Ramp 7 which is to the north of Hanger 1600 is where the majority of the aircraft serviced on the contract will be parked.
2 Will the winning offeror be escorted on the flightline throughout the life of the contract?
No, the winning offeror will be permitted to drive on the flightline unescorted so long as they have taken and passed the flightline driving training/test. For more information refer to the Performance Work Statement (PWS) Section 4.10.13
3 Will the winning offeror ever have to cross the runway? No, there will never be a requirement to cross the runway.
4 Is there special lighting required on the vehicles that will be operated on the flightline?
No, so long as the vehicle is equipped with normal functional headlights that would be deemed safe while driving on a normal road during the night.
5 Are all aircraft that will be serviced on the contract Air Force assets?
No. Transient aircraft is discussed in the PWS 1.5.11. While most of the aircraft are Air Force assets, some are transient aircraft. Many situations would cause this, for example aircraft may be required to stop on Edwards AFB for fuel, an emergency, weather, etc. Some aircraft may even be foreign owned, or even civilian aircraft.
6 Is the main ramp to the south of Hanger 1600 ever used?
What about 1600 itself?

Yes, the contractor parks his pump truck on the flight line.

16 Please provide the largest aircraft tank that would be required to be serviced so that a proposing company can determine if their pump truck is sufficient.
