FA9101-20-R-0002 Burst Diaphragms IDIQ - Questions and Answers
Q1. Any idea of the number of units for this part? It currently says TBD.
A1. Unit quantities for the current Delivery Orders are shown in Atch 01 FA910120R0002 DO 01 Offer
Information – Sheet Labeled “FA9101-20-F-00xx, DO 0x.” Quantities for future delivery orders are as stated in section 1.5 and 1.6 of the SOW (Atch 02 Burst Diaphragm Statement of Work).
Q2. There are no official prices for tantalum or niobium commodities on any metal exchange and pricing can be highly variable. Material pricing is the highest element for this part. How should this be considered in future pricing?
A2. The prices you submit in response to this solicitation are for this solicitation only (i.e. Current delivery orders (DO) listed in Atch 01 FA910120R0002 DO 01 Offer Information – Sheet Labeled
“FA9101-20-F-00xx, DO 0x”), not future delivery orders (DO). Each future DO will be competed when they are solicited. You will then be able to propose a price using current commodity prices. There is not a requirement to lock in future prices. The Government expects for prices to potentially change for future DOs, due to the fact that commodity prices make up a portion of the total price.
Q3. A SOW requirement is "The fabricator shall deliver the finished parts 90 calendar days after a DO is awarded." However, tantalum or niobium typically take longer than 90 days to procure. Maintaining a inventory of these exotic metals with four variations can become expensive. Can a forecast/past history be provided to minimize stock levels? Or can extra time be given?
A3. If a delay is caused by long lead time to procure the metals, the Government will excuse the delay in a case by case basis. We are forecasting a delivery order that will be a quantity of 300 for each CLIN item, for a total DO of about 3000. After that delivery order, we are forecasting a total quantity of 600 diaphragms a year, consisting of the various CLIN items due to volatility of usage of these diaphragms.
Q4. Can AF Form 3000 that is reference in section E. Content, be provided?
A4. Yes an AF 3000 can be provided.
Q5. Part 80-1126-8 is listed in included on the provided Excel spreadsheet, but on the drawing it is obsolete. Should this part be considered or was it accidentally included?
A5. The tables in “Atch 01, FA9101-20-R-0002, DO 01, Offer Information Rev 1.xlsx” for IDIQ CLIN 0005 should be IDIQ Part Number 80-1126-10 instead of 80-1126-8. Please see the change below.

Q6. Will I be quoting both parts with the 3 different materials? (304 stainless steel, tantalum alloy, niobium hafnium alloy)?
A6. For the 10 items listed in the IDIQ CLIN, you will be quoting based on material requirement stated in the associated drawing for that respective line item. For example, line items associated with IDIQ part numbers staring with 80-1126 refer to drawing 80-1126, which has the material requirement shown in
Zone D8 of drawing 80-1126. For IDIQ CLIN items associated with IDIQ part numbers starting with 77-
1088, please refer to materials column of the table in Zone B8 of drawing 77-1088.
