CONCRETE TARGET FABRICATION

EVALUATION PLAN

1. GENERAL INFORMATION

a. Basis for Contract Award It is the Government’s intention to award without discussions. Offerors are encouraged to present the best technical proposal and price in the proposal submission. Should the Contracting Officer (CO) determine discussions are necessary, the Government reserves the right to hold them. The competitive range may be limited for purposes of efficiency.

The Government intends to award two (2) firm-fixed-priced (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) requirements contracts with an ordering period of five (5) years resulting from this request. The contract ceiling shall not exceed $6,000,000.00 over the ordering period. The awards will go to the responsible offerors, whose offer conforming to the solicitation, is determined to be technically acceptable with the lowest evaluated price as described below.

b. Number of Contracts to be Awarded. The Government intends to award two (2) Five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contracts and follow-on Delivery Orders (DO) but reserves the right to make no award.

c. Award of Post-Award Conference. All Offerors who are awarded a basic contract as a result of this solicitation will be awarded a post-award conference in the FFP amount of $1,000.00 to meet the minimum guaranteed amount at the time of award. The post-award conference price of $1,000.00 shall be included in the total evaluated price assessment.

d. Award of Seed Project (DO 01). Of the Offerors who are awarded a basic contract as a result of this solicitation, the Offeror with the lowest total evaluated price (TEP) will be awarded the Seed Project.

2. EVALUATION FACTORS

The following evaluation factors will be used to evaluate each proposal.

Factor 1: Technical Acceptability Factor 2: Price

a. Factor 1: Technical Acceptability. The technical rating provides an assessment of the offeror’s solution for meeting the Government’s requirements.

The Offeror's technical proposal narrative shall not exceed 10 pages in length. Text for all narrative shall be single-spaced, on an 8 ½ x 11 sheet with a minimum one-inch margin all around. Font shall be no less than Times New Roman 11 pt. Graphics, charts, tables, and pictures, while not subject to the same font requirement, shall be legible and easy to read. Pages shall be numbered consecutively.

A page printed on both sides will count as two (2) pages. Fold out pages, 11 x 17, may be used for tables, charts, graphs, or pictures (but not text) that cannot be legibly presented on an 8 ½ x 11 sheet. A fold out page will count as one page. All proposal information shall be submitted in either MS Word or PDF. The proposal shall be submitted with a cover/transmittal letter on company letterhead that includes the company name, address, and a specific point of contact. The cover letter, title page, any table of contents, and any glossary/acronym list (if necessary) are not included in the total page count of the volume.

a.1. Technical Acceptability Evaluation Factor 1: The Offeror's technical proposal narrative shall demonstrate an understanding of all fabrication efforts to be performed in accordance with the Requirements Document. This shall include proposed worksite equipment and identifying a proposed equipment inventory, with delineations between rented and owned equipment.

a.2. Technical Acceptability Evaluation Factor 2: The offeror's submitted documentation shall clearly demonstrate their capability and previous experience with concrete form fabrication and managing large orders and pours of concrete. To be technically acceptable for Evaluation Factor 2 offerors must demonstrate previous experience working with high strength (≥11,000 PSI) and standard strength (<11,000 PSI) concrete, managing large (at least 800 cubic yards) orders and pours of concrete, and working with, bending, and forming large diameter (#10 or greater) rebar with tight spacing (~6 in. on center). Submit previous experience examples for up to three (3) projects that you consider most relevant in demonstrating your ability to perform the proposed effort.

Each Technical Acceptability Evaluation Factor will receive one of the color ratings described in Table 1 – Technical Ratings (adjectival color shown) depicting how each technical proposal will be rated.

Offerors are advised that sources of existing information available to the Government including, but not limited to, the Contractor Performance Assessment Reporting System (CPARS) Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; questionnaire responses from Program Managers and Contracting Officers, the Defense Contract Management Agency (DCMA), and commercial sources may be utilized to review recent and relevant past experience. The Government may use past experience information obtained from sources other than those identified by the offeror. The Government reserves the right to use or not use past experience information submitted by the offeror based on whether or not adequate recorded past experience information is available in its Federal databases.

Green Acceptable Technical proposal meets or exceeds all requirements and the Technical Acceptability Evaluation Factors listed above.

Red Unacceptable Technical proposal does not meet requirements and the Technical Acceptability Evaluation Factors listed above. It has an inadequate approach and/or inadequate understanding of the requirements. Proposal is non-awardable.

b. Factor 2: Price

The Government will evaluate the offeror’s price for completeness and price reasonableness.

Proposals will not be scored, ranked, nor rated.

b.1. The offeror’s price proposal will be evaluated for award purposes, based upon the Total Evaluated Price (TEP) proposed to include all CLINs. The TEP calculation is addressed below.

CLIN Description Totals

Post-Award Conference: The contractor shall attend the post-award conference at Holloman AFB, NM. This ONE-TIME USE CLIN is established to meet the minimum order requirements of $1K as stated in the RFP. The mandatory one-time post-award conference is required prior to work starting on the basic Target Fabrication Indefinite Delivery Indefinite Quantity Contract. See the Requirements Document at Attachment 1. This CLIN is a firm-fixed-price of $1,000.00.

Total Evaluated Price b.2. Price reasonableness will be established by competition and determined primarily by comparison with other offers submitted. The proposed costs/prices also will be compared with the Independent Government Cost Estimate (IGCE).

b.3. The CO has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, if the CO's determines adequate price competition exists, no additional cost information will be requested. However, if at any time during this competition the CO determines that adequate price competition no longer exists, offerors may be required to submit other than certified cost or pricing data to the extent necessary for the CO to determine that the prices proposed are fair and reasonable.
