About this file

This is a Combined Synopsis/Solicitation (RFQ) for a restricted competition gantry crane procurement and sustainment support contract.

The Air Force Test Center at Arnold Air Force Base is soliciting a brand-name Shuttlelift SL200II Gantry Crane procurement and five-year continuous sustainment program directly from Marine Travelift, Inc. (dba Shuttlelift), CAGE code 50963, a small business under NAICS 333923. The solicitation number is FA910126QB069, with a response deadline of 21 August 2026 at 1400 MST, submitted via email to Contracting Officer Brooke Z. Vandeman (brooke.vandeman@us.af.mil). The contract is structured as a hybrid with three contract line items (CLINs): CLIN 0001 is a firm-fixed-price base award for turnkey procurement and commissioning, fully funded at award; CLIN 0002 is a five-year IDIQ/NTE for just-in-time critical spares with a $2,500 minimum guarantee and $50,000 ceiling; CLIN 0003 is a five-year IDIQ/NTE for annual preventive maintenance with an $18,500 minimum guarantee ($18,500 per PM visit) and $92,500 ceiling. The gantry crane must meet specific technical requirements including an inside clear height of 35 feet, inside clear width of 30 feet, and minimum 180-ton lift capacity for transporting concrete target blocks. The restriction to brand-name Shuttlelift equipment is justified to preserve mission continuity and ensure mechanical compatibility with proprietary lifting setups. Delivery, assembly, acceptance testing, and training must be completed within twelve months from contract award at Holloman AFB, New Mexico, on an F.O.B. Destination basis. Offerors must submit proposals in two volumes: a technical proposal confirming compliance with specifications, turn-key services plan, and sustainment SLAs; and a price proposal detailing CLIN 0001 flat-rate costs mapped to seven physical milestones, a five-year fixed-price spare parts catalog, and fully burdened annual PM visit rates. Evaluation will assess technical acceptability against the Technical Specification Sheet and price reasonableness using commercial catalog comparisons and historical pricing adjustments referencing the original FY2002 purchase contract F29651-02-Q-0524 adjusted for inflation. The Defense Priorities and Allocations System (DPAS) rating is DO-C9.

6. Evaluation and Basis for Award (Addendum to RFO 52.212-2)

6.1 Basis for Contract Award

mailto:brooke.vandeman@us.af.mil

The Government intends to award a single hybrid contract directly to Marine Travelift, Inc.

(dba Shuttlelift) under the authority of 41 U.S.C. 1901. Although competition is restricted, a formal evaluation will be performed to verify technical compliance and price reasonableness.

The Contracting Officer will evaluate pricing using commercial catalog comparisons, historical pricing adjustments (referencing the original FY2002 purchase of contract F29651- 02-Q-0524 adjusted for inflation), and a detailed breakdown of the proposed FFP Performance-based Payment Schedule to ensure the Government is protected against front-loading.
