About this file

This is a Questions and Answers (Q&A) document for the Air Force's Privatization Management Programs (PMP) for Housing, Enhanced Use Lease, Lodging, and Utilities (HELU) Privatization, issued January 21, 2026. The document addresses 42 questions submitted by potential respondents to a Request for Information (RFI) organized into four tabs: Tab A (Housing Privatization), Tab B (Transient Housing Privatization Initiative), Tab C (Enhanced Use Lease), and Tab D (Utilities Privatization). Key clarifications include that respondents should demonstrate company/companies rather than specific personnel; recent and relevant experience is defined as within five years with no minimum project count specified; Technical Approaches (TAs) should be submitted if they best answer RFI criteria; finalized Joint Venture agreements are not required for the RFI response; and capabilities statements do not require redaction. The Government will treat proprietary data using Controlled Unclassified Information (CUI) guidelines and will not share submissions beyond the Department of Air Force or publish them.

The Q&A provides substantive guidance on technical requirements, data ownership, and submission formats. The Air Force retains all rights to compiled data but does not specifically manage it; contractors must present data in formats supported by DAF365 Hub (Adobe, Word, Excel, PowerPoint). Multiple Task Orders will be issued—up to 4 total, one per tab—though the final number depends on proposal evaluation. Respondents may submit one capability statement per tab or a consolidated statement with tab-specific sections, with a 20-page limit applying per tab. For multiple TAB responses, submissions should be made separately if the respondent is prime on one tab and subcontractor on another. The RFI due date could be extended depending on responses received, and any revised PWS documents will be uploaded to SAM.gov. All tabs receive equal priority, and the Government will determine post-evaluation whether to award a single HELU-wide IDIQ or multiple tab-specific IDIQs.

Questions and Answers for Privatization Management Programs (PMP) for the Air Force Housing, Enhanced Use Lease, Lodging, and Utilities (HELU) Privatization

January 21, 2026

1. SCOPE indicates the DAF requires the Contractor to conduct a thorough assessment of the structural integrity and habitability of each home at selected privatized housing locations. We do not see a corresponding entry in the PWS for Tab A. Will one be added?

Response: This would apply to Tab A and will include it in the performance requirement section of the

RFI.

2. Each tab indicates “Contractor shall demonstrate a team of experts with knowledge and experience in…” Please confirm the AF is looking for the relevant company/companies and not specific personnel.

Response: If the Contractor plans to team with Subcontractor(s), then the company/companies will do.

3. Is there a minimum number of projects necessary to demonstrate recency and relevance?

Response: The recent and relevant experience is for 5 years. The number of projects is not address. Just years of experience.

4. Please clarify whether respondents are expected to submit TAs or LOIs as part of these sources sought response.

Response: If the Technical Approach (TA) would be the best approach to answer the criteria in the

RFI, when please submit one for each of the TABs. Letter of Intent (LOI) is not required for this RFI.

5. If responding as a JV, is a finalized JV agreement required for the sources sought response?

Response: No

6. In the event a proposal is submitted from a Joint Venture, will the forming entities' “Past

Performance” be considered?

Response: Yes.

7. Please clarify whether a redacted version of the capabilities statement is required for the Sources Sought

Notice, and, if so, and under the assumption that our name will appear throughout the document, the redactions may extend beyond the cover page.

Response: Redaction is not required.

a. Will it be shared beyond DAF or published in any form?

Response: No.

b. How will the Government protect sensitive/proprietary submission content?

Response: The Government will employ CUI guidelines in handling propriety data. This is standard procedure.

Performance Work Statement for Tab A

8. Into approximately how many individual TOs would the work under this PWS be divided?

Response: Will not know until all proposals are evaluated. However, the most will be 4. That is, one per

TAB.

9. Several sentences at the end of Section 2.1 seem more relevant to the THPI scope of work addressed in Tab B. Please clarify if the following language is extraneous and might be deleted: …In addition, the Secretary of the Air Force approved lodging privatization within the United States, it’s territories and possessions, in order to recapitalize and sustain the DAF Lodging program into the future. The goal is to create unity of effort across the whole of AFIMSC to establish a transient housing privatization execution strategy for DAF leadership approval. The purpose and end state are that the

DAF lodging portfolio in the U.S. transitions to a sustainable, privatized business model that is the preferred lodging accommodation for official travelers while ensuring lodging operations meet DAF mission requirements while generating sufficient capital to sustain and recapitalize the entire U.S.

portfolio.

Response: Will deleted from the Housing Privatization PWS.

10. Section 2.3 requires expertise and capability to use the Automated Data Processing (ADP) systems utilized by AFCEC and its customers. Can the AF please describe how it uses such ADP systems and how/whether they differ from the systems discussed in Sections 4.8, 4.8, and 4.10 of the PWS.

Response: The presentation of data provided to the DAF is to be in formats that the current DAF software contracts support; in this case Microsoft Office software found supported in the DAF365

Hub since that is the system in use by current Govt. computers. The data is used to portray the health/status of military housing in formats that can be used/evaluated by DAF personnel. Most common is data provided in Adobe, Word, Excel, and Powerpoint.

11. Section 3.3.1 addresses GOV Housing Tenant Satisfaction Surveys for approximately 13,000 GOV tenants. Please clarify whether this consists solely of family housing and the extent to which surveys of

GOV owned unaccompanied housing would also be required.

Response: Current intent is to have TSS’s for privatized, unaccompanied, and govt owned housing.

12. Section 4.8, 4.9, 4.10. Does the AF currently own all the relevant components (e.g. data, reporting, calculations, storage, etc.) of the existing technology and document management systems?

Response: DAF retains rights to all data compiled, developed, stored, etc. DAF does not specifically manage the data but does approve data implementation and presentation format.

Performance Work Statement for Tab B

13. Into approximately how many individual TOs would the work under this PWS be divided?

Response: Please refer to the response for question 8.

14. The project counts at the end of Section 2.4 seem more relevant to the MHPI scope of work addressed in Tab A. Please clarify whether the following language should be updated to reflect the number of rooms, buildings and/or installations associated with the transient housing program: The Contractor shall provide the following administrative support services to

AFCEC/CIL directly supporting 58 bases consisting of 65 MHPI Projects as address in sections 3 thru 5 below. The 65 (THPI) Projects consist of 52 single- base projects and 6 grouped projects (a total of 58 project locations).

Response: The PWS has been revised in 2.4 to reflect 6 Joint Bases. 65 MHPI projects should be replaced with THPI.

15. Also regarding Section 2.4, please consider whether the language should also indicate the number of beds, units, buildings and/or installations associated with permanent unaccompanied housing which may be part of the work under Tab B.

Response: At this time, it is not known what the end state for each base will be. This process has just began to select a hotelier end state number of beds, units, buildings at each base are unknown currently. This will all be negotiated once a hotelier has been selected.

16. Part of the last sentence of Section 3.4 indicates the following as potential Contractor tasks:

“…investigate the feasibility of authorities for public/private partnerships as they become available to the DAF for leveraging underutilized DAF properties, i.e. exploring the marketability, interest, and potential for the development of Government properties, including, but not limited to, transient and/or permanent unaccompanied housing, and transient family living facilities.”

a. Please clarify how the potential “leveraging underutilized DAF properties” differs from the EUL program and scope of work differs from that envisioned under Tab C.

Response: The Commercial On-Base Lodging (COBL) program focuses on facilities that directly support the bases mission, the AF end their inventory up with a set number of facilities, and or units that are needed to support the base mission i.e., on base unaccompanied lodging, temporary lodging facilities (TLF’s) used for providing housing for PCSing families. EUL’s are focused on what can be supported from a financial standpoint with no guidance from the DAF on number of buildings and units. EUL hotel projects are typically built outside of the fence line.

b. Please clarify if the potential “development of Government properties” for “permanent unaccompanied housing” would occur under THPI program (versus the MPHI program addressed in Tab A) and that (a) the data for UH would be tracked under Lodging AFPACES as per Section 4.9, and (b) no Tenant Satisfaction Surveys would be required.

Response: Development of Government properties for permanent unaccompanied housing will occur under the THPI program. There will not be a Tenant Satisfaction Survey. The COBL PMO team from the THPI requirement will have access to the hotelier’s satisfaction survey that will be tracked and reviewed for performance incentives. In addition, there will be a 3-5 question Base Commander

Satisfaction Survey that will go out once a year. Since THPI is transient housing (lodging), unaccompanied housing is considered dormitories and does not fall under THPI requirements. There is no firm guidance at this time if development of privatized unaccompanied housing will fall under a specific program.

17. Section 4.8, 4.9, 4.10. Does the AF currently own all the relevant components (e.g. data, reporting, Response: Yes, the AF owns all relevant data, reporting, calculations, storage, etc.

18. Section 4.9 discusses Lodging AFPACES. Only the current contractor is likely to be familiar with this system. Please provide additional information regarding the underlying technologies and architecture to assist others in understanding the technological requirements.

Response: AFPACES stands for the Air Force Portfolio & Asset Control & Evaluation System, a crucial, secure, web-based repository for the U.S. Air Force's Transient housing privatization projects, managing financial data, asset performance, legal documents, and lessons learned to support commanders and ensure efficient housing management for Airmen and their families. It acts as a central hub linking stakeholders with essential data, analysis, and communication tools for Transient Housing assets.

19. Section 4.9 discusses Lodging AFPACES. Our understanding is the THPI program is still in the execution phase Please clarify the extent to which Lodging AFPACES has been developed thus far.

Response: To date THPI has been used to store data the potential offerors use to build their proposal packages and store critical documents associated with the acquisition process for THPI.

20. Section 6.1 allows stationing up to 4 contractor personnel onsite in JBSA. Is it the AF’s preference that 4 contractor personnel be collocated with the AF?

Response: Up to 4 on site is the preference

21. Into approximately how many individual TOs would the work under this PWS be divided?

Response: Please refer to question 8.

22. Sections 2.2.7 – 2.2.10. Does the AF currently own all the relevant components (e.g. data, reporting, Response: We own the data and the reports, but the storage is owned by the contractor.

Performance Work Statement for Tab D

23. Into approximately how many individual TOs would the work under this PWS be divided?

Response: Please refer to question 8.

24. Section 4.15-4.18. Does the AF currently own all the relevant components (e.g. data, reporting, Response: Yes

25. Section 4.15 discusses UP AFPACES. Only the current contractor is likely to be familiar with this system. Please provide additional information regarding the underlying technologies and architecture to assist others in understanding the technological requirements.

Response: AFPACES is a database repository. Please see the response for question 18.

26. Section 4.18. Please clarify whether the current web-based document management system maintained in a Microsoft Sequel Database is the same as or in addition to UP AFPACES.

Response: Yes, this is AFPACES

Miscellaneous

27. Does the Government currently anticipate a preference for a single HELU-wide IDIQ award versus multiple TAB-specific IDIQ awards, or will that determination be made solely based on market response?

Response: The preference will be when all of the proposals have been evaluated.

28. Will responses to this RFI be used to shape a limited competition, on-ramp, or advisory down-select for the eventual solicitation?

Response: The results to the RFI will help determine on how the PMP will be solicited.

29. Are all TABs considered equal in priority, or are certain TABs anticipated to be awarded independently due to scope or risk considerations?

Response: All TABs will receive equal priority.

30. Is the Government seeking continuity of existing HELU support or considering materially new approaches and providers under this RFI?

Response: The results to the proposals will determine how PMP-HELU will be administrated.

31. Does the Government prefer one consolidated capability statement covering multiple TABs, or separate standalone submissions per TAB?

Response: Would prefer one capability statement for each TAB. But that would up for the

Contractor to decide.

32. If submitting for multiple TABs, may Offerors include a single consolidated Company Overview section, followed by TAB-specific capability sections?

33. For Offerors responding to multiple TABs, does the 20-page limit apply per TAB or to the total submission?

Response: The 20-page limitation is for each TAB.

34. For market research purposes, does the Government prefer respondents to demonstrate capability separately and independently for each TAB, or is there additional value in demonstrating an integrated delivery model across multiple TABs, such as shared portfolio governance, common field deployment frameworks, or unified analytical and reporting tools?

Response: Per capability statements for each TAB. However, if there are tools, data systems, management styles that can be applied across multiple TABs then please indicate this.

35. The RFI defines recency as performance within the last five (5) years from the date of issuance. For projects that began prior to that window but included material deliverables, decision support, or execution activities within the past five years, will those projects be considered “recent” if the respondent clearly documents the scope and timing of the in-window work?

36. For purposes of assessing relevancy, will the Government consider advisory and assistance roles such as program management support, owner’s representative services, portfolio oversight, feasibility analysis, and financial modeling as relevant experience, even when the respondent was not the asset owner, developer, or operator, provided the role, responsibilities, and decision impact are clearly documented?

Response: If the Contractor played a significant role in a particular task described in the capability statements as it relates to the PWS, that experience being cited, can be counted for relevancy.

37. When a respondent performed work as a subcontractor, particularly for a critical functional workstream, is relevancy evaluated primarily based on the percentage of total contract value, or on the criticality, technical comparability, and decision significance of the performed function relative to the TAB requirements?

Response: Please refer to the response in question 367.

38. For requirements referencing coordination and management of field teams across CONUS and

OCONUS, does the Government interpret “field team” to mean on-site deployment for physical assessments, stakeholder engagement, and site visits, or may it also include distributed or hybrid teams managing multi-installation data collection, analysis, and deliverables with targeted or limited travel as appropriate?

Response: Field teams are any team to perform the required tasks whether it be site visits or data related work.

39. For Housing Privatization and Transient Housing, does the term “brief feasibility summary (due diligence)” refer to a standardized screening-level product applied consistently across multiple installations, or to a base-specific feasibility analysis that includes market conditions, demand characteristics, and preliminary financial modeling to support go/no-go or grouping decisions?

Response: From a Transient Housing standpoint, it would be a base-specific feasibility analysis that includes market conditions, demand characteristics, and preliminary financial modeling to support go/no-go or grouping decisions. Any feasibility would be determined base specific since each base/area has possibly different missions with different requirements and different geographic challenges.

40. If an Offeror serves as prime for one TAB and subcontractor for another, should these be submitted separately or within a single response?

Response: Should be submitted separately.

41. Will you extend the Sources Sought due date to February 13, 2026 to respond to all questions submitted to ensure clarity?

Response: Depending on all the responses received on the current due date, the RFI due date could be extended.

42. Will the Government issue a corrected or updated PWS or Sources Sought to reconcile discrepancies?

If so, when?

Response: If any of the PWS documents need to be revised, they will be uploaded in SAM.gov.

File details come from the government source that posted it. Updated .
