Concrete Target Fabrication (FA910124QB049) Q&A Version 2 – 6 Sept 2024
Question 1: The Government’s intent is to award an indefinite delivery/indefinite quantity contract to a maximum of two potential vendors.
• Answer: Correct
Question 2: During the course of the contract, as your needs develop and something in the range of three times a year (verify), you will develop your current requirements and have only these two pre-approved vendors bid against each other on each current task order.
• Answer: Orders will be issued as required and can vary greatly. Only those awarded the IDIQs will be eligible to compete for the Delivery Orders (DO).
Question 3: The total award over the 5-year contract period, including both pre-approved vendors, is limited to $6,000,000.00.
• Answer: Correct
Question 4: The current expiring contract, over the five-year award period, was for a total value of $4,978.083.97, which included somewhere in the vicinity of 13-15 total targets per year or somewhere in the vicinity of a total of 75 blocks contract overall.
• Answer: Target quantity varies greatly. There were a total of 17 DOs on the previous contract, but target quantities per order range from one to ten or more depending on need.
Question 5: The current molds, all on-site equipment and facilities are not the property of the Government and are assumed to be abandoned by previous contractors or the property of the current awardee. This includes all on-site lifting equipment, loading equipment and related items.
• Answer: Vendors are responsible for providing all necessary equipment. The Government will move constructed targets with a specialized crane. No previous vendor equipment will be in place.
Question 6: Per your attachment titled ‘Selected Vendor,’ for purposes of your pricing evaluation of the two potential awardees, you require pricing on one each target type 100, one each target type 101 and two each density tests. A single ‘density test’ requires a lab certified break test conducted at 7 days, 28 days, 56 days and a final ‘day of test.’ This means there will be 4 each total tests required of each of these two first blocks. On this attachment ‘Placement’ means ‘Pour,’ not delivery; that means these first two items would have to be poured on or before 15 Oct 24.
• Answer: Correct on both points.
Question 7: This requirement is a Small Business Set-Aside but not a Service-Disabled Veteran Owned Small Business Set-Aside.
• Answer: Correct.
SITE VISIT Q&A Section:
Question 8: On the RFP, it identifies the DO price and various targets are listed in the Requirements Document. Do the contractors bid on all targets or just the DO?
• Answer: The offer submitted by the contractor should only be on the first DO. The first DO is for two targets and that will be used to determine the lowest price. After that point, the two contractors who are awarded the IDIQ contracts will compete for future DOs. The targets shown in the Requirements Document are only a sample, there are a lot of non-standard targets also.
Question 9: What is the duration of the contract?
• Answer: The Indefinite Delivery/Indefinite Quantity (IDIQ) will be for 5 years.
Question 10: Will the contractors be working side by side?
• Answer: Yes. Space is limited, which is one reason the Government is limiting to two contractors as to have adequate space to complete the work.
Question 11: Does everything need to be move off the worksite/base after work is complete for each DO? Will equipment be shared?
• Answer: Each vendor is responsible to provide their own equipment and supplies to fabricate the targets. There is no limitation on leaving some equipment, however, equipment may need to be moved further back from the test site during testing.
Question 12: The two lowest bidders get the contracts, but does the lowest bidder get the DO for the first set of targets? Is the price locked in? If materials go up, can the price change for future DOs?
• Answer: The two lowest bidders who are determined to be technically acceptable will receive the IDIQ contracts, and the lowest bidder gets the first DO. The technical evaluation will also review pricing to ensure that it is reasonable. The price is not locked in for future DOs. Competing every order allows for price fluctuation, should the material prices change.
Question 13: Will technical acceptability be evaluated for each DO?
• Answer: Technical acceptability is determined at IDIQ level. Once the contract is awarded, the Government considers the selected vendors to be technically capable. It will only be the cost of the DO that will be considered unless issues arise.
Question 14: May there be times when access to the site will be restricted?
• Answer: Yes, as stated in the Requirements Document (Section 4.2), we are a live test range, and a portion of the High-Speed Test Track is on White Sand Missile Range (WSMR).
Access to the site may be limited at times as explained in the Requirements Document.
Question 15: Can the concrete come from only one place and only they can know the formula?
• Answer: It is the vendors decision on what company provides the concrete. The Government will provide the formula. The vendor must be able to comply with the formula.
Question 16: If the worksite gets shutdown but the concrete is ready, as in on its way to be poured, how does the contractor handle that?
• Answer: The vendor must coordinate with the Government Program Manager for scheduling prior to delivery to avoid potential conflicts.
Question 17: From the time a DO is issued, what is the timeframe to allow pricing and award.
• Answer: This will be determined at the time the DO is issued.
Question 18: Will each DO have a lead time for certain materials?
• Answer: DOs will have a pour date and a density testing timeline. If a vendor cannot meet that date, they would not receive the DO.
Question 19: Are there other access points to the worksite?
• Answer: There is a gate on the North side of the Base, but it is only opened at specific times.
Question 20: Is the vendor responsible to provide portable restrooms?
• Answer: There are currently two on site which may be used by the vendor if available, but per the Requirements Document (Section 4.6), the Government is not obligated to provide restroom facilities.
Question 21: How soon will the government be awarding the contracts?
• Answer: As soon as possible. The placement date for the first DO was extended to 15 Nov 24 to provide more time for execution after award notification.
Question 22: Are there any vertical limitations for equipment? If the contractor wanted to use a Concrete pump, is there a limit on how tall it can be?
• Answer: There are no specific limitations.
Question 23: Would there be designated areas for the contractors to have separate worksites and equipment?
• Answer: The current plan is to have the two contractors in separate work areas in the same general vicinity.
Question 24: Can you provide a list of the vendors who attended the site visit?
• Answer: The list is posted at SAM.gov.
