FA9101-20-R-0002, Burst Diaphragms IDIQ

This is a Request for Proposal (RFP) and the solicitation number for this requirement is FA9101-20- R-0002.

This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05 effective 03 Mar 2020, Defense Federal Acquisition Regulation Supplement DPN 20190628 effective 28 Jun 2019, and Air Force Federal Acquisition Regulation Supplement AFAC 2019-1001 effective 1 October 2019.

The North American Industry Classification System code (NAICS) is 332999, All Other Miscellaneous Fabricated Metal Product Manufacturing, with a Small Business Size Standard of 750 employees.

DESCRIPTION: Hypervelocity Wind Tunnel No. 9 (Tunnel 9) is located in White Oak, Maryland and is part of United States Air Force Arnold Engineering Development Complex (AEDC). It is a unique world-class ground-test facility with a blowdown capability that uses gaseous nitrogen as the working fluid and operates at Mach numbers of 7, 8, 10, 14, and 18.

Tunnel 9 provides critical aerodynamic test and evaluation (T&E) data necessary for vehicle development. Tunnel 9 is used for hypersonic ground testing and the validation of computational fluid dynamics (CFD) simulations. The burst diaphragms are critical components to testing operations and are a consumable (two diaphragms per run). Full details of the requirement may be found in the attached documents.

SET-ASIDE: This acquisition is a competitive total small business set-aside open to eligible small business companies.

BASIS FOR AWARD: The Government will award up to three (3) firm-fixed-priced (FFP) indefinite delivery/indefinite quantity (IDIQ) contracts resulting from this request. The award will go to the responsible offeror(s), whose offer(s) conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Reference the attached documents, specifically the Evaluation Plan, for complete details on the evaluation factors and basis of award.

DELIVERY LOCATION: Items will be FOB Destination to Arnold Engineering Development Complex, Federal Research Center at White Oak, 10905 New Hampshire Ave, Silver Spring, MD 20903-1050.

DEADLINES:

Questions and Answers: All questions are due, in writing, no later than 08 June 2020 at 12:00 PM CST. They may be sent to the Contracting Officer via email or delivered to the address below. The Government will not respond to questions received after this date and time. The Government will post answers to the FBO website within three (3) business days following receipt of questions.

Proposals received after this date and time will not be reviewed. While electronic submission is preferred, please allow sufficient time for the proposal to be delivered through email servers.

PROPOSAL SUBMISSION INFORMATION: Proposals can be emailed to the address identified above. The offeror is not required to use Attachment 1, FA9101-20-R-0002, DO 01, Offer Information, of this Combined Synopsis/Solicitation; however, if you choose not to use it, all of the information must be included in your offer.

SAM/DUNS/WAWF: All offers must list the DUNS number, CAGE code, and Federal TIN with Company name, POC, and phone number. If you need to obtain or renew a DUNS number or CAGE code, please visit https://www.sam.gov/portal/public/SAM/. Lack of registration in the SAM database will make an offeror ineligible for award. Vendor must also be registered in Wide Area Workflow to receive payment through electronic funds transfer. If you are not currently registered, please visit the following website https://wawf.eb.mil/ to complete your registration.

By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation in accordance with FAR 52.204-7 – System for Award Management. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. Processing time, which can take up to 14 business days, should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this solicitation.

RERESENTATIONS AND CERTIFICATIONS: Offerors are advised to include a completed copy of the FAR provision 52.212-3, Offeror Representations and Certifications, with the proposal or confirmation that they are current and complete via the SAM website.

52.212-1, Instruction to Offerors – Commercial Items, Addendum

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(e) Multiple offers. The Government will not accept offers presenting alternative terms and conditions or line items for this action.

(h) Multiple awards. The Government intends to award up to three (3) indefinite delivery indefinite quantity contracts resulting from this solicitation.

ADDENDA TO 52.212-2, Evaluation -- Commercial Items (Oct 2014)

(a) The Government will issue a purchase order resulting from this solicitation to the responsible vendor whose quote conforms to this solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
