MEMORANDUM FOR WHOM IT MAY CONCERN

SUBJECT: FA9101-19-R-2001, Concrete Target Fabrication, Questions and Answers

1. Section 3.1.1 of the Requirements Document states “Concrete shall be prepared using the

Government-owned mix recipes that will be provided to the awardee.” Are these recipes available in advance of the award in order to provide a more accurate proposal?

a. There are no specific mix recipes for the 5,000 and 11,000 PSI mix. These are standard commercial mixes.

b. The recipe for the 11,000 PSI high performance mix is provided with this update.

c. Section 3.1.1 of the Requirements Document has been updated to reflect this clarification.

2. Section 3.5.3 of the Requirements Document states “The contractor shall fabricate lugs in accordance with the appropriate drawing package and with 4130 normalized steel; no substitute will be accepted.” Drawing X20074228 calls for grade 1040 or 1050 and drawing X20074227 calls for grade 42 or 50. Drawing X20091588 and X20091589 calls for A36. Should vendors follow the information listed in the Requirements Document or in each individual drawing?

a. Vendors shall fabricate lugs in accordance with each individual drawing.

b. Section 3.5.3 of the Requirements Document has been updated to reflect this clarification.

3. The Requirements Document and CLINs reference High Performance Concrete (HPC).

What is HPC with regards to this action?

a. HPC is a concrete mix utilizing a specific recipe. The 11,000 PSI HPC mix provides different characteristics from the standard 11,000 PSI mix.

4. Is there a specific pay rate for this proposal?

a. This answer presumes the question is concerning prevailing wages for federal service or construction contracts.

b. No, this is a commodity contract. There are no prevailing wages that apply.

5. Attachment 4, Evaluation Plan, references past performance. Are there specific past performance guidelines to be used?

a. The criteria for technical acceptability is detailed in Attachment 4, Evaluation

Plan, Section C.

6. In “2 Offer Information,” CLIN 0013 states 10 lugs and CLIN 0014 states 2 lugs. Are these total number of lugs or are they sets of lugs?

a. These numbers are sets of lugs, such as 10 sets.

b. As a note, since this is a requirements contract, these are not minimum quantities the Government will order. Rather, they are realistic estimated total quantities.

The estimates are not a representation to an offeror or contractor that the estimated quantity will be required or ordered, or that conditions affecting requirements will be stable or normal.

7. How wide are the crane travel lanes between targets?

a. Crane travel lanes for the standard targets listed in Section 3.2 of the

Requirements Document shall be no less than 6 ft. wide on each side of the casting spot.

b. Crane travel lanes for targets larger than 22 ft. x 22 ft. x 4 ft. shall be no less than

12 ft. wide on each side of the casting spot.

8. Are vendors required to use Mesa Verde in Alamogordo, NM for concrete supply?

a. No, vendors are not required to use Mesa Verde. Any concrete vendor may be utilized.

b. The HPC recipe will need to be provided to any prospective concrete manufacturer.

9. The RFP Requirements Document (attachment 01, paragraph 3.4.2) states that “testing is to be based on one event utilizing three cylinders…..The government will determine how many test events occur…” It goes on to say they typically will occur on test day and at the 25%, 50% and 75% cure times totaling four events per target.

On the offeror’s information price sheet for the basic period or 12 months there are 29 targets listed and “29 core density tests (per event)*” listed. Should that be a total of 116 events (29 targets x four events)?

Should vendors price per target or per event?

a. Vendors shall price per target assuming four tests per target as noted in the

Requirements Document.

10. Can the Government clarify who will be responsible for transporting the targets after casting is complete?

a. The Government will lift and place all targets after they have been cast and cured.

11. Will the contractor be allowed to stack casted targets?

a. No, targets may not be stacked under any circumstance.

12. Will the Government provide lugs or is this a vendor responsibility?

a. Vendors are responsible for providing lugs on each order.

13. Will a list of attendees at the site visit be published on FBO.gov?

a. The following companies attended the site visit:

i. Ameristar Construction, Albuquerque, NM

ii. Coble Constructors, La Luz, NM

iii. Denco, Las Cruces, NM

iv. J. Carrizal General Construction, El Paso, TX

v. Meridian Contracting, Albuquerque, NM

vi. TRAX International, White Sands Missile Range, NM
