Solicitation #FA9301-23-Q-0013 Page 1 of 4
# Questions Answers 1 What is being removed? Just the three carts, and if not what else?
Only what is attached to the Train Carts, to include the rails and wooden rail-ties on the ground under the carts, the HVAC on the North Side and the one in-between the two passenger carts, the wooden stairways on the North/West side, the concrete/brick stairs on the South Side, the aluminum hand rails/ramps on the South side, etc. For more details, photos have been added to this solicitation via Amendment #2.
2 Can the train be dismantled on site? Yes, so long as in the process the site is contained and they are dismantled via DOT transportation laws, as well as proper asbestos/lead containment practices.
3 Can a Range Finder be used? Yes, so long as it is facing North (i.e., away from the flightline and runway), and if an aircraft is not flying in the same line of sight as the range finder is being aimed/used.
4 Will the electricity/water/utilities be shut off?
Yes, all water and electricity will be turned off.
5 Will the grease trap piping stay or is it to be removed too? i.e., the three manholes to the North/West side on the ground that are marked “Interceptors”?
The pipping is not connected to the Train Carts.
The removal of these items is NOT required, they will remain.
6 Will the HVAC units need to be disposed of as well?
Yes, the HVAC units are included and will need to be properly disposed of. There is one on the North side and one in-between the passenger carts.

7 Was asbestos/lead “hot” inside and out?
Yes. The asbestos/lead reports have been added to the solicitation for your reference via Amendment #2. For all intents and purposes, consider the inside and outside of the carts to be “hot.”
8 What do the different train carts weigh?
The Government is not certain of the weight of each train cart. However, in our research it was noted that any 6-axil cart is considered “very heavy.” Note that there are two 6-axil carts and one caboose.
9 Is the Government directing that the carts be disposed of at a certain site?
No, so long as the winning contractor disposes of the carts at an approved site for items containing asbestos/lead, as directed in the Statement of Work posted on the original Combined Synopsis/Solicitation.
10 Can the Government confirm that there are or are not any under-ground water/sewer/etc. lines in the parking lot to the South of the carts?
This is vital for our planning and positioning of equipment in the removal process.
See below (after the last question and answer) for drawing of location of utility line.
11 Is the winning contractor for this effort permitted to “keep” the caboose as opposed to disposing of it?
No, all carts must be disposed of IAW local, state and federal regulations. The winning offeror is not permitted to keep the caboose.
12 Please provide us with the weight of each individual train cart, so the contractor knows what type of Crane to utilize for removal.
No information available. See Question/Answer #8 above.
