CONSTRUCTION STATEMENT OF WORK
FOR
REPAIR MUNS HAUL ROAD AND BRIDGE PRIMARY ROUTE

1.0 SCOPE
This Statement of Work (SOW) defines the scope for this project.
This project will repair paving improvements to the Primary MUNS Haul Route between Pad 5 and the KUMMSC Topside Facility on the east side of KAFB. Repairs shall include sealing all minor cracks with joint sealant. More significant cracks shall be routed and cleaned and then sealed. Application of a seal-coat to all asphalt surfaces. Project includes re-striping of both shoulders with high-reflectivity paint, minor asphalt concrete repairs along roadway shoulders, and minor concrete repairs to concrete box culvert and concrete approach slabs. All work shall be according to City of Albuquerque Standard Specification for Public Works Construction, most recent edition.
The contractor shall provide all labor, materials and equipment as required for a complete construction project.
Descriptions of the project are provided solely for the purpose of revealing the general nature of the work involved. The place of performance shall be Kirtland Air Force Base (KAFB), New
Mexico (NM).
2.0 SCHEDULE
2.1 DELIVERY SCHEDULE:

*Due to the sensitive location of the site, the Contractor may encounter delays to accommodate mission and exercise activity. If such delays occur, it is the responsibility of the contractor to document such delays and notify the Contracting Officer within 10 calendar days.
3.0 CONSTRUCTION
3.1 PROJECT COORDINATION
3.1.1 All work shall be coordinated with the User and KAFB Civil Engineering (CE) through the Contracting Officer.
3.2 Interference. The least interference possible to the normal activities in the remaining areas of the facility and the neighboring facilities, surrounding streets and parking areas shall be accomplished.
3.3 OWNER OCCUPANCY. The project shall be coordinated with the User to minimize conflict and to facilitate User's operations.
3.4 STAGING, STORAGE AND PARKING
3.4.1 Construction staging and storage shall be determined during the construction phase if not noted otherwise in the contract documents. Materials for this project shall be stored as determined in the pre-construction meeting.
3.4.2 Parking shall be only in designated parking spaces. Parking is not allowed on sidewalks or grass areas.
3.4.3 Construction shall not commence without prior coordination with the User.
3.5 AVAILABILITY OF SITE.
3.5.1 Work days are defined as 8-hour duty days of Monday through Friday, excluding Federal holidays.
3.5.2 Normal hours of operation are 7:00 AM to 4:00 PM. Project will be accomplished during normal working hours, unless specifically required by the Government, or requested by the Contractor and approved by the Government as such in the contract.
3.5.3 Holidays. The following holidays are observed and are not considered duty days: New
Year’s Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Independence
Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.
3.5.4 Work is in a sensitive area. The Contractor may be required to stop work on occasion during normal working hours. Contractor is to notify the PM and Contracting of any delays. Compensation will be determined on a case-by case basis.
3.6 SITE PROTECTION, CLEANUP, AND DIFFERING SITE CONDITIONS
3.6.1 Site Maintenance and Cleanup. Contractor shall ensure that all adjacent property, buildings and contents are protected from dust, dirt, runoff, debris, and other damages resulting from project activities. This shall include ensuring the project site is wetted down to settle dust and debris.
3.6.2 Replace or repair. Contractor will replace or repair all existing adjacent finished surfaces, utilities, equipment, products, vegetation, and structures or parts thereof that have been damaged or removed to perform the work.
3.6.3 Cleanup. Contractor shall ensure that all non-recyclable trash, debris, refuse, garbage, etc. is taken off base and disposed of in a safe and legal manner. All recyclable and non-recyclable materials shall be removed from the site daily.
3.6.4 Final cleanup. Contractor shall ensure that the project site is completely clean before the project final walk-through. All new materials shall be properly cleaned and shall be free of scuffs, dirt and dust. Areas surrounding the construction site shall also be cleaned of any dirt or dust.
