About this file
This is a Solicitation Questions & Answers (Q&A) document for federal contract FA930126Q0024 addressing elevator modernization at Building 1020. The document provides official government responses to contractor inquiries regarding solicitation clarifications for an elevator modernization project.
The Q&A addresses technical specifications for both freight and passenger elevators. For cab wall panels and entrance components, passenger elevators require 14-gauge to 16-gauge cold-rolled steel shells with Class A flame-spread rated high-pressure plastic laminates, while freight elevators need heavy-duty 14-gauge to 10-gauge structural/cold-rolled steel with prime-painted or baked enamel finishes. Cab flooring specifications include minimum 14-gauge structural steel/cold-rolled steel platforms for passengers and heavy structural steel platforms for freight, with top finish materials ranging from slip-resistant commercial tile to heavy-gauge diamond/checkered steel plate. Both elevators must feature stainless steel handrails for passengers and heavy steel bumper rails for freight, along with appropriate door systems—horizontal sliding doors for passengers and vertical lifting counterbalanced gates for freight. The freight elevator has a 15,000 lb capacity at 45 FPM travel speed with a 12.625" jack (no PVC), while the passenger elevator operates at 2,000 lb capacity, 125 FPM, with a 6.5" piston. Both elevators service 4 stops, with the freight elevator having front and rear openings only on the 1st floor. The modernization package requires compliance with ASME 17.1, CSA B44, UFC 3-490-06, UFGS standards, and EM 385-1-1, with all new controllers utilizing open-license software rather than proprietary systems. The document includes legacy construction drawings and equipment outlines showing original 1980 Westinghouse installations with 2003 controls requiring full modernization to current code standards.

The only tie into the elevator from the fire alarm panel would be the required relay code in case of a fire.
The fire alarm panel is currently offline and may not control the elevator at this time. The Contractor will be responsible for supplying all input wiring to FACP control devices (i.e. wire to existing relays) and ensuring the proper signals can be sent from the relay.
Any software integration/programming of the FACP is a separate construction project for the future in its entirety.
Question 10:
Q: Is the passenger being fully modernized or just the new Car Door and New Car Operating Panel?
Both the Passenger and Freight Elevator shall be fully modernized.
Refer to REFERNCES Section of the SOW. In this section, it stipulates that the elevators will be modernized to meet the codes and specifications of:
ASME 17.1
CSA B44
UFC 3-490-06 Elevators, with Change 1 UFGS 14 24 13 Hydraulic Freight Elevators UFGS 14 24 23 Hydraulic Passenger Elevators EM 385-1-1 USACE Safety and Health Requirements Edwards Base Design Standard (available upon request) Air Force Instruction (AFI) Code of Federal Regulation (CFR) Other Federal, State and Local codes and regulations not listed above.
Note: In the event of conflict between References and/or Applicable Military Criteria, the most stringent requirement shall apply, unless otherwise specifically noted in RFP

Question 11.
Q: Does the modernization package for the Freight Elevator include Interior and Cylinder Plunger Assembly?
Any work that is necessary to ensure that the Interior and Cylinder Plunger Assembly are compliant with the codes and specifications listed in the REFERNCES Section of the SOW shall be included in the modernization package of the Freight Elevator.
Note: Per ASME 17.1 Cylinder Plunger Assembly is required to have a Casing and PVC Protection Liner (compliant corrosion protection liner, secondary containment, and seal kit)
