About this file
This document is an Addendum Questions and Answers file for a Chemical Toilet and Septic Tank Services solicitation (Solicitation Number FA9301-25-Q-0014) for an Air Force contract. The solicitation covers chemical toilet rentals, executive trailers, ADA-compliant units, and septic tank services primarily at AF Plant 42. Currently 28 permanent porta potties are in place, with potential for additional units based on testing and program needs. The contract is a renewal of an existing contract (FA9301-21-D-0001), with variable requirements for long-term and short-term trailer rentals, on-call chemical toilets, and monthly septic tank services.
Key details include pricing complexities around executive trailer rentals (3-day events, long-term placements, and special events), with unit pricing to be determined based on variable usage. The government seeks unit pricing for different trailer and toilet types, including ADA-compliant units. Contractors must submit proposals via email, provide past performance information without formal documentation, and understand that base access is not automatic and requires coordination with the Contacting Officer's Representative (COR). The solicitation allows flexibility in unit quantities and emphasizes the need for adaptable service scheduling to meet changing operational requirements.

Chemical Toilet and Septic Tank Services: Addendum Questions
FA9301-25-Q-0014 Page 1 of 6
Offerors Questions Government Answers
1. For Item 0010 in the solicitation, the
Government lists the item as a long-term (30 days or more) rental, but states 1 days as the quantity and unit. Additionally, since 1.6 of the PWS states that the rental of a long-term executive trailer could be 30 days or more, can the Respondent provide unit pricing for a 30 day rental with 4 cleanings during the period, or does the Government want a different frequency and response for this line item?
As the long-term rental is variable, 1 unit was listed in order to determine the unit price to be multiplied by the number of days as the need arises. You may provide a 30-day unit price, but please also provide a per-day value as the PWS states some instances may call for 30 days or more, but not all.
2. Is the solicitation a new requirement set by the government or is this a contract currently being performed that the government is renewing. If this is a renewal, do you have the contract number associated with the old contract?
No. There is currently a contract in place.
FA9301-21-D-0001.
3. Is there a designated or proposed disposal area?
Please see the Performance Work Statement (PWS) page 7.
4. CLIN 0018 states AF Plant 42 On- Call Regular Chemical Toilets. See Appendix 6 of the Performance Work Statement. Can you clarify this scope please. Appendix 6 shows septic vaults which are for pumping.
The correct reference to CLIN 0018 in PWS is 1.5.1 and 1.5.2.
5. Is there an area I can find past contracts for the same services?
Yes, SAM.gov and the Federal Procurement Data System, Next Generation website.
https://www.fpds.gov
6. How many permanent porta pottys are required? The price schedule says 360, but Exhibit A states that there are only 28. Can you please clarify?
Currently, there are 28 permanent porta potties in place. However, the total number can vary depending on the needs of upcoming tests or programs, which may require additional units as outlined in the price schedule.
7. How many adhoc porta potty, hand wash and ada units are requested per month? Exhibit 4 mentions an
Yes, in addition to the event mentioned in Exhibit 4, there are various other requests throughout the month. These include tests, https://www.fpds.gov/
FA9301-25-Q-0014 Page 2 of 6 event, but are there other rentals that happen throughout the month?
morale events, and unforeseen emergencies that require porta potties and hand wash stations to be deployed as needed.
8. Could we have a staging area for the delivery of units?
See paragraph 3.1 Storage area.
9. Is there a dump site available on site?
See paragraph 10 Sewage disposal.
10. Are we allowed on base 24/7? Access to the base 24/7 is not automatically granted. If there is a specific work requirement, coordination will be handled through the COR (Contracting Officer’s Representative) once the task has been vetted, and all credentials are verified. Without this coordination and approval, an escort will be always required.
11. How many restroom trailers are needed throughout the year? Are there any long-term restroom trailer requirements?
The number of restroom trailers needed varies depending on the requested organization. Historically, there has been only one instance where an organization required long-term use of a restroom trailer—for approximately three months during a renovation project, as it was their preferred restroom option.
12. Can we be provided an an overlay map to see the sites for restrooms, handwash, and restroom trailers placements as well?
A site walk can be coordinated to get an overview of the base. However, detailed maps will be provided upon contract award.
13. For restroom cleans, is there any additional check in’s or radio checks once we’re inside the base?
We ask that communication occurs directly between the contractor and the COR assigned to the contract for oversight purposes. The COR acts as the eyes and ears for the Contracting Officer, ensuring proper coordination and monitoring throughout the work.
Additionally, per the PWS Section 1.8 Schedules, the Contractor shall provide a written service schedule reflecting the permanent workload requirements in Appendix 3. The COR will provide a list of current on-call equipment needed for chemical toilets, hand wash stations, FA9301-25-Q-0014 Page 3 of 6 septic tank service, and monthly septic tanks. This schedule must be delivered to the COR five (5) days prior to the contract start. The Contractor shall coordinate with the COR prior to making any schedule changes and provide updated monthly schedules, if needed, no later than the 5th day of each month for the remainder of the contract period.
14. What is your preferred method for receiving proposals?
Please submit your response via email to suzanna.kussman@us.af.mil and stacey.stuart@us.af.mil as instructed in the solicitation
15. Regarding the price schedule for CLINs 0009, 1009, 2009, 3009, and 4009, I would appreciate clarification on the following:
a. •Should the Unit Price reflect the cost of one Executive Trailer for three days, and the Amount reflect the total cost for three trailers over the same period?
b. •Alternatively, should these columns be left blank, given that Appendix 5 states pricing will be negotiated upon order?
c. Is Appendix 5 required to be completed and submitted with the bid OR is it just for reference for the bidding contractors and will only be completed upon request by the COR or CO as needed when the contract is in place?
d. If Appendix 5 is required to be completed and submitted with the solicitation response, should the Total
a) Unit Price should reflect the 1-day price of the Executive Trailer, and the Amount should reflect the total for the quantity of 3.
b) Please provide a value for these columns to assist in our determination.
c) Appendix 5 should not be completed/submitted at this time.
Additionally, Appendix 5 is for Long Term Rental of Executive Trailers per CLIN(s) X010. The X009 CLINs have been updated to refer to Sections 1.5.14 and 1.5.15.

Cost line from Appendix 5 be entered into the Unit Price and Amount columns for each of the CLINs mentioned above?
e. Also, if Appendix 5 is required to be completed and submitted with the solicitation response, what duration should be quoted in Appendix 5 for Executive Trailer Rental (3 Days)?
16. Regarding the price schedule for CLINs 0010, 1010, 2010, 3010, and 4010, I would appreciate clarification on the following:
a. The Unit column currently lists “days” rather than “each.” Does this imply that the Unit Price should reflect the cost per day for one Executive Trailer, or for three Executive Trailers as referenced elsewhere?
b. If the Unit Price is intended to reflect a daily rate, how many days should be included in the pricing per unit?
c. Alternatively, should the Unit Price and Amount columns on the Pricing Schedule be left blank for these CLINs, given that Appendix 5 states pricing will be negotiated upon order?
d. Is Appendix 5 required to be completed and submitted with the bid or is it just for reference for the bidding
a) Unit Price/Amount should reflect the 1-day price of the Executive Trailers as the quantity for long-term rentals will be variable
b) Please use a Quantity of 1 as listed.
c) Please provide a value for these columns. The pricing to be negotiated reflects the variable number of days a trailer may be required.
d) Appendix 5 should not be completed/submitted at this time. It is for reference of what will be utilized when the contract is in place and the need arises.

e. If Appendix 5 is required to be completed and submitted with the solicitation response, should the Total Cost line from Appendix 5 be entered into the Unit Price and Amount columns for each of the CLINs mentioned above?
f. Lastly, if Appendix 5 is required to be completed and submitted with the solicitation response, what duration should be quoted in Appendix 5 for Executive Trailer Rental (Long Term) and does that mean we would complete and submit
(2) separate Appendix 5 forms (one for Executive Trailer Rental (Long Term) and one for Executive Trailer Rental (3 Days)?
17. In previous solicitations for this contract, Attachment 7 – Performance Information Form (PIF) and Attachment 3 – Past Performance Questionnaire were included as part of the required documentation. However, these attachments are not present in the current solicitation.
a. Can you please confirm whether offerors should now provide past performance
a) Confirming there is no formal past performance document to complete.
Please provide the past performance information that is deemed to be most relevant and aligned with the requirements/instructions as you see fit to reflect capability.
FA9301-25-Q-0014 Page 6 of 6 information directly within the body of Volume III?
Additionally, does the absence of these attachments indicate that we are not required to complete a PIF or distribute questionnaires to the referenced customers or agencies listed to support our past performance?
18. Should a different section of the PWS be referenced if paragraph
1.6.2 is for ADA trailers vs. ADA portable toilets to ensure the correct pricing is provided?
Yes, a different section of the PWS should be referenced for ADA portable toilet pricing. While the PWS doesn't include a specific paragraph dedicated to ADA portable toilets, they are considered chemical toilets and therefore should be priced according to PWS Para 1.5 – 1.5.12.
PWS Para 1.6.2 applies specifically to ADA-compliant trailers, which are distinct units used primarily for special events, and are not relevant for standard on-call ADA portable toilet service. The Model Contract CLINs X004, X005, X016 have been updated to reflect this.
19. In the description of Executive Trailers, PWS paragraph 1.5.14 describes a configuration of two sides, each with 2–3 stalls and 1–2 sinks. However, Appendix 5 references Executive Trailers with up to 10 stalls, which suggests a significantly larger footprint and service capacity. If both descriptions are valid, requesting clarification on which configuration is intended for each use case— specifically the 3-day events, long-term placements, and the Open House/Airshow
As provided in the CLIN structure/PWS, the 3-day Event (CLINs X009) and Open House/Airshow (CLINs X007) would be IAW 1.5.13-1.5.15. The Long-Term Rental (CLINs X0010) would be IAW everything under
PWS 1.6.
