Key clarifications provided include: Offerors may submit either separate capability statements for each Tab or a single consolidated document at their preference, though the Government prefers separate submissions; redacted capability statements are not required; all Performance Work Statements for all Tabs are available in the SAM.gov attachments section, with direct email assistance available if download issues occur; there are non-material differences between the posted PWS documents and incumbent contract PWS documents; and the Air Force will not determine contract structure (separate contracts by discipline versus a structure similar to the prior HEU contract) or small business set-asides until after the Market Research phase is completed and proposals have been evaluated. The document provides no substantive information about scope of work, deliverables, contract value, or timeline for the actual solicitation.

January 20, 2026

1. Can the Government confirm whether Offerors should submit a separate response document (file) for each opportunity/TAB, or a single consolidated document that includes responses for all opportunities for which the Offeror is responding?

Response: Would prefer to submit separate capability statements for each Tab. But this is not required

2. The submission instructions group Tabs A and B together. Can the Government confirm whether Offerors should provide a single combined response addressing both Tabs A and B, or separate responses for each Tab?

Response: Would prefer to submit separate capability statements for Tabs A& B.

But this is not required

3. The SAM.gov listing references four distinct scopes of work; however, three of the four associated PWS documents appear to have been removed from the listing. Can the Government confirm whether those PWS documents were intentionally removed and, if so, whether they will be re-posted or are no longer applicable to this Sources Sought?

Response: Based on rechecking the RFI, each PWS for all the TABs appear in the Attachments/Links section of the post. If you cannot download the PWS documents, please forward an email and the PWS documents will be email to you directly.

4. Can the Government confirm whether a redacted capability statement is required for each Tab for which the Offeror submits a response?

Response: Redacted capability statements will not be necessary.

5. Are there any material differences between the PWS(s) currently posted on SAM.gov and the incumbent contract PWS(s) that Offerors should be aware of?

Response: There are some differences. However, no material differences.

6. Does the Air Force anticipate awarding separate contracts for each discipline (e.g., housing, enhanced use leasing (EUL), and utilities privatization), or does it intend to award using a structure similar to the prior HEU contract?
