6. Evaluation and Basis for Award (Addendum to RFO 52.212-2)

6.1 Basis for Contract Award

mailto:brooke.vandeman@us.af.mil

The Government intends to award a single hybrid contract directly to Marine Travelift, Inc.

(dba Shuttlelift) under the authority of 41 U.S.C. 1901. Although competition is restricted, a formal evaluation will be performed to verify technical compliance and price reasonableness.

6.2 Evaluation Factors

The proposal will be evaluated using the following factors:

• Factor 1: Technical Acceptability The proposal must meet all requirements outlined in the Technical Specification Sheet. A rating of "Acceptable" or "Unacceptable" will be assigned. Failure to meet any dimensional, capacity, or sustainment SLA parameters will result in an unacceptable rating.

• Factor 2: Price Reasonableness The determination of price fair and reasonableness will be made in accordance with RFO Part 12. The Contracting Officer will evaluate pricing using commercial catalog comparisons, historical pricing adjustments (referencing the original FY2002 purchase of contract F29651- 02-Q-0524 adjusted for inflation), and a detailed breakdown of the proposed FFP Performance-based Payment Schedule to ensure the Government is protected against front-loading.

7. Contract Clauses

The clauses that apply to this acquisition are provided in Attachment 2, Provisions and Clauses.

8. Proposal Submission Details

• Date and Time for Receipt of Offers: 28 August 2026, at 1400 MST.

• Place of Receipt: Submitted electronically via email to the Point of Contact.
