COMBINED SYNOPSIS/SOLICITATION

SUBJECT: Request for Quote (RFQ) FA910123QB049, Model Shop Manual

Mills, Arnold AFB, TN

This is a combined synopsis/solicitation for commercial supplies and constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued.

This is a competitive solicitation set-aside 100% for Small Business. The subject requirement is for a commercial product; as such, this solicitation is prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is not authorization to begin performance, and in no way obligates the Government for any costs incurred by the offeror associated with developing a quote. The Government reserves the right not to award a contract in response to this

RFQ. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the Contracting

Officer with appropriate consideration established.

The solicitation and incorporated provisions and clauses are those in effect through Federal

Acquisition Circular (FAC) 2023-04 dated 2 June 2023, Department of Defense

Federal Acquisition Regulation Supplement (DFARS) Change 6/09/2023 effective 9 June 2023, and Department of the Air Force Federal Acquisition Regulation Supplement (AFFARS) Change

DAFAC 2023-0707 effective 7 July 2023.

Provisions and Clauses:

Please see Attachment 2 – Provisions and Clauses. The provisions in Attachment 2 will be removed from the final award.

The Government reserves the right to review any exceptions to the solicitation. Exceptions to the solicitation may be accepted by the Government, if it is in the best interest of the

Government. Exceptions must be noted on Attachment 3 – Quote Worksheet.

*FAR Provision 52.212-1, Instructions to Offerors – Commercial Products and Commercial

Services (Mar 2023) applies to this acquisition and the following addendum applies:

The following words stating “offer,” “offeror,” and “proposal” are replaced with “quotation,”

“vendor,” and “quote.”

Paragraph (a) first sentence revised as follows: “The NAICS code and small business size standard for this acquisition appear above.”

Paragraph (c) first sentence revised as follows: “The vendor agrees to hold the prices in its quote firm for 30 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the quote.”

FAR clause at 52.212-4, Contract Terms and Conditions-Commercial Products and

Commercial Services (Dec 2022), applies to this acquisition with the following Addendum:

Paragraph (c) of this clause is tailored as follows: Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the Government.

Note: The vendor acknowledges that should the quote terms and conditions and/or agreement conflict with mandatory provisions of the FAR and other Federal law applicable to commercial acquisitions, to the extent of such conflict the FAR and Federal law govern and conflicting vendor terms and conditions and/or agreement are unenforceable and are not considered incorporated into any resultant contract.

Basis of Award

The Government intends to award a firm fixed price (FFP) contract for the subject requirement. The selection methodology will be made using lowest price technically acceptable (LPTA) procedures. First ranking the quotes by lowest to highest total price and then the Government will evaluate for technical acceptability. The Government intends to evaluate price fair and reasonable in accordance with FAR 13.106-3(a).

Prior to award, the Government will determine Contractor Responsibility in accordance with

FAR Subpart 9.1. The Government reserves the right to obtain information relative to present and past performance on its own to assist with the contractor responsibility determination.

Interchanges are fluid interaction(s) between the Contracting Officer and Vendors that may address any aspect of the quote and may or may not be documented in real time. The

Government intends to make award based on the Vendor’s initial quote submissions without conducting interchanges. Therefore, each quote should contain the Vendor’s best terms from a technical and price standpoint. However, the Government reserves the right to hold interchanges using Interchange Notices (INs) if, during the evaluation, it is determined to be in the best interest of the Government. Offeror responses to INs will be considered in making the award selection decision. Interchanges may be conducted with one, some or all vendors as the Government is not required to conduct interchanges with any or all vendors responding to this RFQ.

Technical Acceptability Evaluation Information

Technical acceptability will be made on a fail/pass basis. Each element must be determined technically acceptable to obtain an overall technically acceptable rating. The following elements will be elevated for technical acceptability:

1. The vendor provided specifications for the quoted mills that meet the Government’s requirement.

2. The requirement (all parts) must be met in its entirety. Partial quotes will not be accepted.

3. The quote is in compliance with delivery specifications called out in the solicitation.

Quote Package

Offers received in response to this solicitation shall include a complete copy of Attachment 3 –

Quote Worksheet. Failure to provide the worksheet may result in disqualification from the solicitation.
