detected and identified during the upgrade. The contractor shall retain a history of discrepancies. Problems identified during the upgrade period shall be documented, provided to the Government, and corrected prior to final acceptance.

Site acceptance shall conclude upon successful installation, commissioning, connecting, and testing of the system, and receipt of all deliverables. The contractor’s task completion form or an AFTO_747 shall be used to document this completion. The document shall be forwarded through the SOW manager for approval prior to base signature. Invoices shall be submitted no later than 10 business days after site acceptance.

5.1.3 Final Invoice

The COR shall complete and authorize the final invoice upon receipt of the receiving report in Wide Area Workflow. The COR shall validate the receipt of all CDRLs prior to authorizing the final invoice.

Once site finalize project acceptance then that site can be invoiced. Each contract CLIN shall be invoiced separately at project completion. Milestone based billing will not be accepted.

6. LOGISTICS SUPPORT

6.1 Warranty

Warranty period shall begin upon site acceptance (reference paragraph 5.1.2 of this SOW). The contractor shall provide post cut services and warranty support for workmanship deficiencies and equipment installed for a period of a twelve-month (12) warranty or manufacturer’s standard commercial warranty, whichever is longer. The contractor shall provide written procedures and required information (24/7 contact number) for sustainment and warranty services prior to cutover in the site acceptance form or as an attachment to the site acceptance form. This information shall include, but is not limited to, written confirmation of the warranty period and phone numbers and contact information/procedures for technical support, troubleshooting assistance, and replacement of faulty cards/equipment. The contractor shall notify the sites Program Manager or COR ninety (90) days prior to warranty expiration.

6.2 Packaging, Handling, Storage, and Transportation.

The contractor shall be responsible for packaging, handling, storage, transportation, staging, and deployment of any equipment and materials provided as part of this SOW. The contractor shall be responsible for the removal and disposal of items installed/replaced under this installation and shall comply with all applicable industry rules and regulations. Any equipment removal and/or disposal shall be coordinated with a designated official at the host base communications squadron.

6.4 Equipment Removal

Contractor shall be responsible to decommission and remove all wiring, equipment and associated hardware identified by the Government or site survey. Removal of the equipment must be coordinated prior to cut-over with the local CS and/or CE to ensure that the equipment is packaged/palletized for ease of transport to the base Defense Reutilization Marketing Office (DRMO) before completion of the project.

Contractor shall be responsible for decommissioning and palletizing equipment. Base ADPE (Automated Data Processing Equipment) custodians of said equipment will be responsible for the paperwork and transportation of items for DRMO.

6.4.1 Operational Security (OPSEC)

The Contractor’s Management will ensure that all employees, to include any sub-contractor employees, performing work on this effort receive an Operations Security (OPSEC) Awareness Briefing/Training prior to starting work on this effort and the briefing/training must be accomplished prior to entering the work site on day one of the work effort. The government (i.e., Contracting Officer, Unit Security Assistant, Unit OPSEC Coordinator, or 377 Air Base Wing OPSEC/Signature Manager (377 ABW/SMO), can provide a tailored lesson plan for use by the Contractor’s Management to ensure training requirements are met. It is critical that contractor employees fully understand the importance of not discussing work details associated with this work effort, such as: actions or activities observed, the statement of work, as-built or other drawings, etc., in public or outside of the worksite. The Contractor’s Management will track all training by employee name and date the training was provided using a spreadsheet or similar document, such as a sign-in roster, and provide a copy to the assigned Contracting Officer.
