Q&A - 812 CES Fire Department Public Announcement System Installation & Maintenance Page 1 of 3 Solicitation # FA9301-22-Q-0023, Posted on Solicitation Amendment #2

Note: The subject solicitation allowed for potential offerors to submit questions to the Government by 03 June 2022 at 4:00PM PST. This document encompasses those questions received and the Governments formal response. It is the offerors responsibility to ensure that the information provided herein is utilized in providing a formal quote to this solicitation.

# Offerors Question Government Answer 1 What are the total number of buildings this requirement encompasses?

There are a total of six (6) buildings, Fire Stations #1-5, and the Headquarters Building which is also referred to as Fire Station #6

2 Can you list the buildings by station # and building #?

Solicitation Amendment #1 Attachment has this information also. HIGHLY suggest that offerors refer to that document.

Station #1 is Building #1223 Station #2 is Building #5560 Station #3 is Building #250 Station #4 is Building #8730 Station #5 is Building #4456 Station #6 is Building #2860

3 Are all of the buildings in as good of condition as Fire Station #1?

No, Fire Station #1 is a new building constructed over the last few years. As such, all other buildings are considerably older and in worse shape.

4 Section 1.2 on page 2 of the Statement of Work (SOW) provided within the solicitation references Unified Facilities Criteria (UFC) 4-740-10. Can the Government validate that is the UFC you require us to abide by?

This question was also asked at the Site Visit and the Government determined the UFC within the SOW was NOT correct. Be advised, the correct UFC to be used shall be UFC 4-730-10 for Fire Stations.

5 If existing speaker placement is not in accordance with the UFC, what does the Government require of us to propose?

If existing speakers placement in Fire Stations #2-6 doesn’t meet the UFC, it’s your responsibility to ensure that the newly installed speakers do.

Furthermore, it is your responsibility to annotate within your quote what existing speaker(s) placement in each station did not meet the UFC and thus where your company would install the new speaker(s) to be in accordance with the UFC. Fire Station #1 has no current external speakers, thus for that station you are to ensure that the placement of the new speakers, as annotated in Solicitation Amendment #1 Attachment, also meets the UFC.

Q&A - 812 CES Fire Department Public Announcement System Installation & Maintenance Page 2 of 3

6 To ensure we did not misunderstand, there are zero modifications or speaker replacements needed on the interior of Fire Station #1, it is only exterior speakers needed? Our only interior requirement is to ensure the functionality of the system, to include multiple inputs coming into the system from the tower into the PA room, functionality with the Dispatch Room, etc., is that correct?

Correct. Fire Station #1 only requires new external speakers to be placed, with placement noted by the Government in Solicitation Amendment #1 Attachment. Your assumption about the interior requirement is also correct. Please note, however, just because there are only exterior speaker install requirements for Fire Station #1, does not mean that the entire station will not need to be included in the Maintenance portion of the contract. Fire Stations 1-6 will ALL need to be accounted for in your quote pertaining to the anticipated Maintenance for out years of the contract, as required.

7 For Fire Station #1 new external speakers, would the Government require us to run the wiring within the walls or is external conduit allowed?

Running wiring through the walls is preferred. If not able to do the CMU or building utilities in the way, exterior conduit and wiring can be used but shall be marked to show that it is PA wiring.

8 Can the Government provide as builds for the 6 different buildings?

Solicitation Amendment #1 Attachment provided different pictures and some more specific information for Station #1 only. Within that Amendment Attachment the Government requested that offerors please make it known they need more specific information for all buildings. Given no contractor requested more specifics than what was provided in that amendment, that is all that will be provided. If this will impact your quote, or not allow you to quote accurately, you are advised to contact the POCs identified within the solicitation

IMMEDIATELY.

9 What Fire Stations were physically seen at the Site Visit on 25 May 2022?

We started at Fire Station #1, then went to Fire Station #5, then #6 and lastly #2.

10 Given we did not get to see every Fire Station, how can we accurately propose on this effort?

Fire Stations #2-5 should be assumed to be in the same conditions with regards to age of buildings and also age of existing equipment. As noted in the Site Visit and in Solicitation Amendment #1 Attachment, it should be assumed that all existing speakers will need to be replaced, as well as the existing PA system (i.e. amps, etc.). Therefore, although you did not see every station, Solicitation Amendment #1 Attachment provided enough information to be able to reasonably provide a quote. If you need more information to provide a quote, please notify us immediately.

11 The “PA” system for each of Fire Stations #2-6 were in specific rooms. It is not the Governments intent to relocate any of them to any other room(s), correct?

Correct, it is not the Governments intent to relocate the PA systems in any of the Fire Stations to any other rooms. As noted on the pictures provided in Solicitation Amendment #1 Attachment, the room marked “PA” for each Fire Station will be where the new equipment your company will propose will reside. No changing of any rooms.

12 While visiting Fire Station #6 Headquarters Building, the Government noted this is the secondary dispatch location (was room #12) for if the primary dispatch room in Fire Station #1 is not accessible or becomes inoperable. Do these two dispatch locations work in tandem, or is it a “switch” where only one will work at a time?

The two dispatch locations work in tandem. There is no switch for functionality, meaning what is coming into one is also coming into the other at the same time. Typically, only the main dispatch location (i.e., with Fire Station #1) is manned at any given point, but both should be operable at the same time with no issues. It is your company’s responsibility to ensure that transpires, that both locations get the same inputs at the same time at any given moment, allowing for both locations need to be manned at the same time if needed.

13 While visiting Fire Station #6 Headquarters Building, Room #15 was shown as the main bunk room. The Government identified that the main room, as well as the sleeping quarters and bathroom will need speakers. Is that correct?

Correct. That room is anticipated to need speakers in those three areas; however, it is your responsibility to ensure compliance with UFC 4- 730-10 with regards to that room and any other bunk areas in this building.

14 Are there any requirements for external speakers at Fire Station #6 Headquarters Building?

No. As noted on Solicitation Amendment #1 Attachment for Fire Station #6 Building #2860, there are no requirements for external speakers at this building, nor are there currently any external speaks.

15 While visiting Fire Station #2, it was identified that the Gym on the north side of the building used to be a fire truck bay but was converted.

There is not currently speakers within this room, correct? If not, is that required?

You are correct, there is not currently speakers in that Gym area. Solicitation Amendment #1 Attachment has a red dot within that room, but that is a mistake. There is currently NO speaker(s) in that room nor is there wiring ran for any. It is your responsibility to ensure compliance with the UFC, but it is our assumption that a speaker(s) would be required in that room, and thus wiring would need to be ran.

16 At the Site Visit the term “offerors” was used.

Can the Government please clarify what is meant by that term?

“Offeror” refers to any company that is interested in this requirement and thus will provide a quote, or offer, to meet the Government’s needs. Note that “Quote” and “Proposal” are one in the same, also.

The Government hereby extends the due date for receipt of offerors quotes to 17 June 2022 @4PM PST.
