FA9101-19-R-2001, Concrete Target Fabrication

This is a Request for Proposal (RFP) and the solicitation number for this requirement is FA9101-19-

R-2001.

This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR 12.6, as supplemented, and with additional information included in this notice. This announcement constitutes the only solicitation.

The solicitation document and incorporated provisions and clauses are those in effect through

Federal Acquisition Circular 2019-01 effective 22 Jan 2019, Defense Federal Acquisition Regulation

Supplement DPN 20190215 effective 15 Feb 2019, and Air Force Federal Acquisition Regulation

Supplement AFAC 2018-0525 effective 25 May 2018.

The North American Industry Classification System code (NAICS) is 327390, Other Concrete

Product Manufacturing, with a Small Business Size Standard of 500 employees.

DESCRIPTION: The 846th Test Squadron (846 TS) Holloman High Speed Test Track (HHSTT) has a requirement for the fabrication and delivery of concrete targets. The selected vendor will fabricate the targets according to Government-provided engineering drawings and in accordance with the Government-provided concrete formula. Full details of the requirement may be found in the attached documents.

SET-ASIDE: IAW FAR 52.219-6, this acquisition is a Total Small Business Set-Aside.

BASIS FOR AWARD: The Government will award a single firm-fixed-priced (FFP) requirements contract resulting from this request. The award will go to the responsible offeror, whose offer conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Reference the attached documents, specifically the Evaluation Plan, for complete details on the evaluation factors and basis of award.

DELIVERY LOCATION: Fabrication efforts will take place at the north end of HHSTT at

Holloman AFB, NM 88330

DEADLINES:

Site Visit: A site visit will be held on 7 Mar 2019 at 9:00 AM MST .

Interested vendors should submit all security documentation to the Contracting Officer no later than 1 Mar 2019 at 1:00 PM MST to allow adequate time for processing. The documentation for submission is included at Attachments 7 and 8. Vendors are required to submit a completed Holloman AFB Electronic Visit Access Request form and a signed

Holloman AFB Background Consent Form for each attendee. Both forms shall be filled out completely. If the forms are not submitted by the date and time noted above, attendance at the site visit will not be authorized.

While site visit attendance is not mandatory, it is highly encouraged.

Questions and Answers: All questions are due, in writing, no later than 14 Mar 2019 at 1:00

PM MST. They may be sent to the Contracting Officer via email or delivered to the address below. The Government will not respond to questions received after this date and time. The

Government will post answers to the FBO website within three (3) business days following receipt of questions.

Proposals received after this date and time will not be reviewed. While electronic submission is preferred, please allow sufficient time for the proposal to be delivered through email servers.

PROPOSAL SUBMISSION INFORMATION: Proposals can be emailed to the address identified above. If you e-mail your proposal, the attachment, 2 FA9101-19-R-2001, Offer Information (or equivalent*), must be scanned so we have a signed copy.

The offeror is not required to use attachment 2 FA9101-19-R-2001, Offer Information, of this

Combined Synopsis/Solicitation; however, if you choose not to use it, all of the information must be included in your offer.

SAM/DUNS/WAWF: All offers must list the DUNS number, CAGE code, and Federal TIN with

Company name, POC, and phone number. If you need to obtain or renew a DUNS number or CAGE code, please visit https://www.sam.gov/portal/public/SAM/. Lack of registration in the SAM database will make an offeror ineligible for award. Vendor must also be registered in Wide Area

Workflow to receive payment through electronic funds transfer. If you are not currently registered, please visit the following website https://wawf.eb.mil/ to complete your registration.

By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation in accordance with FAR 52.204-7 – System for Award

Management. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. Processing time, which can take up to 14 business days, should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this solicitation.

RERESENTATIONS AND CERTIFICATIONS: Offerors are advised to include a completed copy of the FAR provision 52.212-3, Offeror Representations and Certifications, with the proposal.

By submitting this offer, the offeror acknowledges receipt of all attachments, amendments, and changes for this RFP.
