This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ). This solicitation uses the simplified acquisition procedures contained in FAR Part 13. All responsible sources may submit a firm-fixed price (FFP) quote with shall be considered by the agency.

The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-06, DFARS Change Notice (DCN) 20200408 and AFFARSs AFAC 2019-1001.

This acquisition is a 100% Small Business Set-Aside. For this acquisition, a concern will be considered small under NAICS 484210 with a size standard of $30,000,000.00.

The Air Force Test Center (AFTC), 412 MXG/MXOLS, Edwards AFB, CA requires services to transport Calibration Equipment from B1450 to B1600 in support of new flooring to be installed in the Precision Measurement Equipment Laboratory (PMEL). The contractor shall provide all supervision, labor, equipment, and materials necessary to perform all operations as spelled out in the Statement of Work (SOW), (see attachment 1), Dated 04 May 2020.

Period of Performance will be estimated to begin: 27 July 2020 to 31 August 2020.

Vendors shall follow this specific format in their quotations that are provided in the following CLIN items:

CLIN 0001 Relocating the equipment at B1450 in support of the new flooring project at building 1450. The work to be accomplished includes but is not limited to the following: General Labor and Heavy Equipment Operations

Interested parties who believe they can meet the requirements described in this synopsis are invited to submit in writing a complete quote, including delivery FOB destination (Edwards AFB, CA 93524). Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis/solicitation.

The government will be evaluating quotes IAW FAR 52.212-2 - Evaluation --Commercial Items (OCT 2018).

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

i. Price

ii. Technical capability of the offer to meet the Government requirement

Only the Lowest Priced, Technically Acceptable (LPTA) offeror will be awarded.
