About this file
This is a Solicitation Questions & Answers (Q&A) Document for Notice ID FA930126Q0024 addressing an Elevator Modernization project for Building 1020. The document provides official Government responses to contractor inquiries to ensure equal access to clarifications prior to proposal submission.
The solicitation concerns full modernization of two hydraulic elevators—one freight and one passenger—each serving 4 stops. The freight elevator has a 15,000 lb capacity with a 12.625" jack and 45 FPM speed; the passenger elevator has a 2,000 lb capacity with a 6.5" jack and 125 FPM speed. The freight elevator features front openings on all floors and a rear opening on the 1st floor only. Cab wall panels and entrance components must meet distinct specifications for each elevator type: passenger elevators require 14-16 gauge cold-rolled steel shells with Class A flame-spread rated laminates and horizontal sliding doors; freight elevators require heavy-duty 14-10 gauge structural steel with prime-painted or baked enamel finishes and vertical lifting bi-parting counterbalanced gates. Flooring specifications also differ—passenger elevators require slip-resistant commercial porcelain/ceramic tile, luxury vinyl tile, or resilient sheet flooring with specific friction coefficients and fire ratings, while freight elevators require heavy-gauge diamond/checkered steel plate. All new hall fixtures and elevator controllers must utilize open license software with no proprietary integration permitted. The modernization shall fully comply with ASME 17.1, CSA B44, UFC 3-490-06, applicable UFGS standards, EM 385-1-1, Edwards Base Design Standard, Air Force Instruction, CFR, and federal/state/local codes, with the most stringent requirements applying in cases of conflict. The freight elevator modernization includes interior and cylinder plunger assembly work requiring casing and PVC protection liner per ASME 17.1 standards. Supporting legacy construction drawings are provided as reference documents.
