Combined Synopsis/Solicitation – Solicitation # FA930120R0009
This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR
12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. Quotes are being requested and an additional written solicitation will not be issued. This is a request for quotation (RFQ). All responsible sources may submit a firm-fixed price (FFP) quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) and Supplements, Federal Acquisition Circular (FAC) 2020-06, AFAC 2019-1001 and DFARs Change Notice (DPN) 20200408.
This acquisition is a 100% Small Business Set-Aside. For this acquisition, a concern will be considered small under NAICS is 484210 with a business size of $27,500,000.00 or less.
The Air Force Test Center (AFTC) Contracting Directorate, at Edwards AFB, CA is seeking services to obtain potential sources capable of providing the relocating the equipment at B1450 in support of the new flooring project at building 1450. The work to be accomplished includes but is not limited to the following: General Labor and Heavy Equipment Operations. This requirement for the contractor to provide labor, equipment and materials to disassembling, relocating, and reassembling Calibration equipment located at the 412TH Maintenance Group of approximately 200 pieces of equipment.
The specifications are outlined in the Statement of Work and are attached to this solicitation.

Interested parties who believe they can meet the requirements described in this synopsis are invited to submit in writing a complete quote, including delivery FOB destination (Edwards AFB, CA 93524). Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis/solicitation.
The government will be evaluating quotes IAW FAR 52.212-2 - Evaluation --Commercial Items (OCT 2018).
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
i. Price
ii. Technical capability of the offer to meet the Government requirement
Only the Lowest Priced, Technically Acceptable (LPTA) offeror will be awarded.
