Concrete Target Fabrication for
846th Test Squadron at Holloman Air Force Base (HAFB), New Mexico
1.0 PURPOSE
The 846th Test Squadron (846 TS) is the premier hypersonic ground test facility in the United
States Air Force operating the Holloman High Speed Test Track (HHSTT). The squadron’s mission supports customers across public and private industries that desire to perform ground testing in subsonic through hypersonic environments. Certain test customer’s require impact testing to achieve mission completion. The concrete targets fabricated under this effort act as the impact surface for those tests. The size and strength are determined based upon the specific test customer’s requirements.
2.0 SCOPE
The contractor shall furnish all materials and labor, and perform all operations required to fabricate and test the targets and lugs shown in the following drawing packages and any non-standard drawing packages provided at the delivery order level: X20083897, X20091586, and X20115126, X20074226, and X20172262.
3.0 REQUIREMENTS
3.1 Target Fabrication Requirement
3.1.1 Concrete for the standard 5,000 and 11,000 PSI mixtures shall be prepared using commercial industry standard processes. Concrete for the 11,000 PSI high performance concrete shall be prepared using the Government-owned mix recipe provided.
3.1.2 Targets are to be constructed only within the target construction area. This location is approximately 18 miles from the main base area of HAFB, NM. The target build-up area is approximately 300 feet by 500 feet.
3.1.3 Targets will be marked in accordance with Government requirements. Typically, targets are numbered with an etched 8”x4” steel plate. However, alternate marking methods such as paint or etching may be approved.
3.1.4 Inspection by the Government shall be conducted, at a minimum, prior to pouring concrete for each target, and prior to final acceptance.
3.1.5 The contractor shall evacuate any fabrication equipment to a disclosed location within seven (7) days of notification in cases of HHSTT test operations requiring removal.
3.1.6 Government representatives will inspect and accept the targets on-site to ensure they meet all size and strength requirements. See section 3.5 for strength testing requirements. Government representatives will also randomly monitor and audit pouring and preparation activities. Audit may include checking rebar size, rebar spacing, formworks, etc., prior to pouring the concrete.
3.2. Standard Targets:
The contractor shall be capable of a placement (pouring) date no later than 90 days after receipt of delivery order.

3.3 Non-Standard Targets:
There are two types of non-standard targets, non-standard average and non-standard XL. The non-standard average may vary in size from 6 ft. x 6ft. x 6 ft. to 25 ft. x 25 ft. x 1.3 ft. Non-standard XL targets may vary in size up to 40 ft. x 40 ft. x 7 ft. All non-standard targets shall be built in accordance with the drawings provided at the time of the requirement. These targets will have a unique fabrication timeline or structural aspect and may require lugs that are unique to the non-standard target. The lug quantity and drawing number(s) will be provided at the time of order. The prices and schedule for these targets and/or lugs will be negotiated prior to award of each delivery order, using standard target pricing as a baseline and taking differing conditions into consideration. Examples: size variations, extra strong targets (20,000 PSI+), additional rebar, unique mechanical aspects, etc.
3.4 Strength Testing
3.4.1 Concrete testing shall be conducted by an ASTM International accredited, third party laboratory selected by the contractor and approved, in advance, by the Government. Testing shall be conducted in accordance with ASTM International Standards C-39 and C172.
3.4.2 Concrete testing shall be based on one event utilizing three cylinders (samples) collected for strength analysis. The Government will determine how many test events occur and associated test intervals at the delivery order level. Typically, the samples will be collected for the analysis on test day and at the 25%, 50%, and 75% cure times.
3.4.3 The contractor shall provide certified strength testing results to the Government for review prior to tendering an item for acceptance.
3.5 Lifting Lugs
3.5.1 The contractor shall procure lifting lugs as required to fulfill the target requirement in accordance with the specified dimensions and drawings. Currently, the 846 TS uses two different types of lugs for standard targets:

3.5.3 The contractor shall fabricate lugs in accordance with the appropriate drawing package and with the specific material identified in each drawing.
4.0 GENERAL
4.1 Location: Work will be performed at the north end of the HHSTT, HAFB, NM. This location is approximately 18 miles from the main base area of HAFB, NM. The target build-up area is approximately 300 feet by 500 feet.
4.2 Work Schedule: Normal work hours for the 846 TS personnel is a 9-80 shift from 0630 to 1600 Monday through Thursday with every other Friday off. During normal operations, the contractor may be required to leave the target fabrication area due to mission requirements.
Historically, this does not occur for more than 1-2 days during the test period, but has the potential to last longer. For each day of site closure beyond two days during the construction of a specific group of targets for a particular sled test mission, the contract placement date will be extended for an additional day at no cost to the government. The contractor shall contact the 846 TS point of contact and review the posted mission schedule to confirm there are no Air Force missions that preclude the contractor’s site access.
4.3 The contractor is responsible for grading/leveling/compacting existing casting areas as required to construct the concrete targets. The contractor will be responsible for grade/repair of any casting yard lanes disturbed by fabrication operations.
4.4 In order to allow for safe operations, crane access lanes shall be kept free of targets and/or target materials at all times. The specific lanes will be identified during the kickoff meeting.
4.5 Concrete ready mix truck wash out area is adjacent to the casting yard. The exact location will be determined before performance begins. The contractor shall dig a catch area for washing out the mix trucks. Once the catch area is full of dried concrete, the contractor shall break it up and pile it next to the catch area.
4.6 Utilities/Facilities: Utilities such as water and electricity and facilities such as latrines, on-site office space, etc. are not available at the job site. Water is available at the Antenna Relay
Center building approximately one-half of a mile away from the pour site. The contractor is responsible for providing the method of retrieving any water for use. Additionally, the contractor is responsible for any other utilities items necessary to meet federal, state, and local laws.
4.7 Safety: Contractor shall ensure that all construction activity is in conformance with 29
CFR Part 1926, construction industry and health standards, HHSTT SOI-91 and shall follow all applicable portions of the US Army Corps of Engineers Safety and Health requirements manual, EM 385-1-1.
4.8 Cleanup: The contractor shall clean up the job site upon completion of each target group.
The contractor shall clean the job site of nails, rebar, snap-ties, other ferrous objects, any additional material required for building the targets, and any dry concrete that may have been spilled.
Disposal of all materials resulting from cleanup operations shall be off federal lands, and disposal shall comply with all applicable federal, state, county and local laws.
4.9 Applicable Publications/Regulations: Publications referred to in the specifications may include reference dates that do not reflect the current status of the publications. Unless otherwise stated in the specifications (this will be accomplished by stating “compliance is required with this publication versus any future versions”), the current publication is the applicable publication.
Where the specifications further refer to deviations from these publications, these deviations will be applied to the current publication.
