About this file
This document is a Questions and Answers file for federal contract opportunity FA930126Q0005 regarding hood and duct cleaning and maintenance services. The contract will be awarded as a single award IDIQ with no current incumbent.
The Q&A clarifies key requirements and pricing structure for potential bidders. Contractors must furnish all necessary equipment and are responsible for compliance with all applicable safety regulations including OSHA, federal, state, and local laws, with DAFMAN 91-203 taking precedence in case of conflicts. The contractor must provide their own reliable contact number for emergency calls and coordinate service schedules with government points of contact, incorporating facility-specific accessibility hours. Pricing should be submitted per CLIN using unit prices followed by total price per CLIN quantity on the SF1449 form. Routine preventative maintenance tasks for CLINs X001-X004 must be priced as defined in SOW Section 1.2, including bringing all hood surfaces to bare metal during initial service; pre-existing major deficiencies requiring repair rather than cleaning are handled separately as "Over and Above" work under CLIN 0005. The SOW section numbering was corrected to move Government Personnel from Section 1.8 to Section 1.7 without content changes.

Hoods and Ducts FA930126Q0005 Questions and Answers
1. Is there a current incumbent for this effort?
a. No, there is no current contract in place for this requirement.
2. Will this be a single award IDIQ?
a. Yes, this will be a single award IDIQ.
3. During the walk through, "Access hours" and coordination was a topic brought up. Those hours differed from the hours of operation identified in the SOW. Understandably, accessibility and coordination are paramount. Will 1.4.2 Calendar of Service Dates include the "hours of accessibility" as requested by the individual facility stakeholders in the consolidated calendar listing?
a. Yes. While Section 1.4.2 of the SOW specifically mentions "service dates," the overall scheduling process is collaborative. Section 1.4.1 requires the contractor to provide cleaning schedules and coordinate with the Government Point of Contact (GPOC) and Alternate GPOC (AGPOC) to confirm access and resolve conflicts. Many facilities require service after their closing hours. Therefore, the specific service times are a necessary part of the coordinated and finalized schedule. The final schedule provided by the Government to the awarded contractor will include the specific, agreed-upon hours of accessibility for each facility.
4. Telephone service is included in the SOW. Will there be a dedicated DSN made available to the contractor in the event that the GPOC or other government stakeholders need an emergency request as outlined in 1.3.2 Emergency Service Calls?
a. No. The Government provides access to DSN for official outgoing calls only (SOW 2.3). The contractor must provide their own reliable contact number for receiving emergency calls (SOW 3.2.1).
5. Ladder safety, confined spaces, and fall prevention were discussed briefly. Does the government require the contractor to follow local base safety fall prevention, confined spaces and ladder safety practices? If so, can the government please provide local safety practices so the contractor can accurately quote safety levels of effort?
a. Yes. The contractor must comply with all safety regulations cited within the Performance Work Statement. Per Section 3.9, this includes all applicable OSHA, federal, state, and local laws. Furthermore, per Section 3.9.2, your submitted Safety and Health Plan must comply with AFI 91-202. However, you must pay special attention to PWS Section 1.2, which states that in the event of a conflict between any regulations, DAFMAN 91-203, Air Force Consolidated Occupational Safety, Fire, and Health, shall take precedence. It is the contractor's sole responsibility to obtain and ensure compliance with all referenced publications (including NFPA 96, UFC 3-600-01, AFI 91-202, and DAFMAN 91-
203) and to factor these requirements into your proposal. The government will not provide a separate summary of local practices.
6. Over and above shared resources came up in discussion. Will the government entertain supporting the contractor with reasonable GFE requests pertaining to Over and Above tasks? For example, scissor lift or B4 stand that will make over and above maintenance easier and more affordable?
a. No. Per SOW 1.1, the contractor must furnish all necessary equipment.
Government-furnished items do not include equipment like lifts.
7. During the walk through a single major deficiency was identified that is outside of routine maintenance. Does the government consider preexisting major deficiencies "Over and Above" and wish the contractor to quote only routine preventative maintenance level of effort cost?
a. Your proposal should be priced for the routine preventative maintenance tasks as defined in Section 1.2 of the SOW for CLINs X001-X004. Any pre-existing major deficiencies that require actual repair, as opposed to cleaning, will be considered "Over and Above" work and handled through the separate process detailed in SOW Section 1.3.
8. Is it possible to execute an "Over & Above" for a one-time cleaning of the system at South Base Café? It hasn't been serviced in over a year and has significant buildup that a routine cleaning won't effectively address, and this would get it up to code.
a. No. The required standard for every service, including the first, is to "clean all surfaces of hoods to bare metal" as defined in SOW Section 1.2.1.
The purpose of the site walk was to allow all potential bidders to assess the current condition of the facilities. The effort required to bring the South Base Café system to the SOW standard during the initial service must be factored into your firm-fixed-price proposal. This work is considered part of the routine maintenance scope of CLINs X001-X004, not "Over and Above" work of CLIN 0005.
9. How should pricing be quoted?
a. Pricing shall be submitted IAW the instructions within the Addendum to FAR
52.212-1 by providing the unit price per CLIN followed by the total price for each CLIN quantity in the final column of the SF1449.
10. The SOW transitions from Section 1.6 to Section 1.8, please verify whether this is accurate.
a. The SOW has been updated to resolve this discrepency with Section 1.8 Government Personnel being moved to Section 1.7. No content changes have occurred.
